Clarifying the Reassessment Process in Cameron County
The Cameron County Commissioners would like to provide residents with clear information regarding the topic of property reassessment. We understand that the idea of reassessment can raise questions and concerns, and it is important for the public to have accurate and transparent information.
What is Reassessment?
Reassessment is a process conducted to update the assessed values of all properties in the county to reflect current fair market values. It does not create new taxes. Instead, it ensures that property taxes are distributed fairly based on up-to-date property values. The goal is to correct any inequities that have developed over time as property values change at different rates.
What Reassessment Is NOT:
- It is not a countywide tax increase.
- It does not result in automatic increases to individual tax bills.
- It is not a decision that has been made by the Commissioners at this time.
Revenue Neutrality and Act 93 of 2010
Under Pennsylvania law (Act 93 of 2010), counties undergoing reassessment are required to adopt a revenue-neutral millage rate. This means that even though assessed values may change, the total amount of tax revenue collected by a taxing authority cannot increase as a result of reassessment alone. If taxing bodies wish to collect more revenue after reassessment, they must follow legal procedures and often public approval processes.
Addressing Misinformation
We are aware of concerns and misunderstandings circulating in the community. Some of the most common misconceptions include:
- “Reassessment will double my taxes.” This is false. While property values may increase, the millage rate must be adjusted downward to maintain overall revenue neutrality.
- “The decision to reassess has already been made.” This is also false. A presentation was recently delivered by a third-party consulting firm to identify if a need for reassessment exists. This was an informational presentation only and no official action has been taken by the Cameron County Commissioners.
Next Steps in the County Financial Review
As part of the County’s participation in the DCED Strategic Management Planning Program (STMP), additional financial presentations and analysis will be provided. A detailed financial presentation will be given by the County’s independent financial consultant on Thursday, April 17th. This presentation is part of the STMP grant-funded process to evaluate the long-term financial outlook of the county.
