James (Jim) Proctor, of Galeton PA

James (Jim) Proctor, of Galeton PA, went to be with the Lord, today, April 5th, 2025, surrounded by his family.
He was born June 1, 1940 to Charles and Josie Proctor. He was married to Beverly Proctor for 42 years before she preceded him in death in 2019. Jim loved to fish and hunt, watch the birds, feed the squirrels, spend time with his grandkids and he loved his cat, Buddy. He and his late wife, Bev, owned and operated their own company, J&B Carpets for over 25 years. He was in the National Guard from 1960 – 1966.
He is survived by his children, Bradley Proctor of Galeton and Mistie Metcalf of Potter Brook; a step-daughter Cheryl (Clyde) McClosky of Jersey Shore, PA; a step-son, Bobby Hillyard of Jersey Shore; five grandchildren, Sheena Metcalf of Potter Brook, Douglas Metcalf of Addison NY, Shanna (JC) Keefer of Williamsport, PA, Kelli (Joshua Aucker) McClosky of Mcelhattan PA, Kristi (Chris Frock) McClosky of Jersey Shore, PA; and nine great grandchildren, Anthony Foster, Rebekkah Metcalf, Hannah Metcalf, Alexis Keefer, Kayden Keefer, Jackson Keefer, Isaac Shirey, Layne Winters, and Wyatt Winters.
In addition to his wife, Beverly Proctor, Jim was predeceased by a step-son, Ronald Hillyard, his son-in-law, Donald (Dude) Metcalf, six sisters, his twin, Jane, June, Midge, Ruth, Pearl, and Juanita, four brothers, Bob, Charles, Bert, and Norman, and a great grandson, Steven Foster.
Arrangements and the cremation are under the care of Hess Funeral Home & Cremation Service, Galeton.
A Celebration of Life will be announced at a later date. Memorial contributions may be made to the Second Chance Animal Rescue.

The University of Pittsburgh at Bradford has received five awards in the 2024 Collegiate Advertising Awards program, which recognizes U.S. colleges and universities for excellence in communications, marketing, advertising and promotions.
Pitt-Bradford received four Gold Awards and one Bronze Award in this year’s competition, which was judged by a panel of design and education marketing professionals with decades of combined experience who evaluate entries on creativity, layout/design, and overall quality and effectiveness.
Pitt-Bradford received a Gold Award for a sheet of eight stickers that featured school spirit-related images, including a panther paw and a Pitt-Bradford pennant; a 20-page brochure that admissions counselors when traveling share with prospective students; a series of postcards mailed to prospective students; and a new billboard along U.S. Route 219 in Limestone, N.Y.

When stress becomes a daily occurrence, it impacts more than just mood — it can affect the brain and body in ways we don’t always recognize. One of the most common effects is heightened anxiety and irritability. The body’s prolonged “fight or flight” response makes even small stressors feel overwhelming, causing people to react more strongly than usual. Over time, this can lead to emotional exhaustion.
Chronic stress also disrupts sleep. Many people find themselves lying awake at night with racing thoughts, unable to relax. Democrats to Collect for ACCORD’s Food Pantry in Belmont
When the Allegany County Democratic Committee hosts its monthly “Coffee with Democrats” on Saturday, April 12th in Belmont, they’ll be collecting non-perishable food and personal care items to be donated to the Food Pantry at ACCORD’s ACCESS Center, 84 Schuyler St in Belmont. This is one small way county Democrats “serve our community.”

PennDOT Closing One Lane of Route 770 Thursday Due to Slide
The Pennsylvania Department of Transportation (PennDOT) McKean County Maintenance Division announced it will close a portion of the westbound lane of Route 770 (Warren Road) heading toward Warren on Thursday, April 10. PennDOT is closing the lane due to a slide condition starting approximately half a mile west of Shep Run Road and continuing westbound for a quarter mile.
PennDOT will place temporary traffic signals at each end of the slide to direct traffic around the area via the eastbound lane. It expects the lane to be closed indefinitely while a project to correct the condition is designed and bid. PennDOT does not have a timetable for when repairs will begin but will issue updates as more information becomes available.
The average number of vehicles that travel this portion of Route 770 per day is 1,336. PennDOT anticipates minimal traffic impacts but encourages drivers to allow extra time for their commute.

Joseph Michael Vollmer, 83, of St. Marys, PA.

Joseph Michael Vollmer, 83, of St. Marys, passed away at Penn Highlands DuBois on April 8, 2025. He was born on January 30, 1942 in St. Marys, PA, a Son of the late Thomas Vollmer and Kathryn Buerk Vollmer.
On May 21 1966, at St. Marys Church, he married Anita Vollmer, who survives. Together they shared more than 58 years of life. Joseph was a graduate of Central Catholic High School Class of 1960. He enlisted in the US Navy until 1966 where he worked on the flight deck of the USS Lexington where he was an aviation boatswains mate directing jets to land on the flightdeck. He started his local working career in the yard crew at Stackpole Carbon. He eventually worked his way into Environmental Services for Burkett and Associates until retirement. In 2015, he took on the most important role of his life, as the main caregiver to his beautiful wife. Joe was also US Army and retired from PA National Guard after 23 years of service.

Olean Police respond to armed disturbance at 124 N Barry St; Suspect taken into custody without incident.

