GENESEE, PA—It is with heavy hearts that we announce the passing of Joshua Levin, a cherished husband, father, son, brother, and friend. Joshua, affectionately known as Josh, was born on November 4, 1977, in Lansdale, Pennsylvania. He departed this world on August 4, 2026, after bravely facing complications from Type 1 diabetes.
Josh was the beloved son of Eileen Bell and the late Martin Levin. He was predeceased by his son, Zachary, his father, Martin, sister Amanda Jean and his grandparents, Victor & Florence Levin and Leon & Jean Kupeski.
He leaves behind his wife, Roxann Levin, and his daughter, Fawn Levin. Josh’s mother, Eileen Bell, and her husband, William, along with his sister Rachel Long and her husband, Paul, will forever hold him in their hearts. He was a proud uncle to nephews Levi and Liam Long.
A graduate of the Western Montgomery Career & Technology Center in 1996, Josh specialized in Automotive Mechanics and Auto Body. His skills and dedication led him to work at Trevdan Building Supply and engage in roofing and painting for various companies. Josh’s passion for vehicles and home repairs was matched only by his love for animals, and he found immense joy in living a serene rural life surrounded by his beloved pets.
Josh was a spirited individual, known for his unwavering loyalty as a husband and friend. He faced challenges head-on and was always ready to lend a helping hand to those around him. His greatest pride and joy in life was his relationship with his son, Zachary, which brought him endless happiness.
In honoring Josh’s life, his family would like to extend their heartfelt gratitude to the friends and neighbors in Genesee, PA, for their unwavering support and kindness, and a special thank you to his dedicated caseworker, Patty Allen.
While a private funeral service will be held, those who wish to honor Josh’s memory are encouraged to make donations to the American Diabetes Association in his name.
As we remember Josh, we find solace in the words of Joshua 1:9: “Do not be afraid; do not be discouraged, for the Lord your God will be with you wherever you go.” May Josh’s spirit live on in the hearts of those who knew and loved him.

Local Couple Invests in Bradford Through United Way’s 814 Day of Action
BRADFORD, PA — For Bridgette and Shane Oschman, investing in Bradford isn’t simply something they believe in, it’s both a privilege and a responsibility.
When United Way of the Bradford Area announced its inaugural 814 Day of Action, Shane immediately knew he wanted to be involved. “I remember when I lived in York, Pennsylvania, they held a ‘Day of Giving’ where volunteers came together to help nonprofit organizations tackle projects that never seemed to make it to the top of the priority list,” Shane said. “When I heard our United Way was bringing that idea to Bradford, I was excited to volunteer.”

SHINGLEHOUSE, PA—It is with heavy hearts and deep gratitude for a life well-lived that we announce the passing of Bernard Ellsworth “Bernie” Adams, Sr., 102, of Shinglehouse, on Thursday, August 6, 2026, in Sweden Valley Manor, Coudersport, surrounded by his loving family. He was a cherished father, grandfather, great-grandfather and veteran.
Born November 22, 1923 in Hollidaysburg, PA, Bernie was a beacon of strength and humility, embodying the qualities of a true gentleman throughout his 102 years.
Bernie was the beloved son of Henry C. Adams and Ova Redden Adams. He grew up in Hollidaysburg where he attended and graduated from Hollidaysburg High School and developed a love for football that would mirror the teamwork and dedication he exhibited throughout his life.
A proud patriot, Bernie served his country with honor in the US Navy during World War II as a Gunner’s Mate Third Class. He also was tasked with training other soldiers. He was commended with “conspicuous bravery and devotion to duty” when falling under attack by 20 enemy war planes. His service took him across the globe, with many memories of Europe and Dutch Barneo, although his primary station was in the Pacific Theatre. His experiences and stories from these years are treasured by his family and community, and he was rightfully recognized as the last surviving WWII veteran in Potter County.

