OLEAN, NY — Olean General Hospital (OGH), a Kaleida Health facility, has introduced a new Provider in Triage (PIT) process designed to help patients begin receiving medical attention sooner after arriving at the Emergency Department.

The new process allows many patients to be evaluated by an emergency medicine provider whether it be a physician, nurse practitioner or physician assistant shortly after completing their initial nursing assessment. By beginning the medical evaluation earlier, providers can order diagnostic tests, initiate treatment when appropriate and help streamline each patient’s care.

Clearfield, PA – The Pennsylvania Department of Transportation (PennDOT) announced that the contractor for a drainage improvement project along Route 59 in Keating and Lafyette townships, McKean County, plans to close the road to replace a drainage pipe near the Buffalo & Pittsburgh Railroad crossing near the Village of Backus on Monday, August 10. This replacement is part of a project that will help prevent uncontrolled water flow from damaging the pavement and extend the service life of approximately five miles of road.

The State Transportation Commission has adopted the 2027 12-Year Transportation Program.

The plan features accomplishments over the past two years and builds on the Shapiro Administration’s progress, with 21,291 road miles improved statewide and work advancing on 1,931 state and local bridges so far.

Harrisburg, PA – The State Transportation Commission (STC) adopted the 2027 12-Year Transportation Program (TYP) yesterday, a plan reflecting an anticipated investment of over $90 billion over the next 12 years for improvements to roads, bridges, transit systems, airports, railroads, and active transportation: an increase of more than 3% from the 2025 TYP.

The plan builds on the Shapiro Administration’s progress, with 21,291 miles of road improved statewide and work advancing on 1,931 state and local bridges so far. The TYP also highlights some of PennDOT’s initiatives and accomplishments over the past two years, ranging from train station modernization to truck parking expansion, as well as ongoing reconstruction on vital roads and bridges. 

“This plan was developed through significant collaboration with Pennsylvania communities to enhance safety and modernize our system,” said Pennsylvania Department of Transportation (PennDOT) Secretary Mike Carroll. “This investment in our transportation network helps ensure that the Commonwealth remains a safe place to live, work and visit.”   

In the first four years of the TYP, beginning October 1, 2026, the newly adopted program anticipates the following funding to be available statewide from federal, state, and local sources:  

• $16.9 billion for state highway and bridge projects. 
• $12.9 billion for public transit. 
• $367 million for multimodal projects. 
• $240 million for rail freight. 
• $154 million for aviation

The TYP includes statewide planned projects across all modes of transportation, and reflects funding assigned to these projects over a 12-year period. Receiving public input early in the TYP planning process played a key role in identifying investments in the various transportation modes.  

Now that the STC has adopted the update, PennDOT will submit the plan to the Federal Highway Administration (FHWA) and the Federal Transit Administration for review. The FHWA coordinates with the U.S. Environmental Protection Agency to review the plan’s conformity with air quality requirements.  

The State Transportation Commission is chaired by the PennDOT secretary and consists of 10 appointed citizens as well as the majority and minority chairs of the state House and Senate Transportation committees.  Act 120 of 1970 requires PennDOT to prepare, update, and submit Pennsylvania’s TYP every two years to the STC.

Allegany County will host its annual Household Hazardous Waste Collection on Saturday, September 12, 2026, at our Transfer Station located at 6006 County Road 48, Angelica.

Since 2010, the Allegany County Solid Waste Department, with the help of all County residents, has collected and safely disposed of more than 200,000 pounds of Household Hazardous Waste. Some of the most common items accepted include pesticides and insecticides, fertilizers, pool chemicals, cleaning chemicals, and oil-based paints.

McKean County is seeking candidates for a part-time Food Service Worker.  This position will assist with food preparation at the jail and must have ServSafe certification.  Applicant must be able to lift up to 50 pounds on a regular basis.  Position typically requires 48-50 hours every 2 weeks and is most often needed for weekends, but will occasionally include Monday – Friday days. The Down East Boys will be holding a free concert on August 21st, 2026 at God’s Country Church on Turner Street in Austin, PA.  This group performs all across the U.S. and have graciously agreed to perform for our nearby communities that evening. When we launched the 814 Day of Action, our goal was simple: bring our community together to make Bradford stronger through service. We know schedules can be challenging, which is why we expanded this year’s event to two volunteer days—giving businesses the opportunity to participate during the workweek and offering a weekend option for individuals and families whose work commitments made Friday difficult.

To complete the community projects already scheduled, we need at least 15 more volunteers on Saturday.

Belmont, NY — The Allegany County Department of Health (ACDOH) is continuing its investigation into a confirmed case of measles within the county. The individual is recovering well. Through contact tracing, public health staff have identified 45 direct contacts and provided them with guidance and monitoring instructions.

Among these contacts, two individuals exposed during the infectious period are now presumed positive. This status indicates they have developed symptoms consistent with measles, though laboratory testing was not performed. ACDOH is collaborating closely with health care facilities and community partners to monitor these individuals and contain further spread.

