Kevin Robert HOUBEN, 53, of Wellsville, NY, died Tuesday, February 10, 2026 in his home. Born October 28, 1972, in Olean, he was the son of Robert and Carolyn Maxson Houben.
He was employed as a service technician by ASSA ABLOY. Kevin enjoyed music, traveling, camping, and LEGOs.
Surviving are: his parents of Wellsville; a sister, Ronda Calhoun Houben of Avon; a brother, Keith Houben of Lima; two nieces, two nephews, and their families.
Burial will be in Fairmount Cemetery, Farmers Valley, PA. Memorials may be made to the donor’s choice.

STAND-UP COMEDIAN TO USE HUMOR TO HELP RAISE FUNDS FOR HOMELESS CATS AND DOGS IN TIOGA COUNTY

This Friday, Feb. 13, come out for a night of laughs, fun, and goodies to benefit Tioga County cats and dogs in need.
The Tioga County Cat Project is presenting “Comedy to the Rescue” featuring nationally touring stand-up comedian Clay Foley. The show will start at 7:30 p.m. in the Coolidge Theatre at the Deane Center for the Performing Arts, 104 Main Street in Wellsboro.
The theatre doors will open at 6:30 p.m. Tickets for the show will be available near those doors.
A cash bar will be open all evening, starting at 6:30 p.m. in the hallway right outside the Coolidge Theatre.
In the theatre will be a Chinese auction with gift cards to area businesses and items available for viewing by show attendees. Among them are: a baby basket with a handmade quilt, a game from Pop’s Culture Shoppe, wind chimes, cat items from Tractor Supply, a basket of children’s books with two signed by author Kevin Coolidge, a Highland Chocolates gift card with a sampler box, etc.

Barbara A. “Barb” Eck-Haynes, 76, of Smethport, formally of Alleghany, NY

Barbara A. “Barb” Eck-Haynes, 76, of Smethport, formally of Alleghany, NY, a beloved sister, and aunt passed away, February 9, 2026, at the Buffalo Veterans Hospital.
Born on October 25, 1949, in Fort McPherson, GA, she was a daughter of the late Inez S, (Bosworth) Eck.
She was a 1971 graduate of Bradford Area High School.
Barb enlisted in the United States Navy on April 26, 1974. She worked as a Personal Administrator. She retired with the rank of PN2, and was honorably discharged on January 16, 1985. After retirement she returned to the local area.
She enjoyed listening to music and spending time with family. She especially enjoyed the time she spent while taking care of her brother Dennis.
Surviving are two sisters, Karen MacKenzie of Smethport and Sandra (Berry) Sherrick, of Greensburg, and many nieces and nephews, great nieces and great nephews, and great great nieces and great great nephews.
She was preceded in death by her mother, Inez, one brother, Dennis Eck, her grandparents, several aunts and uncles, and one nephew, two great nephews, and one great niece.
At Barb’s request there will be no public service held.
Memorial contributions, if desired, may be made to a charity of the donors choice.

Causer to Offer Property Tax/Rent Rebate Assistance in Eldred, Smethport, Kane
The annual Property Tax/Rent Rebate Clinics hosted by Rep. Martin Causer (R-Cameron/McKean/Potter) get underway next week in Eldred, Smethport and Kane. The schedule is as follows:
- Eldred Senior Center, 169 Main St., Eldred: Wednesday, Feb. 18, 9-11 a.m.
- Smethport Senior Center, 119 W. Main St., Smethport: Wednesday, Feb. 18, noon to 2 p.m.
- Kane Senior Center, 100 N. Fraley St., Kane: Thursday, Feb. 19, 1-3 p.m.
The service is free, and no appointment is required.