Olean, NY – April 3, 2025 – at approximately 6:35 p.m., the Olean Police Department received a call reporting a male subject acting erratically and waving a gun around at 124 N Barry St, Apartment 5. In response, Olean Police, with support from the New York State Police, quickly established a perimeter around the apartment building to ensure the safety of the community and surrounding area.
According to dispatch reports, a description of the male subject was immediately provided. Within minutes, a male matching the description was observed descending the staircase from apartment #5. Officers on scene swiftly took control of the situation.
During the encounter, the male subject identified as Nathan A. Karns (31) of Little Genesee, NY and was found in possession of a hand gun.
Olean Police successfully took Mr. Karns into custody without further incident. He was transported to the Olean Police Department for processing.
Karns has been charged with Felony Criminal Possession of a weapon 2nd degree, Felony Reckless Endangerment 1st degree, Menacing 2nd degree and Endangering the welfare of a child. Karns was arraigned and remanded to Cattaraugus County Jail in Little Valley.
Vehicle Vs Structure Crash In Bradford

At 1643 City Fire, EMS, and Police were alerted of an MVA into a structure with a natural gas leak. Once on scene it was reported there were no injuries and there was an active natural gas line damaged inside the garage. A booster line was pulled and rescue tools were utilized to secured the garage door from snapping off the cables. The gas was secured and removal of the vehicles began, to assess the damage of the structure. City Fire with the help of Donovan’s Towing removed all the vehicles and the garage door. An assessment of the structure was performed and confirmed there was only the one gas line involved. City fire assisted with cleanup.

Investigation into Attempted Theft from the ATM at Hamlin Bank and Trust In Bradford
At approximately 12:18 AM on April 7th, 2025, City of Bradford Police responded to Hamlin Bank and Trust following a reported alarm activation at the ATM. Upon arrival, officers discovered evidence of tampering and determined that the ATM had been accessed.
Simultaneously, officers received information regarding a suspicious vehicle parked in a private driveway on Hawthorne Avenue, near Hamlin Bank. Officers promptly responded to the scene and made contact with the vehicle’s occupants, one male and one female.
Subsequent investigation revealed compelling evidence linking the individuals on Hawthorne Avenue to the attempted theft at the ATM. While no money was successfully stolen, the incident clearly constituted an attempted theft. The investigation into this matter remains active and ongoing.
The individuals apprehended on Hawthorne Avenue were identified as citizens of Venezuela, with addresses traced to Bronx, NY, and Chicago, IL. It was determined that both individuals were not legal citizens of the United States. In collaboration with federal partners including the Department of Homeland Security, Immigration and Customs Enforcement (ICE), and Border Patrol, City officers transferred custody of the suspects to the appropriate federal agencies.

Bradford Man Charged With Possession with Intent to Deliver

On April 7th, 2025, at approximately 0900 hours, the City of Bradford Police Department assisted Pennsylvania State Parole at 1 Circle Street in Bradford. As a result of this investigation, City Police took, Norman Michael Quinn, into custody for Possession of Methamphetamine with Intent to Deliver and Possession of related drug paraphernalia. Methamphetamine is a Schedule II Controlled Substance. Magistrate Luther arraigned Quinn and remanded him to McKean County Jail on $50,000 straight cash bail. Preliminary hearings are set in the matter. All persons are considered innocent until proven guilty in a court of law. WOMAN FACES MORE CHARGES AFTER METH FOUND INSIDE JAIL

District Attorney Stephanie Vettenburg-Shaffer reports the woman previously charged by City of Bradford Police with Criminal Trespass has now been charged with additional crimes related to methamphetamine inside the McKean County Jail. Amber TUCKER was charged by McKean County Detective Linda Close with Contraband (bringing a controlled substance into a jail); Contraband by an Inmate; and Possession of a Controlled Substance.
TUCKER had been arraigned on her original charges and remanded to the Jail. The criminal complaint filed against her alleges that, upon her processing at the jail, Corrections’ Officers found methamphetamine in TUCKER’S jacket. She was arraigned by Magisterial Judge William Todd who set bail at $20,000.
KANE WOMAN SENTENCED TO STATE PRISON

District Attorney Stephanie Vettenburg-Shaffer reports that a Kane woman who discharged a weapon after having been drinking alcohol causing paralysis in a Kane man was sentenced by the Judge at a sentencing hearing this afternoon. Tammy ROBERTSON was convicted on December 17th after a 2 day jury trial of Recklessly Endangering Another Person (Deadly Weapon Used enhancement). She was sentenced to state prison by the Judge for a term of 10 months to 24 months and she was immediately remanded to the jail following sentencing awaiting transfer to a state prison.
During the sentencing hearing, the judge expressed that ROBERTSON showed an extreme level of recklessness and caused an extreme level of harm such that an aggravated sentence above the standard range set by the legislature was appropriate. ROBERTSON is not eligible for early parole. ROBERTSON was charged after officers were dispatched to a Kane residence in March, 2022, for what ROBERTSON reported to be an accidental discharge from her firearm. Officers found the shot hit the victim who suffered substantial injury. Following his investigation, Officer Nichols charged ROBERTSON. Assistant District Attorney Thomas Coppolo prosecuted the case on behalf of the Commonwealth.
