Bill to Boost Mileage Reimbursement for EMS Passes House, Causer Says

HARRISBURG – With many emergency medical services (EMS) agencies struggling to make ends meet, the General Assembly has approved a bill to boost mileage reimbursements for patient transport, said Rep. Martin Causer (R-Cameron/McKean/Potter).
House Bill 479 would ensure EMS agencies are reimbursed by Medicaid for 100% of the miles they travel with a patient on board receiving care or transport by removing the current exemption for the first 20 miles traveled.
“It really makes no sense to require an ambulance to drive 20 miles before seeing a dime of reimbursement for mileage,” Causer said. “The cost of fuel and the cost of care start as soon as that ambulance pulls away and heads to the hospital. We have a responsibility to properly pay for the services provided.”
Under the bill, EMS agencies would continue to be paid $4 per mile. Causer led the effort last year to increase the mileage reimbursement rate from $2 to $4.
“My proposal also sought to remove the exemption for the first 20 miles, so I’m pleased to see that effort advancing in the House this week,” he said.
A former EMT himself, Causer has long been a leader on EMS issues in the Commonwealth. As part of last year’s budget negotiations, he secured an increase in reimbursement rates for both Advanced Life Support (ALS) and Basic Life Support (BLS) services to $400 and $325 per trip, respectively. The change would represent a reimbursement of approximately 80% of the current base Medicare rate in Pennsylvania, plus a reflection of the change in the Consumer Price Index (CPI) since 2018.
It was only the second increase in the last two decades, with the last increase taking place in 2018, again based on legislation Causer introduced.
He has also supported laws to reimburse for treatment, even when transport does not take place, and for direct payment by insurance companies to ambulance service providers.
“If we expect our emergency medical services providers to respond when we call 9-1-1, we need to do our part to support them,” Causer said. “This is another small step forward, but there is more work to do to keep our EMS agencies solvent.”
The bill now goes to the Senate for consideration.

On June 5th, 2023 at approximately 5:34pm, Cuba Police arrested 3 juveniles of Cuba. These juveniles were arrested on charges of criminal mischief 3rd (Felony). These juveniles were processed, and released on juvenile appearance tickets to appear at the Allegany County Department of Social Services at a later date. This case stems from a complaint of alleged vandalism done at Chaimberlain Park.
Caroline A. Ferry, 64, of 73 First Street, Bolivar, NY

Caroline A. Ferry, 64, of 73 First Street, Bolivar, NY passed away on Friday June 2, 2023 in the Jones Memorial Hospital, Wellsville, following a brief illness.
Born on March 11, 1959 in Cuba, she was the daughter of Charles and Gloria Anderson Reeland. Caroline married Steven Ferry on June 23, 1979 in Portville, Mr. Ferry Survives.
Caroline was a graduate of the Bolivar Central School class of 1977. Caroline was employed by the Bolivar-Richburg Central School in the cafeteria department for twenty-five years retiring in 2018.
Surviving in addition to her husband are one daughter, Cristy Ferry Irmo SC; four grandsons, Austin (Abby) Ferry, Jarod Taft, Anthony Donoghue and Cole Baldwin; one sister, Sally (Joe) Love, Richmond VA.
She was preceded in death by her parents, Charles and Gloria Reeland and a daughter Kelly Ferry 2022.
There will be no prior visitation. A Celebration of Life gathering will be held on Wednesday, June 7, 2023 from 5-7 P.M. at the family home at 73 1st St., Bolivar.

Lewis F. Schleicher, 77, of Lou Lane, Kane, PA

Lewis F. Schleicher, 77, of Lou Lane, Kane, PA passed away Thursday (June 1) at his residence. He was born in Braddock on March 10, 1946, the son of the late Wallace and Rosaline (Heinz) Schleicher Sr. He married Sharon Snyder, who survives, on Aug. 20, 1977 in Smethport.
Mr. Schleicher was a truck driver and had driven for Shaffer Trucking for many years. He retired in 2008 and had enjoyed spending time on his farm during his retirement.
In addition to his wife, he is survived by two daughters, Kari Schleicher and Rhonda Bowen, both of Kane; two sons Lewis Jr. and James Schleicher, both of Kane; two sisters, Mary Morrison and Hilda Haehn, one brother, William (Leanna) Schleicher and several grandchildren, nieces and nephews.
He was preceded in death by his parents, one sister, Myrtle Harris and three brothers, Wallace, George and Robert Schleicher.
Services will be held at the convenience of the family.

