McKean County Is Seeking A Chief Clerk
MCKEAN COUNTY CHIEF CLERK
McKean County is seeking qualified and highly motivated applicants to perform the duties of Chief Clerk. The Chief Clerk will provide clerical and administrative support to the Commissioners by supervising the activities of the County Commissioners Office on a daily basis.
Responsibilities include:
- Supervise operations of Commissioner’s office, including preparation for meetings and minutes.
- Prepare advertising, bidding projects, correspondence as required.
- Monitor grants.
- Maintain accounting records and prepare a schedule of receipts for County audits.
- Maintain all lease agreements for County.
- Directs and coordinates County’s property, casualty, and liability insurance policies, and monitors the status and payment of claims.
- Distribute property tax levy forms to municipalities.
- Track all agreements and contracts.
- Distribute ethics and financial statements to all County employees and elected officials.
- Act as the County’s Right to Know Officer and Public Information Officer.
- Reviews correspondence, reports, news sources or publications and informs Commissioners of subsequent development and/or problems.
- Collects, interprets, analyzes and summarizes information to be used as a basis for the executive actions of the Commissioners.
- Communicates with County officials, offices, news media and general public on behalf of the Board of Commissioners.
- Directs and coordinates all matters of importance for the Commissioners.
- Multiple other duties as assigned.
Requirements include:
- Must possess highly developed communication and interpersonal skills and have the ability to use these skills both written and orally in a public setting as well as to promote the understanding of complex issues among the Commissioners.
- Must be a self-starter with integrity, initiative, and problem-solving skills.
- Must make independent decisions when circumstances warrant such actions.
- Ability to multi-task with a high degree of accuracy.
- Executes and enforces all policies, ordinances, regulations, and operational matters under the leadership of the Board of Commissioners in order to comply with statutory and governmental laws, and to provide the most effective and efficient services to constituents.
- Ability to maintain strict confidentiality.
Qualifications include:
- Bachelor’s degree or equivalent experience and education preferred.
- Public and/or private sector senior management experience preferred.

Bradford Man Sentenced for Aggravated Assault
District Attorney Stephanie L. Vettenburg-Shaffer reports that Armando Aponte, of Bradford, was sentenced to a period of incarceration for Aggravated Assault and Terroristic Threats against a woman during a sentencing hearing held today at the McKean County Courthouse.
On January 25, 2022, Bradford City Police were dispatched to the Bradford Regional Medical Center for a report of an assault on a female. The injuries to the woman required she be sent to an out-of-area medical center for treatment. Aponte was identified as the perpetrator.
Bradford Officer Kolin Strawcutter investigated the case.
The Judge sentenced Aponte to state prison for a period of 90 months to 180 months and 2 years consecutive probation as well as necessary treatment, restitution for medical expenses due to the assault, and other terms.
Victims of domestic violence are encouraged to call 911 and the YWCA, who can provide services to victims.

Lucille (Shumway) Bailey, 101 of Wellsboro, PA.

Lucille (Shumway) Bailey, 101 of Wellsboro, passed away Wednesday January 11, 2023 at UPMC Soldiers and Sailors in Wellsboro. She was born May 23, 1921 at home in Wellsboro, to Ross and Fannie (Bellinger) Shumway. She graduated from Wellsboro High School in 1939, and the Arnot Ogden School of Nursing in 1942. Lucille worked for more than forty years as an RN at Soldiers and Sailors Hospital in Wellsboro, many of them as the nursing supervisor. Lucille was a lifelong resident of Wellsboro and had a love of animals that was unsurpassed, she would take in any stray that needed her. She was an avid reader and thoroughly enjoyed her cats.
Lucille is survived by her son: James (Agnes) Bailey of Wellsboro; a daughter: Judy (Gordon) Jones of Canton, MI; four grandchildren; nine great-grandchildren; a niece: Barb (Ron) Weller of Wellsboro; a nephew: Tom (Cindy) Davies, Jr. of Washington; and her faithful cats: Hobo, Big Eyes, and Fuzzy. She was preceded in death by her parents, a brother: Waldo Shumway, and a sister: Dorothy Davies.
Her family has entrusted her arrangements to the Tussey-Mosher Funeral Home 139 Main Street Wellsboro, PA 16901, and in accordance with her wishes there will be no funeral. Duane A. Doan, age 88, of Knoxville, PA

