BRADFORD MAN FOUND BY COURT TO BE A SEXUALLY VIOLENT PREDATOR

District Attorney Stephanie Vettenburg-Shaffer reports that the Bradford man charged by City of Bradford Police Officer Tyler Blair with sex offenses against minor children over several years has been determined by a judge to be meet the statutory definition to be classified as a Sexually Violent Predator.
Daryl ROBINSON, Jr., pled guilty to Involuntary Deviate Sexual Intercourse, Rape of a Child, Trafficking in Individuals, Photographing Child in a state of nudity, and other crimes during a conference in June.
Pennsylvania law requires anyone convicted of such sexual offenses to be evaluated by an expert with the Sexual Offender Assessment Board who investigates whether the offender has a mental abnormality or personality disorder, whether his behavior is predatory, and whether he satisfies factors set forth by our legislature to be classified as a Sexually Violent Predator. The evaluation is required to be completed prior to sentencing.
“Sexually violent predator” is defined in Pennsylvania as a person who has been convicted of a sexually violent offense and who is determined to be a sexually violent predator due to a mental abnormality or personality disorder that makes them likely to engage in predatory sexually violent offenses. Upon receipt of the assessment, the District Attorney’s Office filed a motion asking the Court to find ROBINSON to be a Sexually Violent Predator.
At the hearing held on October 7th, the District Attorney presented Dr. Brenda Manno as an expert in sexual offender behaviors and evaluations. Dr. Manno testified to the elements set forth in Pennsylvania’s statute and gave her expert opinion on how ROBINSON’S crimes meet those elements, including that his crimes occurred over a period of time exceeding five years and that he maintained his relationships with the victims, at least in part, to promote his sexual crimes against the victims – all meeting the requirements for a mental abnormality and predatory behavior. Following the testimony, the judge ruled that ROBINSON is a Sexually Violent Predator.
District Attorney Stephanie Vettenburg-Shaffer notes that all offenders convicted of specified sexual offenses are required under Pennsylvania law to register as a sex offender for a period of time. She explains that those designated as a Sexually Violent Predators must register as a sex offender for their lifetime and undergo additional requirements such as participate in counseling sessions at least monthly and meet other requirements. Those who fail to comply with their registration or counseling requirements are charged with violating the registration requirements and can face additional incarceration in state prison.
ROBINSON will be sentenced for his crimes on December 3rd.