New Provider in Triage (PIT) Process Introduced to Help Lower Wait Times in the OGH Emergency Department
OLEAN, NY — Olean General Hospital (OGH), a Kaleida Health facility, has introduced a new Provider in Triage (PIT) process designed to help patients begin receiving medical attention sooner after arriving at the Emergency Department.
The new process allows many patients to be evaluated by an emergency medicine provider whether it be a physician, nurse practitioner or physician assistant shortly after completing their initial nursing assessment. By beginning the medical evaluation earlier, providers can order diagnostic tests, initiate treatment when appropriate and help streamline each patient’s care.
PennDOT to Close Route 59 for Pipe Replacement
Clearfield, PA – The Pennsylvania Department of Transportation (PennDOT) announced that the contractor for a drainage improvement project along Route 59 in Keating and Lafyette townships, McKean County, plans to close the road to replace a drainage pipe near the Buffalo & Pittsburgh Railroad crossing near the Village of Backus on Monday, August 10. This replacement is part of a project that will help prevent uncontrolled water flow from damaging the pavement and extend the service life of approximately five miles of road.

This funding helps people repair homes they own or rent that were damaged by a Presidentially declared disaster in calendar year 2022.Applicants must propose repairs for properties that sustained damage in a Presidentially declared disaster in calendar year 2022. Pennsylvania to Invest Over $90 Billion to Upgrade Transportation Network Over the Next 12 Years
The State Transportation Commission has adopted the 2027 12-Year Transportation Program.
The plan features accomplishments over the past two years and builds on the Shapiro Administration’s progress, with 21,291 road miles improved statewide and work advancing on 1,931 state and local bridges so far.
Harrisburg, PA – The State Transportation Commission (STC) adopted the 2027 12-Year Transportation Program (TYP) yesterday, a plan reflecting an anticipated investment of over $90 billion over the next 12 years for improvements to roads, bridges, transit systems, airports, railroads, and active transportation: an increase of more than 3% from the 2025 TYP.
The plan builds on the Shapiro Administration’s progress, with 21,291 miles of road improved statewide and work advancing on 1,931 state and local bridges so far. The TYP also highlights some of PennDOT’s initiatives and accomplishments over the past two years, ranging from train station modernization to truck parking expansion, as well as ongoing reconstruction on vital roads and bridges.
“This plan was developed through significant collaboration with Pennsylvania communities to enhance safety and modernize our system,” said Pennsylvania Department of Transportation (PennDOT) Secretary Mike Carroll. “This investment in our transportation network helps ensure that the Commonwealth remains a safe place to live, work and visit.”
In the first four years of the TYP, beginning October 1, 2026, the newly adopted program anticipates the following funding to be available statewide from federal, state, and local sources:
- $16.9 billion for state highway and bridge projects.
- $12.9 billion for public transit.
- $367 million for multimodal projects.
- $240 million for rail freight.
- $154 million for aviation
The TYP includes statewide planned projects across all modes of transportation, and reflects funding assigned to these projects over a 12-year period. Receiving public input early in the TYP planning process played a key role in identifying investments in the various transportation modes.
Now that the STC has adopted the update, PennDOT will submit the plan to the Federal Highway Administration (FHWA) and the Federal Transit Administration for review. The FHWA coordinates with the U.S. Environmental Protection Agency to review the plan’s conformity with air quality requirements.
The State Transportation Commission is chaired by the PennDOT secretary and consists of 10 appointed citizens as well as the majority and minority chairs of the state House and Senate Transportation committees. Act 120 of 1970 requires PennDOT to prepare, update, and submit Pennsylvania’s TYP every two years to the STC.

Annual Household Hazardous Waste Collection Day on September 12, 2026
Allegany County will host its annual Household Hazardous Waste Collection on Saturday, September 12, 2026, at our Transfer Station located at 6006 County Road 48, Angelica.
Since 2010, the Allegany County Solid Waste Department, with the help of all County residents, has collected and safely disposed of more than 200,000 pounds of Household Hazardous Waste. Some of the most common items accepted include pesticides and insecticides, fertilizers, pool chemicals, cleaning chemicals, and oil-based paints.

