- Correspondence from Assemblyman Joseph M. Giglio dated July 2 confirming receipt and support of our Resolution No. 270-24 in opposition to proposed changes to the federal Occupational Safety and Health Administration (OSHA) Fire Brigade Standard.
- Alle-Catt Wind Farm Construction Notice received July 3 announcing the beginning of construction for their Project consisting of up to 83 wind turbines with a maximum generating capability of approximately 340 MW along with associated improvements within an area encompassing approximately 20,131 acres.
- Invitation from the Allegany County Farm Bureau inviting Board members to attend their annual picnic at Island Park on July 28. Please let Clerk of the Board Riehle know if you plan to attend.

WHEREAS, the County of Allegany wishes to submit a grant application under the
2024 Community Development Block Grant (CDBG) Public Infrastructure, Public Facilities,
and Community Planning Program; and
WHEREAS, the application will seek a grant in the amount of $50,000 to provide funding to complete a comprehensive analysis of current housing conditions, trends, and projected needs and to identify priorities and develop effective policies to protect and provide high-quality and affordable housing; and
WHEREAS, there is no requirement that any County dollars be committed as a condition of receiving the grant; and
WHEREAS, Resolution No. 57-24 designated County Administrator, Carissa M. Knapp, as the Certifying Environmental Review Officer, responsible for all activities associated with the environmental review process to be completed with any and all CDBG grant program projects awarded to the County of Allegany during the 2024 calendar year; and
WHEREAS, the grant application process requires that the County of Allegany hold a public hearing concerning the grant prior to submission of the grant application; now, therefore, be it

WHEREAS, Resolution No. 16-22 was adopted by the Board of Legislators on January 12, 2022, and approved the Lease Agreement between the County of Allegany and the Rushford Lake Recreation District; and WHEREAS, the first RESOLVED clause stated the term of the Lease Agreement as
January 1, 2022, to December 31, 2023, when it should have stated the term of the Lease Agreement as January 1, 2022, to December 31, 2024; and WHEREAS, the Board wishes to correct this error; now, therefore, be it
RESOLVED: - That Resolution No. 16-22 is hereby amended to change the first RESOLVED clause to read as follows: “That the Lease between the Rushford Lake Recreation District, as Landlord, and the County of Allegany, as Tenant, for the lease of premises at Rushford Lake for recreational purposes for the period January 1, 2022, to December 31, 2024, is approved.”

Comments made regarding Resolution No. 301-24: Legislator Ricketts-Swales remarked that she feels these items would be better used if they were available to the entire county and not just the Sheriff’s Office. Legislator Ricci said he would be voting no on the resolution saying the Sheriff’s Office doesn’t have enough man power to operate these items. We must figure out the issue of hiring Corrections Officers. The Sheriff needs help in hiring people. Legislator Havey offered his support of the resolution saying he thinks the Sheriff has outlined really good reasons for both of these units. They are necessary tools for his toolbox that can be used for both rescue and transport. Legislator Hanchett agreed that they are important to Allegany County Board of Legislators, Regular Session, 07/10/24

have but she said there are other priorities for ARPA funds. She would like to see the golf cart budgeted for rather than using ARPA funds.
AUDITS:
A motion was made by Legislator Stockin, seconded by Legislator Fanton, and carried, that the audits be acted upon collectively and by totals. A motion was made by Legislator Havey, seconded by Legislator Hanchett, and adopted on a roll call vote of 13 Ayes, 0 Noes, 2 Absent, that the audit of claims, totaling $4,804,981.78 including prepaid expenses, be approved for payment as recommended by the County Administrator. (Allegany County’s Local Dollar Share of the NYS Medicaid Program paid year-to-date is $5,518,151.)