July 2026 may best be described as a wet month mainly because of six hard to severe electrical storms. Another notable feature of our July weather was three days of heavy smoke cover caused by Canadian wildfires. The first week of the month was hot with mid to high 90 readings.

Total monthly rainfall was 7.68″ Last year (2025) the total was 2.49″.  Pine Creek is flowing well. Last year it was not.

The foliage is very robust . Of course the grass is growing well. That brings me to repeat a major story printed in the Wall Street Journal. “Why White Collar Men Obsess Over Lawns”. A manicured lawn is as much of a status symbol as a luxury car in the driveway. Just driving around Potter and Tioga counties you will note the perfectly manicured lawns.

Barbara L. Remington, 86, a resident of the  Bradford Ecumenical Home, passed away Saturday, August 1, 2026, at Olean General Hospital, surrounded by her loving family.  She will be loved and missed.

Born on November 12, 1939, in  Bradford, she was  a daughter of the late Albert W. and Louella (Keyes) Troutman. She was one of six kids and was the last surviving member of the Troutman family.

She attended Bradford Area high School.

On April 18, 1980, she married Donald F. Remington. They lived in Limestone, NY for many years. Donald preceded her in death on August 21, 2002.

Barb worked at Zippo Manufacturing on Barbour St. before transferring to the plant on Congress St., where she retired from in 2003 after 39 years of service. She had various cleaning jobs also while she worked at Zippo. 

She loved bingo, shooting skeet, bowling and she enjoyed crocheting and knitting mittens and scarves for her family. In her retirement she enjoyed gardening and spending time with her grandchildren.

Surviving are two two daughters, Joan Ransom, and Pamela Galati, both of Bradford, two grandchildren, Jason (Nikki) Ransom and Jamie Ransom, four great grandchildren, Jared (Des Luce) ALexander, Jaden (Layla Lamberson) ALexander, all of Bradford, Claire (Dylan Shultz) Ransom, of St. Augustine FL, Zayden Ransom, of Andover NY, and several nieces and nephews. 
 
She was preceded in death by her parents, husband, two sisters, Betty Baker, and Bonny Oaks,  three brothers, Brooks Troutman, Beverly Troutman, and Bill Troutman, one great grandson, Jesse R. Alexander and one stepson, Danny Remington, and three nephews.

Family will receive friends on Friday, August 14, 2026, from 4 to 6pm at Hollenbeck-Cahill Funeral Homes, Inc. 33 South Avenue, followed by funeral services at 6pm with Major Mike Smith, of the Salvation Army officiating. Burial will be in Willow Dale Cemetery.

Anna Mae McMurtrie, 91, formerly of Langmaid Lane, Bradford, passed away Thursday, August 6, 2026, at the Bradford Ecumenical Home. 

Born July 26, 1935 in Olean, NY, she was a daughter of the late Harry “Hank” and Esther (Saverline) Wilber.  

Anna Mae graduated from Otto High School in 1954.

On December 4, 1954, in Derrick City, she married Herbert A. “Mick” McMurtrie who preceded her in death on March 5, 2022.

Anna Mae worked at Bovaird-Seyfang, Family Bargain Center, Corning Glass and Community Nurses.

She enjoyed spending time with her family and camping at Willow Bay. Anna Mae was a member of the Sharks Flying Club in Eldred, supporting Mick in his model airplane flying adventures.  Mick and Anna Mae enjoyed traveling, sightseeing, going to lunch at many local and far restaurants, stopping more than occasionally for ice cream or coffee.

Anna Mae was a member of the Byllye Lanes women’s bowling league for many years.  She enjoyed going to the Bradford Senior Center. She met many wonderful folks and enjoyed playing Skip-Bo. They became her second family.

While she was a resident of the Ecumenical Home, she was known as the “Hall Monitor”, and loved to “roll” around in her wheelchair visiting everyone.  You never knew where she would be.

Surviving are five daughters; Margaret (the late Allen ) Fuller, Kathryn (Richard) Pascarella, Michelle (Bruce) Burns, Karen (the late Phil) Campbell, and Mary (Jack) Mongillo, one son, Arthur (Sue) McMurtrie, 11 grandchildren, 20 great-grandchildren, six great-great grandchildren and two brothers, Adelbert “Del”, and Roy (Nancy) Wilber.

She was preceded in death by parents, husband, Mick, four brothers; Jerry, Jim, Bill, and Earl and one sister, Cyndie Perry.

Family will receive friends on Monday August 10, 2026 from 11 am to 1pm at Hollenbeck-Cahill Funeral Home, 33 South Avenue followed by funeral services at Noon with Rev. Jay Tennies, Pastor of the Hill Memorial United Methodist Church, officiating. Burial will be in the Willow Dale Cemetery.

HARRISBURG, Pa. (August 5) – The Pennsylvania Fish and Boat Commission (PFBC) is pleased to announce several awards presented to members of the Bureau of Law Enforcement.  These achievements were recognized publicly during the PFBC Board of Commissioners quarterly business meeting on July 27, 2026, in Harrisburg.

