The 17-year-old was charged by Trooper Grant Ralston of the Pennsylvania State Police at Lamar in the Clinton County Juvenile Court Division with Aggravated Assault, Felony of the 1st degree; Simple Assault, Misdemeanor of the 2nd degree; and Recklessly Endangering Another Person, Misdemeanor of the 2nd degree.

Clinton County Juvenile Probation Officers took the juvenile into custody and placed her into a juvenile detention facility on Wednesday morning. A hearing will be held within 3 days before the Court of Common Pleas to determine whether the juvenile should remain in a detention facility.
Due to the severity of the crimes charged, the Commonwealth may petition the Court to transfer the case to the adult criminal court level if certain criteria exist. The District Attorney’s office is gathering more information at this time to determine whether a transfer petition will be filed.
Incident #23-02044-Criminal Homicide On March 7, 2023, at about 1847 hours, the Lycoming County Coroner’s Office was notified of an infant death at UPMC Williamsport Emergency Department. Additionally, an RN with the Labor and Delivery Department related that the incident began as an OB trauma arrest in the Williamsport Emergency Room Department.
CHEMARI TRUAX delivered a 23-week gestation infant at her residence 411 Fifth Ave. TRUAX explained that she had been feeling nauseated and as if she was going to have diarrhea so she went to the bathroom and subsequently delivered the infant on the bathroom floor of her home residence.
TRUAX said that the infant was breathing but did not believe the child would survive. TRUAX did not seek or summon medical assistance for the child. TRUAX then cut the umbilical cord but did not clamp it. After approximately one hour of the infant continuing to breathe, TRUAX transported herself to UPMC Emergency Department.
Shortly after arriving at the Emergency Department, the infant went into cardiac arrest. Twenty minutes of resuscitative efforts were unsuccessful and the infant was pronounced deceased at 1623 hours.
It was further learned that in November of 2022, TRUAX had visited a clinic in the Harrisburg area to terminate the pregnancy. This procedure was unsuccessful. It was also learned that on 15 February 2023, TRUAX was seen at Geisinger Medical Center, Muncy Campus for abdominal pain. At that time, TRUAX was notified that she was still pregnant.
Also, during the visit to Geisinger Muncy, it was learned that TRUAX had tested positive for cocaine. UPMC Medical staff requested a urine sample from TRUAX on 07 March 2023 and inquired if she had been using cocaine on this date however, TRUAX did not provide a urine sample and immediately signed herself out against medical advice.
While conducting a search at TRUAX’s residence pursuant to a search warrant, officers located the umbilical cord cut from the baby upon its birth. Based upon the circumstances surrounding this incident, CHEMARI TRUAX was arraigned on charges of Criminal Homicide and Endangering the Welfare of a Child.
TRUAX was arraigned before MDJ Frey and committed to Lycoming County Prison after being denied bail.

Renovo, PA – The Pennsylvania Department of Transportation (PennDOT) issued an update today on its Route 1001 (Farrandsville Road) project in Woodward Township, Clinton County. The project goals are to provide safe pedestrian access to River View Park from the Veteran’s Bridge and to make drainage improvements to enhance safety for the motoring public.
The contractor placed temporary traffic signals earlier this week and set them to “flash” mode. They will remain in flash mode until Tuesday, March 21, when the contractor places concrete barrier for a long-term lane closure between the intersections of Route 664 and Brewery Hollow Road. Once the lane closure is in place, the temporary traffic signals will become active and enforce an alternating traffic pattern through the work zone.
The contractor will also alter the traffic pattern on West River Drive on March 21. Under this configuration, traffic will turn onto West River Drive at the western intersection as usual, but the exit point at the eastern intersection will be closed due to construction. Drivers will utilize a turnaround and leave the same way they came in. This traffic pattern will be in place for the duration of the project.
Work this year also includes building a temporary causeway on the Susquehanna riverbank to serve as a work platform to build an 800-foot retaining wall. The contractor will place navigational aids in the river to denote a safe distance from construction activities to boaters. Work on the wall is set to begin in April.
Overall work on this project includes roadway realignment, utility relocations, drainage improvements, piping and inlets, construction of a retaining wall, sidewalks, curbing, ornamental light poles, guide rail, paving, pavement markings, and miscellaneous items. Clearwater Construction, Inc. of Mercer, PA, is the contractor on this $7.5 million job, which will carry into 2024. All work is weather dependent.