Jill Bokma, 54, of Sterling, VA and previously from Kane, PA passed away unexpectedly Thursday (June1) at her residence, as a result of complications from surgery. She was born in Ridgewood, NJ on May 27, 1969, the daughter of Albert and Karen (Kramer) Bokma.
Jill attended Boyd school after graduating from Kane Area High School. She then got a job with United Airlines at Dulles Airport and had worked there right up until her untimely passing.
In addition to her parents, she is survived by one brother James (Ann) Bokma of Kane and one niece Dana Bokma, also of Kane.
Friends are invited to attend a visitation which will take place on Wednesday (June 7) from 6:00 – 9:00 p.m. at the Cummings Funeral Home and again on Thursday (June 8) from 11:00 – 12:00 p.m. A funeral ceremony will follow at 12:00 at the funeral home with the Rev. Calvin Cook officiating. Burial will be in Forest Lawn Cemetery.

What is a Sip & Swipe Café? It is a place where older adults can get free self-paced lessons on how to use a table or smartphone. A coach works with the learner to provide support and answer questions. The Café offers an easy, free, and safe way to learn how to use a tablet or smartphone. It is designed for those who have never touched a computer. Folks who use a computer but wish to learn how to use a tablet or smartphone are also invited to attend.
The 4-hour program covers the basics of the device – how to turn it on and how to perform activities, where the buttons are located, etc. You will also learn how to search the Internet to find information on any topic. In addition, you will learn about using email, apps, how to use the camera and access photos, and how to use YouTube to watch videos of all types.

Thomas Claude Kolb, 63, of Westfield, Tioga County, PA

Thomas Claude Kolb, 63, of Westfield, Tioga County, PA passed away peacefully on June 1, 2023 at
the Hospital of the University of Pennsylvania surrounded by his loving family. He was the beloved husband of Sondi (Godshall) Kolb.
Born on November 9, 1959 in Pottstown, he was the son of the late Claude B. and June (Bardsley) Kolb. Tom was a 1977 graduate of Perkiomen Valley High School.
Tom was a dedicated Mason, first joining the Phoenix Lodge #75 in 1982 at the age of 23, and served
as Worshipful Master in 1987. After moving to Tioga County he joined Cowanesque Lodge # 351 in
2013, and served a Worshipful Master in 2016. At the time of his death, he was serving as Secretary.
Tom was an avid outdoorsman and hunter, passing along his passions to his children. He was a
member of the Hill Riders Four Wheeler Club in Tioga County and enjoyed riding with his wife and
friends. He was a great friend, community member and loved by so many. Tom would light up any
room with his singing and dancing.
In addition to his wife of almost 24 years, he is survived by his children: Adam T. Kolb (Jessica);
Bradley D. Kolb (Melissa); Alicia L. Galvan (Joel); Monique L. Weibel; sisters: Kathy K. Petrauskas
(Michael); Faith Kolb and 5 grandchildren.

HARRISBURG – As in-person sales and marketing activities increase across Pennsylvania – driven by warmer weather and continuing fluctuations in energy prices – the Pennsylvania Public Utility Commission (PUC) today is offering consumers key tips to help identify legitimate door-to-door energy sales agents and avoid potential scams.
“Pennsylvania has clear rules regarding energy sales practices, and the PUC encourages consumers to understand these important protections,” said Gladys Brown Dutrieuille, PUC Chairman. “PUC regulations provide consumers with essential tools to help recognize deceptive sales practices and avoid falling victim to unscrupulous sales agents.”

Motorcycle Ride to Benefit Wellsboro Shared Home

Wellsboro Shared Home, 27 Bacon Street, Wellsboro, announces a motorcycle benefit ride on June 25, 2023. The starting point will be Eisenhauer’s Tioga County-Harley Davidson, 2911 S. Main St. Mansfield, PA, with registration beginning at 9am at their pavilion. Kickstands up by 11:00am. Drivers’ donation is $20; passengers’ $10. Participating and co-hosting the event are members of First Baptist Church of Wellsboro. Mr. Eduardo Macias, Vice President of the Williamsport chapter of Christian Motorcyclists Association (CMA) has invited his and other chapters to raise money for the residents at Wellsboro Shared Home. Macias states, “I joined about 6 years ago. I used to travel all over the country because of my job, and I couldn’t join CMA because I wasn’t staying at the same place for a long period of time. Once I found a good place to stay like Wellsboro, I was surprised that there was a chapter in Williamsport, so I joined.
I love to be part of CMA, the fellowship, the things discussed in our meetings, the enthusiasm of our leaders, meeting other CMA-ers, the mission…and of course, the rides. I always did enjoy riding for the ability to see more and breathe the different country smells, etc.

