The City of Bradford Police Department has arrested 68-year-old James Christopher Rensel of 16 Hobson Place, Bradford, following an investigation into repeated incidents of alleged indecent conduct.

The investigation began after an adult neighbor reported observing Rensel expose himself through an opening in a fence separating the properties on multiple occasions between July and September 2026. The alleged conduct occurred near a public sidewalk regularly used by neighborhood residents, including children. Investigators also reviewed surveillance images allegedly documenting some of the reported conduct.

Rensel was taken into custody at his residence today by City of Bradford Police Detective Mark DeLuca and Patrolman Colby Keane. He has been charged with Indecent Exposure and Open Lewdness.

Rensel was already registered under Pennsylvania’s Megan’s Law as a lifetime registrant based upon prior sex offenses. Court records also identify him as having previously been classified as a sexual predator in Ohio.

Rensel was arraigned before Magisterial District Judge Richard W. Luther Jr., who set bail at $150,000. Rensel was unable to post bail and was remanded to the McKean County Jail. Additional court proceedings have been scheduled in this matter.

The investigation was conducted by the City of Bradford Police Department.

All charges are allegations. Rensel is presumed innocent unless and until proven guilty in a court of law.