Duane A. Doan, age 88, of Knoxville, PA passed away on Tuesday, January 10, 2023 at UPMC Wellsboro.
Born April 11, 1934 in Knoxville, he was the son and only child of the late Paul and Aletha (Daniels) Doan. He married Betty Ann (Kemp) on April 30, 1953. They spent almost 60 years together until her passing on April 15, 2013.
Duane worked as a mechanic for many years for Frank Chevrolet in Elkland, and then he and Orman Surina bought the business and were co-owners of D & S Chevrolet for many years until they retired. Duane was a Pennsylvania Deputy Game Warden for over 30 years. He had many interests throughout his life, such as, an avid Amateur Radio operator, and working with electronics. He loved fixing any kind of electronics, and still did up until he was too ill to do it.
In his younger days he loved fishing (especially fly fishing), boating and tent camping; in his later years, he loved baking sugar cookies and giving them to everyone, and he also had a love for his pets. Most importantly he loved spending time with family.
He is survived by his daughters, Kathy (Randy) Morgan of Elkland, Linda (Doug) Skinner of Westfield, Wendy (Mike) Kimble of Elkland and Jodie (Jason) Dibble of Knoxville; nephew, Marty (Lisa) Kemp of Salisbury, PA (Duane & Betty helped raise Marty in his younger years); his grandchildren, Ryan (April) Morgan of Elkland, Kelly (Ben) Walker of Kentucky, Dan (Brandi) Skinner of Montana, Leah (Shane) Fuller of Middlebury Center, Christopher (Laura) Kimble of Arizona, John (Katie) Kimble of New Jersey, Logan Dibble of Knoxville and Avery Ann Dibble of Knoxville; 15 great grandchildren; cousin, Elva (Dave) Owlett of Almond, NY; nieces, nephews, many cousins and his close friend Roberta Hackett of Nelson.
A memorial service will be held at the Osceola Presbyterian Church, Osceola, PA on Monday, January 16, 2023 at 2:00 PM with Rev. Kermit Shrawder officiating.

Thomas R. Snow, 81, of Clarendon, PA

Thomas R. Snow, 81, of Clarendon, PA, died on January 10, 2023, in his home after an extended illness.
He was born October 28, 1941, in Warren, OH., to the late Maynard and Florence Janes Snow. Tom has resided in Warren since 1962 and was formerly of Kinzua, PA.
He was a 1959 graduate of Warren High School and had served with the U.S. Army as a Specialist 4 from 1959 until 1962. He was employed as a machine operator with the former National Forge Company for 38 years, retiring in June, 2000. He was also employed part time with TWAC as a bus driver. He was a member of the Warren American Legion Post 135, and the Warren Eagles Aerie. Tom was an avid hunter, hiker, enjoyed snow shoeing, cross country skiing and riding bicycles.
He is survived by 2 sons, Michael Snow, wife, Petra of Port Orchard, WA., Mark Snow and girlfriend Trista Wilcox of Warren, PA; and 6 Grandchildren.
In addition to his parents, he was preceded in death by his wife, Dorothy “Dottie” Hoover Snow whom he married October 24, 1964 at St. Callistus R.C. Church, Kane, PA., who died June 12, 2017.
The family would like to extend a heartfelt thank you to Trista Wilcox for her loving care, and support she provided to Tom in his final days.

James T. Kelly, known as “Mr. Kelly”, 82, of St. Marys, PA

James T. Kelly, known as “Mr. Kelly”, 82, of St. Marys, PA left the constriction of blindness after a short illness on Monday, January 9,2023.
He was born on September 29,1940, in Bellaire, OH, a son of the late Albert and Ruth Thompson Kelly.
Mr. Kelly was the last of his surviving family. He spent his youth in Ridgway and later in life spent his time in St. Marys. Local residence may remember him stopping their vehicle in the area of the St. Marys diamond as Mr. Kelly would fearlessly walk to his destinations before completely losing his sight. He was able to maintain an independent living situation with the assistance of numerous service providers, all of whom will miss his dry wit and intelligence.
Mr. Kelly was well-traveled as a young man, having accompanied his mother to Europe on 15 occasions. This instilled in him a lifelong love of geographic trivia. He was also fond of using simple math equations to engage his listeners in conversation. He will be sorely missed as he transitions to a place where loud noises, animals, and children will no longer be offensive to his heightened sensitivities.
Funeral Services for James T. Kelly will be celebrated on Saturday, January 14, 2023, at 11:00 AM at Krise Funeral Home, 130 Center Street, Ridgway, PA 15853.

Sometime between 01/10/23-01/11/23 Someone dumped about 50 pounds of grain in my donkeys pasture from the road, I don’t know what’s in it and I would like to make sure it is safe.
Please share I am hoping someone saw something. These donkeys are my babies and mean the world to me.

