Troopers Charge Man With “Drug Delivery Resulting in Death” of Kane Man in May
(KANE, Pennsylvania): McKean County District Attorney Stephanie Vettenburg-Shaffer reports that on November 16, 2022, charges were filed in regards to a Kane man’s death earlier this year on Pine Street in Kane.
Trooper Eric Thompson charged 28 year old Paul MCMAHON, currently of the McKean County Jail, with Drug Delivery Resulting in death, Involuntary Manslaughter, 3 counts of Possession with Intent to Deliver a Controlled Substance, 3 counts Criminal Use of a Communication Facility, and Reckless Endangering Another Person.
The complaint alleges that, on 05/06/2022, a 35 year old male was found unresponsive at 10 Pine Street. He was pronounced deceased.
Members from Kane Volunteer Fire Department, Kane Borough Police Department, Emergy Care Ambulance and the McKean County District Attorney responded to the scene. The District Attorney requested the Pennsylvania State Police investigate the death.
The complaint alleges that the investigation showed communication between McMahon and the victim regarding the sale of drugs to the victim three times between May 4 and May 6, including the last delivery to the victim shortly before his death. The cause of death was rule fentanyl toxicity.
MCMAHON was arraigned before Magisterial District Judge David Engman who set bail at $1 million.
A preliminary hearing has been scheduled for November 28 at Magisterial District Judge David Engman’s court in Kane.
MCMAHON remains incarcerated.

Valerie L. Ostrum, 70, of 218 Summit St., Austin, PA passed away at UPMC Williamsport, Williamsport, PA on Sunday night (November 13, 2022).
She was born March 5, 1952 in St. Marys, PA a daughter of the late Eugene Snyder and Norma Carlson Stebich.
She graduated from Cameron County High School in the class of 1970.
She is survived by her companion LaVern Carlson of Austin; a daughter, Missy Whitcomb (John), Emporium; two step-daughters, Beth Carlson and Crystal Earle, both of Emporium; three grandchildren: Natasha, Lacey and Jason, one great granddaughter: Adalee and eight step grandchildren.
Valerie was preceded in death by her parents and two brothers, David and Brian Snyder.
At her request there will be no visitation or service.

Centerville, NY man arrested for multiple gun charges after menacing Troopers
On November 10, 2022, Trooper out of SP Amity arrested Jacob J. McCowen, 39 of Centerville, NY for Criminal Possession of a Weapon 2nd degree- loaded firearm (C Felony), Criminal Possession of a Weapon 2nd degree- 5 or more firearms (C Felony), Criminal Possession of a Weapon 3rd degree- Assault Rifle- 5 counts (D Felony), Criminal Possession of Stolen Property 4th degree (E Felony), Endangering the Welfare of a Child- 5 counts, Menacing 2nd degree 2 counts, Unlawful Possession of Ammunition Feeding Devices- 26 counts, Criminal Possession of a Weapon 4th degree, Obstructing Governmental Administration 2nd degree.
On November 9, 2022, at 10:19 P.M., Troopers out of SP Amity responded to Findlay Road in the town of Centerville, NY for a domestic dispute. Troopers attempted to make contact McCowen in the residence and he menaced them with a firearm. McCowen barricaded himself in the residence with other occupants. Troopers were assisted by NYSP Hostage Negotiators, Special Operations Response Team and the Bureau of Criminal Investigation throughout the night. At approximately 6:25 A.M., McCowen walked out of the residence and attempted to leave in his vehicle. McCowen was taken into custody without incident. Numerous firearms and possible explosive devices were recovered from the residence. McCowen was transported to SP Amity for processing.
McCowen was arraigned at the Town of Hume Court and remanded to the Allegany County Jail on $25k bail.
Cuba Man Arrested On Weapons Charge
On November 6th, 2022, at approximately 9:22PM, Cuba Police arrested Brian A. Rought (26) of Cuba. Rought was arrested on charges of criminal possession of a weapon 4th (Misdemeanor). Rought was processed and released to appear at a later date. This investigation stems from a report of a large fight in which knives and a firearm were alleged to be displayed. Rought is innocent until proven guilty in a court of law.
