Suspected Minor Injuries And Disabling Damage In Two Vehicle Crash On Looker Mountain Trail In Otto Twp.

On May 31, 2024, the East Drug Task Force executed an arrest warrant on Heather Rae PROCTOR -36 of Galeton, PA. PROCTOR was charged with felony-grade offenses for selling a controlled substance to an individual at her residence in December of 2022.
PROCTOR was arraigned before Magisterial District Judge Christopher KALACINSKI. PROCTOR’s bail was set at $20,000 straight bail. PROCTOR was committed to the McKean County Jail.
On May 31, 2024, the East Drug Task Force executed arrest warrants on Rhonda Lynn JOHNSTON- 30 of Coudersport, PA. JOHNSTON was charged with felony-grade offenses for selling a controlled substance to an individual in the rear parking lot of Zito Media in Coudersport in January 2023. JOHNSTON was also charged with felony-grade offenses for selling a controlled substance to an individual at her residence in February 2023.
JOHNSTON was arraigned before Magisterial District Judge Bryan PHELPS. JOHNSTON’s bail was set at $37,500 for each case. JOHNSTON was committed to the Tioga County Jail.

At approximately 1:00 am on June 11, Sandy Township Police were dispatched to the parking lot of Burger King on Bee Line Highway where an employee had been attacked and beaten with the suspect’s closed fists and what appeared to be an AR style weapon. It was later determined the weapon was possibly an airsoft gun.
As the victim was getting into her vehicle the suspect approached her, wearing a black mask with a scull teeth design. He demanded she give him her purse, which contained the night deposit from the restaurant. The victim declined and a struggle ensued. After severely injuring the victim, the suspect fled the scene when another vehicle pulled into the parking lot. He escaped, without the night deposit, to Midway Drive where his accomplice was waiting in a vehicle. The two then managed to elude police but the accomplice, John Lentz was taken into custody Tuesday morning at his home in Penfield.
A Felony Arrest warrant has been issued for 59-year-old Richard William Smeal of DuBois. He is a white male, 5’5”, approximately 145 pounds, with blue eyes, a red/gray beard and thinning (possibly longer) red/brown hair. (Note: the attached photo is 2 years old, so his appearance may have changed) Smeal is believed to be dangerous, and police advise to not approach him. Wellsville Police arrested Theresa A. Poehmel, age 45, no permanent address, charging her with Burglary 2nd (Class C Felony) and Petit Larceny (Class A Misdemeanor). The charges stem from an incident that took place on West State Street on June 8th.
Poehmel was processed and arraigned before Wellsville Village Justice Thompson. Poehlem was committed to the Allegany County Jail on $1,000.00 cash bail or $2,000.00 property bond or $10,000.00 partially secured bond. Poehmel is due back in Wellsville Village Court on June 18th at 4:30 pm

Wellsville Police arrested Stephen J. Tyer, age 51, of Lititz, PA, charging him with Grand Larceny 4th (Class E Felony). The charge stems from an incident that took place on North Main Street on May 9th. Tyer was processed and arraigned before Wellsville Village Justice Thompson and released.

Taber, age 35 of Wellsville, charging her with Burglary 3rd (Class D Felony), Criminal Possession of Stolen Property 5th (Class A Misdemeanor), Conspiracy 5th (Class A Misdemeanor) and Criminal Possession of a Controlled Substance 7th (Class A Misdemeanor). The charges stem from incidents that took place on West State Street.
Wellsville Police also charged Danny W. Logue, age 24 of Wellsville and Eric T. Logue, age 44 of Wellsville, with Criminal Possession of Stolen Property 5th (Class A Misdemeanor) following a search warrant on Clark Street. Taber was processed and arraigned before Wellsville Village Justice Thompson. Taber was released and is due back in Wellsville Village Court on June 18th at 4:30 pm. The Logue’s were both issued appearance tickets and released. The Logue’s are both due to appear in Wellsville Village Court on June 18th at 4:30 pm
Due to multiple incidents of theft and burglary in the Village, police are asking residents to be sure to lock the doors of your home and vehicles. We are also asking people to be vigilant and to report things out of the ordinary that maybe occurring in your neighborhood. Any suspicious activity that is reported can give police an opportunity to intervene and possibly prevent a crime from occurring. If you see it, report it!

Wellsville Police arrested Samuel S. Russo, age 44 of Wellsville, charging him with Public Lewdness (Class B Misdemeanor). The charge stems from an incident that took place on the Bolivar Road. Russo was processed, issued an appearance ticket and released. Russo is due to appear in Wellsville Village Court on June 18th at 4:30 pm.

On June 7th, 2024 at approximately 1:30 AM, Cuba Police arrested Katherine M. Loomis (36) of Delevan, NY.
Loomis was arrested on a bench warrant for failure to appear on charges of endangering the welfare of a child (3 counts, Class A Misdemeanors), criminal use of drug paraphernalia 2nd, sub 3 (Class A Misdemeanor), criminal use of drug paraphernalia 2nd, sub 2 (Class A Misdemeanor), criminal possession of a controlled substance 7th (Class A Misdemeanor), criminal sale of a controlled substance 5th (2 counts, Class D Felonies) and criminal possession of a controlled substance 3rd (Class B Felony).
Loomis was processed, placed in front of a judge and sent to the Allegany County Jail on $25,000.00 bail. Loomis is presumed innocent until proven guilty in a court of law. Patrols responded to this report but were unable to locate any victims or anyone that had information regarding this incident.

On June 7th, 2024, at approximately 5:00 PM, following an investigation by the Cuba Police Department Narcotics Unit, Cuba Police arrested Robert C. Schappacher (43) of Friendship, NY.
Schappacher was arrested after a Grand Jury issued an indictment warrant on charges of criminal possession of a controlled substance 3rd (Felony), criminal sale of a controlled substance 3rd (Felony), criminal possession of a controlled substance 5th (Felony) and criminal sale of a controlled substance 5th (Felony).
Schappacher was processed, placed in front of a judge and sent to the Allegany County Jail on no bail.
Schappacher is presumed innocent until proven guilty in a court of law. These charges stem from the alleged sale of methamphetamine in the Town and Village of Cuba. The Narcotics Unit was assisted by the Allegany County District Attorney’s Office.
