PennDOT – District 3 – 5 PM Update: Roads Impacted by Downed Trees or Utilities in North Central Pennsylvania
Montoursville, PA – Motorists in north central Pennsylvania are advised the following roads in the area (listed by county) are closed or have a lane restriction due to flooding, downed trees or utilities. Updates will be sent periodically.
Lycoming
- Route 284 between Route 287 and Route 15 in Pine Township.
- (OPEN) Trout Run Mountain Road (Route 1002) between Route 14 in Lewis Township and Rose Valley Road in Gamble Township.
- Sylvan Dell Road (Route 2012) between Second Avenue in South Williamsport and Old Montgomery Road in Armstrong Township.

Phyllis E. (Dearman) Swanson, 90, of Lawrence, Kansas, Formerly Of Kane, PA.
Phyllis E. (Dearman) Swanson, 90, passed away peacefully on 6 August 2024 in Lawrence, Kansas with family at her side. She was born on 16 January 1934 in Pawtucket, Rhode Island, the youngest child of Earl and Maud Dearman. She graduated from Pawtucket East High School in 1951, having skipped a grade, moving ahead by a year. While still in school, she took employment with William H. Haskell Manufacturing and upon graduation, became a full time secretary and payroll manager.
In 1952, she met a young sailor named Bill, and after their marriage in 1953, never left his side. Daughter Laurel was born in 1954 and soon after, they moved back to Bill’s hometown in Kane, Pennsylvania. As a self-proclaimed city girl, she worked hard to adjust to her new home in the forests of northwestern Pennsylvania, including losing her New England accent. After raising their children, Phyllis became a teachers’ aide in the Kane Area School district. She spent nearly 30 years overseeing generations of elementary school children, a job she thoroughly loved.
Coudersport Bible Institute Classes Starting September 10th
The Coudersport Bible Institute will be starting its fall Semester Tuesday September 10. Classes run Tuesday and Thursday for 14 weeks, from 6:30- 8:00pm , located in the Life Center Classroom 2 ( the class will be available in person and online via Zoom) A Cost of 30 dollars is payable in the Church office in the Life Center.

Suicide prevention training aimed at saving lives
Penn State Extension educators will lead a training, “Question, Persuade and Refer,” developed by the QPR Institute. Participants can learn to recognize warning signs of suicide in friends, coworkers, family members or neighbors in need.
This in-person workshop will be held from 7 to 8:30 p.m. on Aug. 14, 2024, at the Wilcox Community Building, 320 Faries St., Wilcox, PA.

Recap Of The Flood In Potter County August 9, 2024 By The Potter County Emergency Operations Center
EOC activated 10:45 am due heavy rain, rapidly rising water, flash flooding and numerous calls for water rescues.
Over 4 inches of rain fell in parts of the county due to remnants of Debbie.
Initially there were 7 water rescues going on simultaneously in Potter County due to rapidly rising water levels involving stranded vehicles and structural water rescues.
Throughout the day at least 26 people were rescued by first responders within Potter County.
All Potter county fire, ems, and police agencies were activated today due to flooding.
4 residents and 1 first responder transported to local hospitals for injuries sustained during this event.
44 roadways were at some point closed due to high water. Some areas reporting over 4 feet of water over roadways.
Several sluices and bridges washed out leaving at least 10 roadways closed for extended period of time until repairs can be made.
Dozens of township and state roads will require some form of repairs due to high waters. 4 inch Gas Lines were severed in Harrison Twp, numerous propane tanks washed away, a water filtration plant and sewer plant damaged in other parts of the county.
Damage assessments on-going with at least 50 homes receiving damages ranging from minor to homes completely washed away.
Dozens of outbuildings, vehicles, campers, propane tanks and trees also washed away causing major issues with sluices and bridges being clogged.
Potter County EOC , Tioga County EOC, worked with PEMA, National Guard and regional task forces to activate equipment needed to assist local first responders.
Governor Shapiro and PEMA approved the Helicopter Aquatic Rescue Teams from Johnstown and Fort
Indian Town Gap to fly into Potter and Tioga Counties performing roof top rescues as need this afternoon. Upon their arrival it was determined that the primary need at that time was in the Westfield Knoxville areas.
Water Rescue teams were also requested bringing in teams from Wellsville New York, Allegany New York, Weston Mills New York. McKean County, Clearfield County, Clinton County, and PA Fish and boat commission.
Calls for water rescue teams from Lycoming and Bradford County could not be met as they were already doing rescues in those areas. Warren County and other water rescue teams to the south were placed on standby in case needed for
Additional operational periods.
McKean County also sent several fire and EMS units to cover for Potter Companies, some of those companies placed into service in the Ulysses, Harrison Valley, Westfield areas.
Potter County Commissioners and several twp’s have a disaster declaration into PEMA.
Penn DOT, PSP, Twp officials, DCNR, Tri-County Electric, UGI, First Energy, West Penn Electric also assisted during this event.
Please travel safely as numerous washouts are along roadways. Please be mindful of peoples’ privacy as they cleanup from this flooding.

Any permanent resident in Potter County who may have sustained uninsured damage due to recently flooding which occurred on August 9, 2024 should contact their Local Municipality as soon as possible and provide them with the amount of damage incurred along with any pictures. Municipal Officials will be collecting this data and reporting to the Potter County Department of Emergency Services by 3 pm on Monday, August 12th.

Grace Hamonee Ward, 21, Of Morgantown, West Virginia
Grace Hamonee Ward, a radiant soul whose kindness touched everyone she met, passed away on August 5, 2024, in Morgantown, West Virginia. Born on July 10, 2003, in Greensboro, North Carolina, to Gregg L Ward and Sherry N. Alger Ward, (her mom and best friend). Grace’s life was a testament to love, care, and selflessness.
Grace graduated in 2021 from Portville Central High School with honors in Portville, NY, and attended West Virginia University. Grace and her mom’s heartwarming and loving bond will last forever and her mom will eternally miss her. She was a makeup artist, liked music, and was a pretty good little plant keeper. She was a fashionista and a good friend.
Speed Limits Restored on Interstate 80
PennDOT has lifted the speed limit and right-lane-only commercial vehicle restrictions that were in place in the region.
Due to the storm impacting the region, speed limits were reduced today to 55 mph on Interstate 80. All speeds are restored to their usual posted limits.

Jack W. Hanson, 83, of 1104 West Washington St., Bradford, passed away, August 6, 2024, at the Bradford Manor.
Born on May 7, 1941, in Bradford, he was a son of the late George and Marjorie (Peterson) Hanson. He was a 1960 graduate from Bradford High School.
On June 29, 1963, at the First Presbyterian Church he married Gloria (Bond) Hanson who survives.