The Property Tax/Rent Rebate program benefits eligible residents 65 years and older; widows and widowers 50 years and older; and people with disabilities 18 years and older. This year’s income limit is $48,110 for both homeowners and renters; be sure to exclude 50% of Social Security or railroad retirement income. The maximum rebate is $1,000.
To file for the rebate, residents must have the following documentation to allow claims to be processed:
- Renters will need a 2024 PA Rent Certificate, completed by their landlord, or statement from HUD office; 2024 proof of income, such as Social Security/Disability Form 1099, employment W-2, Pension/Retirement Form 1099 and Interest/Dividends Form 1099; and a driver’s license or photo identification. Some may also need to bring a death certificate.
- Homeowners will need proof of 2024 paid property taxes to their county, municipality and school district; 2024 proof of income, such as Social Security/Disability Form 1099, employment W-2, Pension/Retirement Form 1099 and Interest/Dividends Form 1099; and a driver’s license or photo identification. Some may also need to bring a death certificate, life lease or deed.
Applicants who wish to receive their rebates through direct deposit should bring a check for account information. If not, paper checks will be mailed. Disbursements should begin after July 1.

Unlawful Imprisonment Arrest
On February 9, 2026 at 8:19 pm, Tyler J. Kinney, 36, of Great Valley, NY was taken into custody stemming from a domestic incident that occurred in January of 2026 in the Town of Great Valley. Kinney was charged with Unlawful Imprisonment in the 2nd Degree and Criminal Contempt in the 2nd Degree. Kinney was transported to the Cattaraugus County Sheriff’s Office where he was processed and released with an appearance ticket. Kinney is due to appear at Great Valley Town Court at a later date.
Drug Possession And Weapons Arrest In Olean
On February 10, 2026 at 11:00 am, Devin M. Frisicaro, 29, of Olean, was taken into custody on a Parole warrant, by the Cattaraugus County Sheriff’s Office and the NYS Parole fugitive task force. While attempting to place Frisicaro in custody, he attempted to access a large knife that was on his belt. Frisicaro was placed in custody and a quantity of suspected methamphetamine and a quantity of suspected fentanyl was located on Frisicaro. He was processed and issued appearance tickets for Criminal Possession of a Weapon 4th, and Criminal Possession of a Controlled Substance 7th. He is due in the City of Olean Court on a later date. Frisicaro was remanded to the Cattaraugus County Jail on his NYS Parole warrant.

Honoring 70th Wedding Anniversary

Mahlon and Sylvia Davenport of Port Allegany celebrated 70 years of marriage on Tuesday, Feb. 10. In honor of this milestone event, Rep. Martin Causer (R-Cameron/McKean/Potter) presented the Davenports with a citation from the Pennsylvania House of Representatives. The couple has three children, six grandchildren and 13 great-grandchildren.

Marion M. MATTESON, 91, of Wellsville, NY, died Sunday, February 8, 2026, in Wellsville Manor Care Center. Born October 28, 1934, in Coudersport, PA, he was the son of Mart and Helen M. Pelchy Matteson.
On February 18, 1956, in the Shongo church, he married Mary A. Greene, who survives. He was employed by Ford & Peckham Construction in Andover, Scoville Brown Grocery in Wellsville, and Air Preheater in Wellsville, retiring in 1996.
Surviving besides his wife, Mary, are: a son, Brian (Tammy) Matteson of Wellsville; a daughter, Karen (Charles) Annis of Wellsville; seven grandchildren; 18 great-grandchildren; six great-great-grandchildren; nieces and nephews.
He was predeceased by two sons, Scott J. Matteson and Alan M. Matteson; a son-in-law, Stanley R. Weinhauer; a grandson, Jarrid L. Matteson; a great-granddaughter, Taylor; three brothers, Orville Matteson, Alva Matteson, and Ernest N. Matteson; and four sisters, Mildred Watson, Iva Austin, Phyllis Denhoff, and Agnes Currier.
A private graveside service will be in held Yorks Corners Cemetery on a later date. Memorials may be made to the Allegany County Office for the Aging or a charity of the donor’s choice.
