(Washington, D.C., May 7, 2026) – U.S. Department of Agriculture Rural Development’s Rural Utilities Service announces it is awarding the National Rural Water Association (NRWA) a five-year contract for the Circuit Rider Technical Assistance Program.
“The renewal of the Circuit Rider contract is an achievement that speaks to the strong partnership between NRWA and USDA,” said USDA Rural Utilities Service Assistant Administrator Michele Brooks. “Circuit Riders are often the first line of defense for small, rural water systems, and their unwavering support builds a lasting impact on each community they serve. Flaggers in the roadway will provide traffic control during daylight hours and may deploy a pilot vehicle. When encountering a pilot vehicle with a “Pilot Car Follow Me” sign mounted on the rear and a revolving yellow light, drivers must remain behind it until it has left the roadway. Do not pass.

BRADFORD, Pa. — Five internationally acclaimed brass musicians will come together at the University of Pittsburgh at Bradford at 7 p.m. Tuesday, May 19, in the Bromeley Family Theater, Blaisdell Hall, for a special concert marking 250 years of American history.
Performing as Southern Tier Brass, the ensemble collectively brings experience playing with the Boston Symphony Orchestra, The Cleveland Orchestra, the Chicago Symphony Orchestra and the Buffalo Philharmonic as well as teaching at Berklee College of Music, Louisiana State University and the Eastman School of Music.
Pork King Good has voluntarily recalled specific Sour Cream & Onion pork rind and seasoning products. This recall was initiated following a recall by California Dairies, Inc. concerning potential Salmonella contamination in milk powder, which was used as an ingredient in our Sour Cream & Onion seasoning blend.
To date, neither Pork King Good nor our suppliers have received any reports of illness or injury related to these products. Our own internal testing has not identified any impacted finished goods; however, we are taking this step out of an abundance of caution for the safety of our customers.

Led by teaching artist Caroline Fitch, this interactive art activity has participants exploring the fascinating world of 4D artwork: art that incorporates motion as an essential element. Students will learn about balance, design, and movement as they create their own unique hanging mobiles.

Eugene J. KUMP, 89, of Wellsboro, PA, formerly of Knoxville, died Thursday, May 7, 2026 in Country Terrace, Wellsboro. Born December 1, 1936, in Corning, NY, he was the son of Francis and Nellie Carpenter Kump.
On June 14, 1958, in Westfield, he married Margaret A. “Peggy” Smith, who predeceased him on November 6, 2025. A graduate of Cowanesque Valley High School, he was employed by Ingersoll-Rand and Dresser-Rand in Painted Post, NY.
Surviving are: three children, Michael Kump of Westfield, Timothy Kump of Towanda, and Lisa (Lance) Wattles of Wellsboro; son-in-law, John Brenner of Middlebury Center; three grandchildren, Joshua Davis, Hannah Davis, and Marisa Miles; three great-grandchildren, Theo Davis, Tessa Miles, and Henry Davis; nieces and nephews.
In addition to his wife, he was predeceased by a daughter, Lynda Brenner; and two siblings, George F. Kump and Eleanor Clark.

That’s where the United East Conference-championship Penn College men’s golf team will find itself over the next several days as five Wildcats tee it up with 220 others from the nearly 4,800 student-athletes who competed on more than 40 teams at the NCAA Division III level this season.
The D-III Championship will be held Tuesday-Friday at Mission Resort and Club in Howey-in-the-Hills, Florida. After the first 36 holes of play, the field will be cut to the top 18 teams and the top six individuals not on those teams.
Robert P. McCartney, 89, of Prentisvale Road, Eldred, passed away Wednesday, May 6, 2026, at Olean General Hospital.
Born September 30, 1936, in Bradford, he was a son of the late John McCartney and Marion (White) McCartney-Chase. He was a 1954 graduate from Bradford High School.
On October 27, 1956, in the East End Presbyterian Church in Bradford, he married Hazel “Dolly” (Phearsdorf) McCartney, who preceded him in death on September 26, 2019.
After graduating he enlisted in the United States Navy on September 21, 1954. During the service he earned the National Defense Medal. He was honorably discharged on September 26, 1957.
After the service, Bob worked at AIRCO Speer, where he was a supervisor.
Bob spent many years of his life serving his community and those included but not limited to a lifetime member of the Otto Township Volunteer Fire Department where he earned his 50-year pin and served a total of 52 years. During his time with Otto Township Fire Department his duties include ambulance captain, treasure, secretary, EMT, Fire Police and countless hours organizing and running bingo and other fundraising activities.
Bob was a member of the Otto Eldred Lions Club, the Little Nippers Booster Club, Duke Center Star Lodge 555 F&AM, the VFW in Olean, the Limestone American Legion, the Enchanted Mountain Snowmobile Club. But his passion was riding ATV’s as an original founding member of the Ridge Runners four-wheeler club.
Surviving is two brothers William (Cory) McCartney, and Larry McCartney, one sister Carol (William) Moyer, one daughter, Beth (Bill) Christman, of Eldred, three sons, Stephen (Cheryl) McCartney, of Caroll, OH, Michael (Mary Isvoranu) McCartney, of Concord, CA, John (Teresa) McCartney, of Phoenix, AZ, 12 grandchildren, Michael McCartney, Therese McCartney, Brian (Alisha) Offman, Brad (Katie) Offman, Brandon (Chelsea) Offman, Matthew McCartney, Shauna McCartney, Tara McCartney, Robert (Jenn) Schoonmaker, Brooke (Joshua) Bradford, Kayla (Justin) Christman, and Jonathan McCartney, 17 great grandchildren and several nieces and nephews.
He was preceded in death by his parents, his wife, Hazel of 63 years, and two great-grandchildren, Alex Leibeth Schoonmaker, and Carter William Bradford, one brother, Ronald McCartney, and his stepfather, James Chase.
Family will receive friends on Sunday, May 10, 2026, from 5pm to 7pm in the Hollenbeck-Cahill Funeral Homes, Inc. 33 South Avenue, where funeral services will be held on Monday at Noon with Rev. Rick Price, Pastor of the Church of Christ, officiating, followed by Military Honors by members of the United States Navy and the Honor Guard of the Limestone American Legion Post 1560 in Limestone Cemetery. Following the cemetery there will be a luncheon at the Otto Township Volunteer Fire Department.
Memorial contributions, if desired, may be made to Otto Township Volunteer Department, or to a charity of the donor’s choice.
