The Barbara Moscato Brown Memorial Library is excited to bring back Penn State Extension Elk County Master Gardener, Stephen Marconi, for Biology and Management of the Spotted Lanternfly. The program will be held in the library multipurpose room on Friday, April 14 from 5-6pm.
Marconi will teach attendees how to identify a new invasive insect, the Spotted Lanternfly (SLF) in all its stages of development, which can be found now in your county.
The SLF can affect homeowners as well as commercial growers. It is also important to everyone who travels to be aware of their hitchhiking abilities.

Bobby S. D. Wray, Sr. “beloved father, fiance`, son, and brother”
Bobby S. D. Wray, Sr., 36, of Wellsville, formerly of Bolivar and a former longtime resident of Galliapolis, Ohio, passed away unexpectedly in his home on Wednesday, March 29, 2023.
Born on Friday, February 27, 1987 in Augusta, Georgia, he was a son of Charles L. “Charlie” Wray and Stephanie L. Cramer.
Bobby was a graduate of Hannan Trace High School in Crown City, Ohio, he also attended Buckeye Hills Career Center in Rio Grande, Ohio, where he studied and became certified in heating and cooling technology.
He was employed at Save A Lot in Wellsville.
He enjoyed working on cars, tattooing, and riding his motorcycle. Left to cherish his memory are fiancee`, Jennifer Porter, who he deeply loved and had planned to marry on April 20, 2023; his father Charles “Charlie” Wray and stepmother, Dianna Wray of Jackson, Ohio; his mother and stepfather, Stephanie Cramer and Kim Hess of Little Genesee; six children, Hannah Barcus, Alexis Wray, Jayden Wray, Sydney Wray, and Joseph Wray, all of Galliapolis, Ohio, and Bobby S. D. Wray, Jr. of Wellsville; two sisters, Jennifer (Joseph) Walker of Hornell and Melissa (Ira) Turner of Patriot, Ohio; four brothers, Scott Wargo and Cody Wargo, both of Buffalo, Adam (Rachel) Wray of Galliapolis, Ohio, and Nathan (Summer) Karns of Bolivar; and many nieces and nephews.
There will be no pubic visitation. A celebration of life will be held on a date and time to be announced.

On April 1, 5:31 Kersey, and Horton Twp. were dispatched a structure fire on 1483 California Rd. It started as a chimney fire that spread to the roof. Mutual aid units assisted this fully involved fire.
The Potter County Housing Authority is requesting proposals for lawn care at our housing projects/locations for a TWO (2) YEAR TERM. The responsible Bidder will perform lawn mowing, trimming of sidewalk and building edges, as well as grass and loose tree branch cleanup. The Bidder will perform the requested work with their equipment. All Bidders’ will supply a current certificate of insurance of at least $1,000,000 liability coverage and have current vehicle insurance. Workmen’s compensation coverage must be carried on all employees, and a completed IRS tax form W-9 must be included with the bid submission. Terms of the lawn care service is as follows:
Term of contract: Year #1-April 18 to October 20, 2023. Year #2-April 19 to October 21, 2024.
Mowing Frequency: One (1) time a week if grass is 3” or over before mowing. Mowing and trimming will be completed up to two (2) times a week if needed during the period of April 18 to May 12, 2023 and April 19 to May 13, 2024. Contact Mark Tubbs for pre-approval. Second year schedule will be set weather permitting.
Lawn Clippings: Leave on lawn if not visible within one (1) day of mowing at each location. Rake and remove heavy grass and debris from lawns to designated location on site. Sidewalks: Sweep and remove all grass and debris from all sidewalks and parking lots.