The Down East Boys Free Concert
The Down East Boys will be holding a free concert on August 21st, 2026 at God’s Country Church on Turner Street in Austin, PA. Alice L. Ford, 90, of Smethport
Smethport – Alice L. Ford, 90, of Smethport, passed away Friday (August 7, 2026) at Amaryllis Nursing & Rehab Ctr., Smethport.
She was born June 9, 1936 in Olean, NY, the daughter of Nelson and Beulah (Decker) Stickles. In 1953, she married Harley E. Ford, who died in 2007.
Alice was a housewife tending to the needs of her family.
She is survived by:
Two daughters: Valerie Radtke of Smethport, PA and Lynne Taylor of York, PA
Five grandchildren: Jason Radtke, Brian Holes, Richard Holes, Grant Taylor and Allison Taylor
Many great grandchildren and several great-great grandchildren
In addition to her parents and husband, Alice was preceded in death by a daughter, Barbara Ann Ford, and a grandson, Michael Radtke.

814 Day Volunteers Needed

We need your help.
When we launched the 814 Day of Action, our goal was simple: bring our community together to make Bradford stronger through service. We know schedules can be challenging, which is why we expanded this year’s event to two volunteer days—giving businesses the opportunity to participate during the workweek and offering a weekend option for individuals and families whose work commitments made Friday difficult.
To complete the community projects already scheduled, we need at least 15 more volunteers on Saturday.
Allegany County Health Department Continues Measles Investigation; Additional Direct Contacts Identified
Belmont, NY — The Allegany County Department of Health (ACDOH) is continuing its investigation into a confirmed case of measles within the county. The individual is recovering well. Through contact tracing, public health staff have identified 45 direct contacts and provided them with guidance and monitoring instructions.
Among these contacts, two individuals exposed during the infectious period are now presumed positive. This status indicates they have developed symptoms consistent with measles, though laboratory testing was not performed. ACDOH is collaborating closely with health care facilities and community partners to monitor these individuals and contain further spread.

July 2026 may best be described as a wet month mainly because of six hard to severe electrical storms. Another notable feature of our July weather was three days of heavy smoke cover caused by Canadian wildfires. The first week of the month was hot with mid to high 90 readings.
Total monthly rainfall was 7.68″ Last year (2025) the total was 2.49″. Pine Creek is flowing well. Last year it was not.
The foliage is very robust . Of course the grass is growing well. That brings me to repeat a major story printed in the Wall Street Journal. “Why White Collar Men Obsess Over Lawns”. A manicured lawn is as much of a status symbol as a luxury car in the driveway. Just driving around Potter and Tioga counties you will note the perfectly manicured lawns.

Barbara L. Remington, 86, a resident of the Bradford Ecumenical Home, passed away Saturday, August 1, 2026, at Olean General Hospital, surrounded by her loving family. She will be loved and missed.
Born on November 12, 1939, in Bradford, she was a daughter of the late Albert W. and Louella (Keyes) Troutman. She was one of six kids and was the last surviving member of the Troutman family.
She attended Bradford Area high School.
On April 18, 1980, she married Donald F. Remington. They lived in Limestone, NY for many years. Donald preceded her in death on August 21, 2002.
Barb worked at Zippo Manufacturing on Barbour St. before transferring to the plant on Congress St., where she retired from in 2003 after 39 years of service. She had various cleaning jobs also while she worked at Zippo.
She loved bingo, shooting skeet, bowling and she enjoyed crocheting and knitting mittens and scarves for her family. In her retirement she enjoyed gardening and spending time with her grandchildren.
Surviving are two two daughters, Joan Ransom, and Pamela Galati, both of Bradford, two grandchildren, Jason (Nikki) Ransom and Jamie Ransom, four great grandchildren, Jared (Des Luce) ALexander, Jaden (Layla Lamberson) ALexander, all of Bradford, Claire (Dylan Shultz) Ransom, of St. Augustine FL, Zayden Ransom, of Andover NY, and several nieces and nephews.
She was preceded in death by her parents, husband, two sisters, Betty Baker, and Bonny Oaks, three brothers, Brooks Troutman, Beverly Troutman, and Bill Troutman, one great grandson, Jesse R. Alexander and one stepson, Danny Remington, and three nephews.
Family will receive friends on Friday, August 14, 2026, from 4 to 6pm at Hollenbeck-Cahill Funeral Homes, Inc. 33 South Avenue, followed by funeral services at 6pm with Major Mike Smith, of the Salvation Army officiating. Burial will be in Willow Dale Cemetery.