STUDENTS BEGIN TAKING CLASSES IN PITT-BRADFORD’S NEW ENGINEERING AND INFORMATION TECHNOLOGIES BUILDING

BRADFORD, Pa. — After more than a year of eagerly watching its construction, students and faculty at the University of Pittsburgh at Bradford started spring semester classes Monday in the George B. Duke Engineering and Information Technologies Building.
The 39,000-square-foot, $24.5 million building is home to new engineering shops and labs, a virtual reality lab, networking lab, makerspace, large fabrication space, and communal areas full of places for students to work individually or together and gather before and after classes.

The new building will be home to engineering, computing and energy programs, including two new four-year engineering technology programs.

Savilla Ann “Sally” Scott, 87, of 11 Cole Avenue, Bradford, PA

Savilla Ann “Sally” Scott, 87, of 11 Cole Avenue, Bradford, PA passed away Sunday, January 8, 2023, at her residence.
Born on July 27, 1935, in Titusville, she was a daughter of the late Jack and Katherine (Bretherton) Myers.
On November 27, 1952, in Bradford, she married Adrian “Scotty” Scott, who passed away October 9, 2001.
Sally worked in the repair department at Zippo for 37 years. She was the oldest member of the Ladies Auxiliary VFW Post 212 and member of the Bradford American Legion Post 108.
Surviving are three daughters, Cathy S. Dunn, of, Braford, Sherrie L. Germano, of Ischua, NY, and Natalie M. Goff, of Bradford, eight grandchildren, several great grandchildren, and several nieces and nephews.
She was preceded in death by parents, husband of 48 years, one son, Jack Scott, who passed away in 2007, and two sisters, Nancy Mckune and Judith Wymer.
Friends are invited to attend a Celebration of Sally’s Life on Saturday, January 28, 2023, at 2:00 PM, at the VFW, Post 212 in Bradford.

Wolf Administration Outlines Efforts to Combat Human Trafficking, Offers Survivor Resources, Encourages Public to Learn and Act
Harrisburg, PA – Executives from the Pennsylvania departments of Transportation (PennDOT) Health (DOH), Labor and Industry (L&I), and Pennsylvania State Police (PSP), and the Office of Victim Advocate were joined by other advocates today to discuss human trafficking, outline efforts to combat it, explain how to report potential cases, and offer resources for survivors.
Human trafficking is the exploitation of people using force, fraud, or coercion for the purposes of commercial sex, forced labor, or domestic servitude. According to the International Labor OrganizationOpens In A New Window, there are approximately 28 million victims of human trafficking globally with 17.3 million people experiencing forced labor in private sector industries and 6.3 million experiencing forced commercial sexual exploitation. January is recognized as Human Trafficking Awareness Month, with January 11 marking #WearBlueDayPA to raise awareness of trafficking.
“Human trafficking is happening across the world, and unfortunately, right here in Pennsylvania,” PennDOT Secretary Yassmin Gramian said. “We’re collaborating at state, national, and local levels to combat this problem and urge the public to join us in the fight.”
Barbara K. Ness, 88, of Smethport, PA

Barbara K. Ness, 88, of Smethport, PA passed away Sunday (January 8, 2023) at Lakeview Healthcare and Rehabilitation Center, Smethport.
She was born May 18, 1934 in Charleroi, PA, the daughter of Frank Kaziska and Virginia Zeli Kaziska. On August 16, 1952, in St. Gabriel’s Church, Port Allegany, PA, she married Daniel N. Ness, who died March 22, 2005.
Mrs. Ness was a graduate of Port Allegany High School and attended Lock Haven Teachers College. Barb worked at Corning Glass of Bradford.
Barb was a longtime member of the Smethport Senior Center. She served as President of The Elderberries from 2007 to 2016. Under Barb’s presidency, the center obtained a grant to renovate the facility to make it handicapped accessible, renovate the restrooms, kitchen, add a new addition, and update the heating system with an energy efficient boiler. In 2011, the Senior Center was the designated official meeting site for the Smethport Chamber of Commerce and was presented with a plaque by the Chamber recognizing the center volunteers for their outstanding service to the community as the Community Service Organization of the Year.
Barb enjoyed reading, travel, spending time with family/friends and playing cards/board games. Those of us who played cards and board game with Barb knew to keep an eye on her because she had a way of bending the rules in her favor. During the fall, Barb enjoyed cheering on her beloved Pittsburgh Steelers.

