Allegany County Redistricting Plan, as required by New York State
Due to changes in New York State law, Allegany County is obligated to complete a process of redrawing district boundaries of the Allegany County Board of Legislators. The current redistricting process is underway now because a review of the final 2020 census data showed that our current County Legislative districts are not as equal as they should be.
The goal of redistricting is to uphold the equal representation principle of democracy, by ensuring that each County Legislator represents approximately the same number of Allegany County residents. While equal population is the goal, it is impossible to have exactly equal numbers in each district, and federal and state guidance allows for variances of approximately 5 percent in population between the districts. There are factors in this guidance such as keeping the lines of districts continuous or avoiding splitting townships into multiple districts whenever possible.

Elizabeth J. “Betty” Moyer, 95, of Kersey, PA went home to be with the lord on Wednesday, April 17, 2024.
She was born on September 23, 1928, in Ridgway, the daughter of the late Stanley J. and Helen C. Verostek Izbinski.
On December 4, 1952, at St. Marys Presbyterian Church, she married the late Ralph L. Moyer, who preceded her in death on October 21, 2001.
Betty graduated from St. Leo’s School and spent most of her life as a homemaker. She was an active member of the Toby United Methodist Church where she sang in the choir, taught Sunday School, and was a member of the Toby United Methodist Women’s Society. Betty was also very active in the Valley Grange and served in several positions over the year, this led to her years of volunteering at the Elk County Fair. She was a devoted mother, grandmother, and great-grandmother who was willing to take care of not only her family but other children from the community.

Nature’s Palette Exhibit at ECCOTA in Ridgway

The Elk County Council on the Arts is thrilled to announce the opening reception of “Nature’s Palette,” an exhibit by clay artist Lisa Conklin Conn. The reception will take place on April 26, 2024, from 5:00 to 8:00 pm at the Elk County Council on the Arts gallery located on Main Street in Ridgway.

Lisa Conklin Conn is a clay artist and the owner of Conklin Studio Pottery. She creates sculpted pieces from stoneware and porcelain, suitable for both garden and home. Lisa is also a juried artisan of the Wilds Cooperative of Pennsylvania and also a PA Wilds branded licensee. Her work can be found throughout the region in different galleries and shops.
“Nature’s Palette” is an exploration of the vibrant colors found in the flora and fauna of the local PA Wilds region. The exhibit focuses on multiple, masterfully crafted ceramic wall blooms, each representing a unique natural color extracted from the tapestry of our wilderness.

We had a blast competing this weekend in Akron!! World’s Smallest Violin and Don’t Stop Me were named Regional Champions! World’s Smallest Violin, Don’t Stop Me, In The Sun, and Shake Your Tail Feather all earned Golden Tickets to Worlds and the team brought home Judge’s Choice Awards and Overall placements! A huge shout out to Made You Look for receiving a scholarship to Battle On The Seas and to Emily for receiving a scholarship to the Wild Dance Intensive along with an invitation to the Power Pak! So very proud of another fun weekend on and off the stage! We can’t wait for our last Regional competition in just a few weeks followed by our annual recital!

Wellsville Police arrested Jennifer L. Bulkley, age 43, of Wellsville, charging her with DWI (Unclassified Misdemeanor), DWI w/BAC of .08% or more (Unclassified Misdemeanor), Aggravated DWI w/BAC of .18% or more (Unclassified Misdemeanor), Aggravated Unlicensed Operation 3rd (Unclassified Misdemeanor), Failed to Notify DMV of change of Address (Infraction), 2 counts of Harassment 2nd (Violation) and Making a Terroristic Threat (Class D Felony).
The charges stem from an incident that took place on King Street. Bulkley was processed and arraigned before Wellsville Village Justice Thompson. Bulkley was committed to the Allegany County Jail on $5,000.00 cash bail or $10,000.00 property bond or $100,000.00 partially secured bond. Bulkley is due back in Wellsville Village Court on April 23rd at 4:30 pm. Additional charges are pending.
Penn College spotlight on sports (April 21): Stackhouse hits 100

Although she has only been with the Pennsylvania College of Technology women’s softball program for less than four full seasons, coach Angela Stackhouse has become the quickest to reach 100 wins in any sport dating back to the mid-1960s.
On Monday, Stackhouse reached the century mark in her 135th game. Current baseball coach Chris Howard also reached 100 wins in his fourth season, but it was in his 143rd game. Going into this season, his 18th, Howard’s teams had won 342 games.
Other Wildcat coaches who had 100-plus wins during their careers include:
Mike Stanzione, baseball, 13 seasons from 1992-2004 — 261.
Bambi Hawkins, women’s volleyball, 16 seasons from 2000-12 and 2017-19 — 189.
Roger Harris, women’s softball, 14 seasons from 2004-15 — 177.
Gene Bruno, men’s basketball, 15 seasons from 1996-2011 — 153.
Andy Richardson, men’s soccer, 11 seasons from 1994-2004 — 105.
Enrique Castillo, men’s soccer, seven seasons from 2006-12 — 102.
Also, this past week the tennis and esports teams’ regular seasons ended, and this coming week, baseball, softball, lacrosse and golf will also end, with the latter three already assured of postseason action.
SOFTBALL
Mackenzie Weaver of Montoursville hurled her second one-hitter of the season in a nonconference game at Elmira College on Monday. She struck out six and didn’t issue a walk in the Wildcats’ 13-0 first-game win and she sparked the offense with four runs batted in.
