Richard B. “Dick” Rossman, 83, of Warren, PA, passed away peacefully on Wednesday morning, September 6, 2023, at St. Vincent Healthcare Center, Erie, PA.
Richard was born on December 18, 1939, in Warren. He was the son of Harrison G. and Marie Schatzle Rossman. A lifelong Warren area resident, Dick graduated from Warren High School in 1958.
He served in the U.S. Navy, as a Radioman 3rd Class with an expert rating in morse code. While in the Navy, he was stationed in Japan, Hawaii, and Long Beach, CA.
He was employed with the U.S. Postal Service as a caring and friendly letter carrier in Warren, retiring in 1999 after 30 years employment. He was proud of his hard work and served as a mentor/trainer to new letter carriers. Shortly after retirement, he became a school bus driver, who safely transported students, as well as sports teams until the age of 80.
2023 Sales Tax Deputy County Treasurer Jenna Kelley presented the 2023 Allegany County Sales Tax Report previously submitted by County Treasurer Terri Ross reflecting net receipts totaling $18,041,846.45 through August 23, 2023.
The year-to-date figures show gross receipts had an increase of $1,073,430.80 or 6.326 percent more compared to last year at this time.
This morning, I visited the Potter County Christian School and talked to civics class students about the different branches of government, the roles that these branches undertake and who falls into these three branches.
The students were very well educated and engaged in conversations regarding how an idea turns into a law and the process that it takes to get laws passed.
Potter County Christian School not only deserves accolades for an outstanding education curriculum, but most importantly, fosters a strong foundation of faith.

Montoursville, PA – Motorists are advised of a lane restriction next week on Interstate 180 in both directions on the bridges over Loyalsock Creek in Loyalsock Township, Lycoming County.
On Wednesday, September 13, 2023, a Pennsylvania Department of Transportation (PennDOT) maintenance crew will be inspecting the light poles on the bridges along the interstate between the hours of 9:00 AM and 1:00 PM. The right (driving) lane will be closed while work is being performed.
Motorists are urged to be alert and drive with caution through the work zone.
Please be advised that Allegany County DPW will have daily road closures of County Road #36 between County Road #3 and Dow Road intersections from September 11 through September 14, and between Dow Road and Hopkins Road intersections from September 18 through September 21 for the purpose of replacing culvert pipes.
The road will only be closed during working hours (7:30 a.m. to 3:30 p.m.) and will be opened back up for use at night and weekends. There will not be an on-site detour and motorists are urged to seek alternate routes. Thank you for your cooperation.
A Search warrant obtained by the Street Crimes Unit was conducted last night at 10:20 p.m. on an apartment located at 210 N. 2nd. St.
One person was charged after Investigators located 20 Grams of Crack Cocaine, 54 Grams of Fentanyl, $6700.00 cash, a loaded shotgun and other items used to package drugs.
37 year old Rahsean L. Holcome of 210 N. 2nd St. was charged with two counts of Criminal possession of a controlled substance 3rd. degree ( B Felonies ), Criminal possession of a weapon 4th degree ( A Misdemeanor ) and Criminal use of drug paraphernalia ( A Misdemeanor ).
Holcome was processed at the Olean Police Department. At arraignment today Holcome was held without Bail until further Court proceedings. The Street Crimes Unit was assisted by the Southern Tier Regional Drug Task Force.
Montoursville, PA – Motorists are advised that a tree clearing project is set to begin today on Route 44 in Watson Township, Lycoming County.
Starting on Thursday, September 7, 2023, the contractor, Green Acres Contracting Corporation, will begin clearing trees along Route 44 between Furnace Run Road and Route 973. Motorists can expect single lane conditions with flagging where work is being performed. Work will be performed during daylight hours.
Green Acres Contracting Corporation is the prime contractor for this $250,000 tree clearing project. This project will remove trees in preparation for utility relocation and an embankment stabilization project.
Motorists should be alert, expect delays in travel, and drive with caution.
