Potter County, Municipalities Get Boost In Gas-Drilling Impact Fee Revenue

Higher payments from the Pa. Act 13 shale gas-drilling “impact fee” have positioned many local governments to be able to avoid raising taxes, despite higher expenses anticipated in their 2024 budget drafts. Payments from the tax are based on 2022 gas drilling and production reports.
Potter County’s allotment is $364,137, up from last year’s $316,801. Township/borough payments are also higher. Market conditions, mainly in the form of higher prices for natural gas, are among the largest factors in the higher revenue distribution. County/municipal population is another determinant.

Earlier this year, the Potter County Commissioners contracted with MCM Consulting Group Inc. to conduct a comprehensive assessment of the county’s emergency communications system and develop a technical plan for any recommended enhancements. MCM representatives shared an update on the project this week with the commissioners and staffers of the Department of Emergency Services. A spokesman reported that findings and recommendations are expected to be completed by the end of the year.
MCM has been conducting a multi-phased assessment of the public safety radio system infrastructure, including:
- an inspection and analysis of county 911 towers and related technology;
- a review of the equipment being used by local and regional emergency response agencies to ensure compatibility and functionality with the county’s infrastructure.
- a survey of all emergency responders to determine potential areas of improvement, ranging from equipment functionality and efficiency to dispatching.
- site inspections and interviews with emergency responders.
- preparedness for the deployment of “NextGen 911,” which provides a faster, more resilient system that allows voice, photos, videos and text messages to flow from the public to the 911 network. It also improves dispatch center management of call overload and transfer of 911 calls based on location tracking.
To pave the way for NextGen 911, Potter County completed a $4 million systemwide upgrade in 2018-19. The project involved 14 communication towers with fiber-optic service, microwave relay technology and other infrastructure. County GIS staff has been building of a database of geographic information system addresses for each property in the county, which is necessary for a functional NextGen 911 system.

They will be dressed Victorian style.

Mansfield Borough Patrolman Michael Bostwick Awarded 2023 DUI Top Gun award
The Mansfield Borough Police Department would like to congratulate Patrolman Michael Bostwick for receiving a 2023 DUI Top Gun award. Patrolman Bostwick also received a Top Gun award in 2022. The DUI Top Gun is the highest award given by the Pennsylvania DUI Association.
Patrolman Bostwick was one of 26 other municipal police officers, and 60 state troopers from Pennsylvania to receive this award. These law enforcement officers removed 4,584 impaired drivers from Pennsylvania roadways in 2022.
Patrolman Bostwick’s dedication to DUI enforcement is commendable and extremely important in keeping our streets, pedestrians and community safe!
Thomas J. Schloder, 82, of 1134 E. Eschbach Road, St. Marys, PA
Thomas J. Schloder, 82, of 1134 E. Eschbach Road, St. Marys, PA passed away peacefully, following a lengthy illness Wednesday, November 22, 2023 at DuBois Nursing Home with his family by his side.
He was born February 13, 1941, in St. Marys, son of the late Wilfred and Dolores Hoffman Schloder.
Tom was a lifelong resident of St. Marys and a graduate of Central Catholic High School, Class of 1959. He was an avid member of the Jaycees out of high school for many years. He started his career at Keystone, but longed to pursue his dream to build furnaces and own his business.
He dedicated many hours and traveling to gain experience and in the early 80’s Tom proudly founded Abbott Control and Fabricating on Madison St. in St. Marys. The business grew and he soon moved to the former Mex-America building on Trout Run Rd. His business continued to flourish and he finally bought land and built Abbott from the ground up where it remains currently located today. He retired in 2006.
On February 24, 1993, in St. Thomas, Virgin Islands, Tom married Kimberly Groll, who survives. Although not long enough, they were blessed to share their love in marriage for 30 years.

Lois M. Milliron, 90, passed away November 15th at home surrounded by family.
She was born December 17,1932 the daughter of Lloyd and Gladys Burrows.
She lived in Coryville, Pa until 1968 when she moved to Canton, NY. She lived in Canton for four years and moved to Kennebunk, ME in 1972.
She married Richard Milliron in 1952 and was the mother of five children.

Shirley was born on July 30, 1931, and was the oldest daughter of Rudolph and Leora “Odie” Jordan Childs. On May 10, 1952 in Richburg, NY, she married Clayton W. Hackett.
She enjoyed life to the fullest and brought many laughs, as all her family and friends can attest to.

At 10:18 AM on Thursday, Bradford Firefighters have been dispatched to a structure fire at the Hi Rise at 2 Bushnell Street. Smoke is being reported in the first floor hallway. The building is being evacuated at this time.
One Vehicle Crash In Foster Twp.
On November 23 at 3:38 am Bradford City Ambulance and Derrick City Fire were dispatched to Bolivar Dr. near the Sheetz in Foster Twp. for a one-vehicle crash car into a street light with heavy damage and airbag deployment driver was extricated with possibly no injuries

The traffic lights are not operable and active, please use caution as this is now a 4 way stop with signs at the intersection. FTPD wishes everyone to have a safe and a Happy Thanksgiving.

DCNR Announces New District Forester For The Susquehannock State Forest
Harrisburg, PA — Department of Conservation and Natural Resources (DCNR) Secretary Cindy Adams Dunn today announced that Marc Popchak has been appointed to serve as the district forester for the Susquehannock State Forest, which spans Potter, Clinton, and McKean Counties.
“The experience and dedication Marc brings to this role is extremely valuable as he takes on leadership of the Susquehannock,” Dunn said. “Marc is a true public servant and we are excited to see where his vison takes this state forest district going forward.”
Popchak assumed management responsibilities for the Susquehannock in September, overseeing the 265,000-acre forest that grows some of the most productive stands of black cherry trees in the world.
The forest includes 550 miles of hiking trails and offers opportunities for camping, hunting, fishing, and motorized recreation.

James Joseph Weaver Jr., 69, of 435 Haines St., Kane, PA passed away Sunday (Nov. 19) at his home surrounded by his loving family.
Born Sept. 15, 1954, in Ft. Benning, GA, he is the son of the late James and Lola (McKenna) Weaver. On March , 1, 1996, in Las Vegas, he married Judy Bloss, who survives.
Jim had worked in the Oil Fields, retiring as a Superintendent of Field Operations.