ULYSSES TOWNSHIP, PA – Back on Thursday, July 21, 2022, Pennsylvania State Police based in Coudersport, received a call reporting that a rape had occurred at a location on Cushing Hollow Road in Ulysses Township. The alleged incident occurred between 4:35 PM and 6:55 PM. At which time, an investigation was initiated and was on-going.
On Thursday, March 16, 2023, seven charges were filed in this case against 19-year-old Levi Brayden Boucher of Coudersport, PA.
The following criminal charges were filed through District Court 55-4-03 again Boucher;
* Title 18, Section 3121(a)(1); Rape Forcible Compulsion (Felony 1).
* Title 18, Section 3123(a)(1); Involuntary Deviate Sexual Intercourse Forcible Compulsion (Felony 1).
* Title 18, Section 3124.1; Sexual Assault (Felony 2).
* Title 18, Section 3125(a)(1); Aggravated Indecent Assault (Felony 2).
* Title 18, Section 3125(a)(2); Aggravated Indecent Assault (Felony 2).
* Title 18, Section 3126(a)(1); Indecent Assault (Misdemeanor 1).
* Title 18, Section 3126(a)(2); Indecent Assault (Felony 2).
Boucher was able to post his $100,000.00 monetary bail on March 27, 2023. Prior to that he was being held at the Potter County Prison.
Boucher’s preliminary hearing is set for Monday, April 3, 2023, at 10:00 AM in front of MDJ Christopher Dominic Kalacinski.

DuBois, PA – The Pennsylvania Department of Transportation (PennDOT) alerted motorists traveling through the intersection of Route 255 and Shaffer Road in DuBois that the signals at all points will flash red until at least Thursday, April 6. A crash on Saturday, March 25, damaged the signal controller cabinet, and April 6 is the earliest PennDOT can replace it.
Drivers should treat the intersection as a four-way stop until the installation of the new controller. PennDOT advises motorists to proceed cautiously, anticipate minor traffic disruptions during peak travel times, and remain patient and courteous to other drivers while PennDOT works to resolve this temporary inconvenience. Speeding, running stop signs, and illegally passing on the right are aggressive driving behaviors and are among the leading causes of highway crashes and fatalities in the state.
The controller cabinet also operates the flashing lights and gates at the railroad crossing. They will not be functional until repairs are complete. PennDOT urges drivers to be mindful of the railroad tracks at the intersection and to avoid coming to a stop on the tracks. Approach the railroad crossing with care and “always expect a train.”
Additionally, stop signs have been set up at all four points of the intersection.

Harrisburg, PA – Today, the Pennsylvania Department of Health (DOH) announced the establishment of a health resource network that will directly connect Pennsylvania residents with local providers in response to Norfolk Southern’s train derailment. DOH is working with local health care providers in Beaver and Lawrence counties to meet the long-term needs of residents impacted by the Norfolk Southern train derailment that occurred February 3 in East Palestine, Ohio.
Bradford, PA — The United Way of the Bradford Area is currently accepting applications for the second quarter of Quarterly Impact funding for 2023.
Eligible non-profit agencies may submit a request for up to $1,500 for Quarterly Impact funds. Awards will be given to programs or initiatives with the potential to make an immediate impact on the local community while being essential to the agency’s mission. Priority will be given to those who have not received prior funding, who have supplied all necessary documentation, and who request funding for programmatic costs.
Quarterly Impact applications may be received by visiting United Way’s website at www.uwbanews.org, the United Way office, or by request at sarah.lonzi@uwbanews.org. Along with the application, it is being requested of applicants that a detailed budget of planned expenditures be included. The Potter County Community Garden is shaping up to have another vibrant year of germinating and growing – in more ways than one! Of the twenty-nine total garden plots, only five remain on the last day of March. If you have limited room to garden at home, consider applying for one of the last free plots in the garden.

How many times do we encounter hearing impaired people and wish that we could communicate with them? As we age, we gradually lose some of our hearing. Sign language can help. Also, mothers of pre-lingual children can use sign language as a tool with their little ones. Here is your opportunity to learn basic sign language that could help you or someone you care about.
This course will cover beginning sign language, the alphabet, conversational phrases and a variety of commonly used signs. In addition, basic facts essential to the correct use of the language will be addressed. A dedicated student could learn as many as 800 signs and understand signing and interpreting rules, basic deaf culture, and medical situations that cause deafness and loss of hearing. An intermediate course may be offered depending on interest.
This course will be taught by Sheri Greene and is scheduled for Tuesdays and Thursdays, April 25 – June 8, 2023 (not meeting the week of May 15th) from 6:00 – 7:30 p.m. at the Education Council’s Coudersport office.