Two sons: Daniel Ness, II and Stephen (Tiffany) Ness, both of Smethport
Grandchildren: Tony (Erin) Tanner of Port Allegany, Nathan Tanner of Port Allegany, Kathrine (Michael) Vinson of Jacksonville, AR, Sarah Lawson of Johnstown, OH, Nicole (Andrew) Burritt of Bradford, Samantha (Tony) Harris of Shinglehouse, Stephen Ness, II of Phoenix, AZ, and Madison Conn of Smethport
Great grandchildren: Victoria, Alyssa and Arlen Tanner, Alanna and Madeline Vinson, Omerie Lawson, Waylon and Marina Burritt and Sawyer Harris
One brother: Joseph (Jane) Kaziska of Port Allegany
And many nieces and nephews
In addition to her parents and husband, Barb was preceded in death by a daughter, Jane Winn on June 8, 2022, three sisters, Gloria Tauscher, Patricia O’Toole and May Amell, and two brothers, Ralph and Floyd Kaziska.
Visitation will be held on Monday, January 16, 2023, from 9-11 AM, from the Hartle-Tarbox Funeral Homes, Inc., 2 Bank St., Smethport, where funeral services will be held at 11 AM with the Rev. Thomas Brown, officiating. Committal will be in St. Elizabeth Cemetery, Smethport.

Spectrum Laboratory Products, Inc. Issues Voluntary Worldwide Recall of Epinephrine (L-Adrenaline) USP Bulk Active Pharmaceutical Ingredient (API) Due to Discoloration of Product
Spectrum Laboratory Products, Inc. is voluntarily recalling three lots of Epinephrine (L-Adrenaline) USP, a bulk active pharmaceutical ingredient (API) used to manufacture or compound prescription products, to the user level. Customer complaints have found the product to be discolored.
Risk Statement: Epinephrine is a critical medication used during life-threatening conditions which can affect any age and any person. The use of a finished dose product manufactured or compounded with this recalled product could result in less-effective product, and incomplete treatment of life-threatening conditions including, low blood pressure, heart failure, anaphylaxis, irregular heartbeat, and heart attack. Treatment with a less-effective product, essentially underdosing epinephrine, could result in death. Spectrum Laboratory Products, Inc. has not received any reports of adverse events related to this recall.

The Health Assistant Student of the Week is Novalee Corliss

She is a Kane student in her Sophomore year at Kane High School. So far this year, Novalee has earned her American Heart Association Basic Life Support certification as well as her OSHA 10 certification. She is a daughter, sister, friend, and pet owner of 2 dogs. She participates in the Reading Competition through Kane High School. She is also a Science Olymopiad with the goal of participating in Code Breakers in March. Although Novalee’s future plans are still undecided, she is leaning toward an interesting and advancing research based profession.
William Devella Dexter, 85, of Lawrenceville, PA

Beloved Husband, Father, Grandfather, Brother and Friend
William Devella Dexter, 85, of Lawrenceville, PA, died Tuesday, December 27, 2022, in the Grand Strand Memorial Hospital, Myrtle Beach, SC.
Born August 5, 1937, in the Blossburg Hopsital, PA, he was the 4th son and 8th child of Fred and Mabel Luella Hart Dexter. Just out of high school he and his brother Allen played guitars and sang at roller rinks and other public places.
He was employed with Corning Glass Works for 37 years where he was a skilled tradesman also known as a platinum smith. He retired when he was 55 and enjoyed life until he passed. He either played or listened to bluegrass or classis country music most of the day.
In the late 60’Star and early 70’s, he, his sister, Ruth, her husband, Bill, and others formed a bluegrass country band called The Country Travelers and played at town old home days, jamborees, several bars including the Moose Lodge in Elkand, PA, a Saturday radio show on WFRM in Coudersport, PA for a couple years and a couple times on TV on George Varney’s Music show.
He was a lifetime member with the Moose Lodge.
He came from a family of 8 sisters and 4 brothers. Surviving him is his 4th brother, Clifton (Helen) Dexter of Westfield PA, and his 5th sister, Dorothy Bruce of Wellsboro PA, his very close friend Jeannie Hager of Lawrenceville PA, daughter Vivian (Terry) Martin of Myrtle Beach SC, and their 2 sons, Sean and Ethan. 10 other siblings who passed before him are, Norris (Sara) Dexter, Evelyn (Jack) Johnston, Lola (Joe) Shabloski, Marietta (Fred) Coupe, Jim (Pat) Dexter, Doris (John) Young, Allen (Lucy) Dexter, Ruth (Bill) Schweigart, Sandra Dexter, Linda Dexter and his granddaughter, Rachel Martin.
He is cremated and will be buried in the Tioga County Memorial Gardens.
A Celebration of Life Memorial will be held at The Ven-You, 174 Water Tower Road, Lawrenceville, PA 16929, on Saturday, July 22nd from 2pm-5pm. Everyone is invited! Refreshments and snacks will be provided. Please come and share your memories with other friends and our family!

Coudersport Fiber Artist Lee Trayer is offering a “Learn to Knit” class Saturday January 21 from 1:00 to 3:00 pm at the Potter County Artisan Co-op, 227 N. Main Street, Coudersport.