The Northeast Conservation Law Enforcement Chiefs Association Officer of the Year Award was presented to WCO David Raulfs, whose district includes Wyoming and southwestern Susquehanna counties in the Northeast Region.  In 2025, WCO Raulfs’ exemplary law enforcement efforts included the continued investigation of a significant pollution event on Roaring Brook, Lackawanna County.  Raulfs’ above-and-beyond efforts in this investigation outside of his home district led to a significant settlement which will result in improved stream quality and fish habitat.  Additionally, Raulfs became a PFBC firearms instructor, participated in a pilot program for law enforcement e-bikes, presented a high number of outreach and education programs to local anglers and boaters, and conducted trout stocking operations on 38 Stocked Trout Waters throughout the Northeast Region.  Raulfs is a 2016 graduate of the PFBC’s H.R. Stackhouse School of Fishery Conservation and Watercraft Safety.

The NASBLA Boating Officer of the Year Award was presented to WCO Luke Walter, whose district includes western Erie County.  In 2025, Walter’s exemplary law enforcement efforts included 47 days of onboard boat patrols and conducted over 350 boat boardings in an effort to promote compliance with safety regulations. Walter participated in Operation Stonegarden which is a federally funded initiative administered through the U.S. Border Patrol aimed towards enhancing maritime and shoreline patrols along Lake Erie.  Walter’s conducted targeted patrols within Presque Isle Bay and the PFBC’s Walnut Creek Access, which is one of the busiest boat launches in the Commonwealth, and conducted numerous educational outreach events to emphasize boating safety in his district.  Walter is a 2023 graduate of the PFBC’s H.R. Stackhouse School of Fishery Conservation and Watercraft Safety.      

The Gerald L. Greiner Environmental Protection Award was presented to WCO Derek Norman, whose district includes Clinton and western Lycoming counties in the Northcentral Region.  This award is presented annually to the WCO who best exemplifies the ideals of ‘Resource First’ – the protection, conservation, and enhancement of the Commonwealth’s aquatic resources.  In 2025, Norman investigated nine environmental incidents within his region resulting in significant settlements that will benefit local aquatic resources.  Norman responded to multiple disturbance violations on both public and private property, and through a close partnership with local Department of Environmental Protection and County Conservation District staff, resolved landowner concerns and restored the disturbed sites.  Norman is a 2022 graduate of the PFBC’s H.R. Stackhouse School of Fishery Conservation and Watercraft Safety.

The Top Gun Award was presented to WCO Kyle Robinson, whose district includes Mifflin and northern Huntingdon counties in the Southcentral Region.  This award is presented annually to a WCO who displays outstanding effort in the detection and apprehension of impaired boaters.  In 2025, Robinson’s exemplary law enforcement efforts included 30 days of onboard boat patrols, 764 boardings, and nine arrests for Boating Under the Influence (BUI).  To further enhance his BUI detection skills, in 2025, Robinson participated in an Advanced BUI Detection and Enforcement Training.  This is the fourth consecutive year Robinson has received this award.  Robinson is a 2020 graduate of the PFBC’s H.R. Stackhouse School of Fishery Conservation and Watercraft Safety. 

Lifesaving Awards were presented to WCOs Matt Kauffman (northern Westmoreland, southern Armstrong, and southern Indiana counties), Abigail Luteri (western Armstrong County), Michael Johnson (central Allegheny County), and Matthew Scott (western Allegheny County), in the Southwest District.  On May 24, 2026, while patrolling the Allegheny River in the City of Pittsburgh, Kauffman and Luteri were in the vicinity of the 7^th Street Bridge when they heard a splash in the water and realized an individual had jumped from the bridge into the river.  Recognizing the emergency, Kauffman used his radio to contact Johnson and Scott for assistance.  Kauffman and Luteri worked in unison to maneuver a patrol boat into a rescue position, Luteri deployed a rescue aid into the water, and Kauffman physically secured the distressed individual.  With Johnson and Scott’s assistance, the individual was brought onto the patrol boat and transported from the scene to receive medical treatment.  

A Lifesaving Award was presented to WCO Noah Grice, whose district includes Venango County in the Southwest District.  On May 24, 2026, while on patrol on U.S. Route 62 in Sandy Lake, Mercer County, Grice encountered a motorcycle accident and observed an unresponsive individual who had suffered severe head trauma.  Grice directed a witness to call 911 and worked with another bystander to apply pressure to the head wound.  While awaiting an ambulance to arrive, Grice felt the victim lose their pulse and immediately began to perform CPR chest compressions.  Grice’s quick response and effective CPR helped the individual regain a pulse before the individual was transported to a hospital for additional care.

Please be advised County Road 31 will extend daily closures during the work week starting Thursday August 6 until Thursday, August 20 to replace numerous culverts. Work will begin in Friendship and end in Scio at County Road 9. The County Road will be opened each night and on weekends. There will not be on-site detours and motorists are urged to seek alternate routes.  Thank you for your cooperation.