Nancy L. BARNETT, 80, of Hallsport, NY, went to be with her Lord on Saturday, June 3, 2023 in Wellsville Manor Care Center.
Born August 2, 1942, in Ellisburg, PA, she was the daughter of Chester G. and Ethel Sarah Sherwood McCaslin. On November 19, 1966, in Wellsville, she married Byrle Roger Barnett, who predeceased her on August 2, 1999. A graduate of Genesee High School, she was employed by Herbert Cooper in Genesee and Current Control in Wellsville. Nancy was a member of the Salvation Army of Wellsville for most of her life. She was also active in The Gospel Chapel of the Christian & Missionary Alliance Church in Whitesville and Chenunda Creek Fellowship in Independence.
Surviving are: two sons, B. Randy Barnett of Tennessee and Lynn Barnett of Shongo; a daughter, Marcia (Michael) Dunn of Coudersport, PA; seven grandchildren; three great-grandchildren; two siblings, Clair (Sandy) McCaslin of North Carolina and Esther Chapman of Florida; nieces and nephews.

Carl R. Zuchelli Jr., 65, of Kersey, died on Saturday, June 2, 2023, at Dubois Nursing Home after a brief illness.
He was born on September 1, 1957, in Ridgway, a son of the late Carl and Rita Rucinski Zuchelli.
Carl lived in the area for most of his life and was a graduate of Ridgway High School. He enjoyed riding his motorcycle and exploring nature. He was an avid hunter and loved spending his time outdoors.
Carl is survived by a special cousin, Marlene Bauer of St. Marys and numerous cousins.
In addition to his parents, he was preceded in death by a brother, Kenneth Zuchelli, paternal grandparents, Ettorie and Irene Zuchelli, and maternal grandparents, Stanley and Mary Rucinski.
A Graveside Service for Carl R. Zuchelli will be held on Monday, June 12, 2023, at 11:00 AM at St. Joseph Cemetery, 17764 Bennetts Valley Highway, Force, PA 15841.

Jane Ann Thompson “beloved wife, mother and grandmother”
Jane Ann Thompson, 77, of Coudersport, passed away with her loving family by her side on Saturday, June 3, 2023, in Manatee Hospital, Bradenton, Florida.
Born on Tuesday, March 5, 1946 in Wellsboro, she was a daughter of Albert R. and Edith Mae Eaton Nordquist. On January 25, 1964, she married Roy A. Thompson, who survives.
Jane was a graduate of Galeton High School. She attended Alfred University in Alfred, N.Y. Not only was she a farm partner for life, but was a gardener, artist, landscaper, animal lover and a “Jill” of all trades.
She moved to Bradenton, Florida in 2011 due to health issues to be by her sisters. After her health declined, she would still return to the beloved Century Farm every summer to take part in the operation and care. Every Christmas, Jane’s family looked forward to her infamous Cod Fish pudding, with her being a good cook all year round.
Left to cherish her memory are her husband, Roy; two sons, Scott (Sandy) Thompson of Coudersport and Rob (Nicole) Thompson of Coudersport; three granddaughters, Alyson, Lillian, and Elizabeth; a great-grandson, Julius; five siblings, John Nordquist and Steve Nordquist, both of Coudersport, Peg (Denny) Hall of Mayaka, Florida, Dottie Hill and Nancy (Rick) Pagano, both of Sarasota, Florida; and many nieces and nephews.
In addition to her parents, Jane was predeceased by three siblings, Albert “Nork” Nordquist, Gail Fish, and Nels Nordquist.
Funeral services are private and will be held at the convenience of the family.

Jacqueline “Jackie” Lee Sills, 71, of Warren, PA

Jacqueline “Jackie” Lee Sills, 71, of Warren, PA, passed away on Friday June 2, 2023, in Warren General Hospital, after a one-year battle with cancer.
Jacqueline was born in Meadville, PA, on April 25, 1952. She worked as a Home Health Nurse. Jackie was an avid Soap Opera Watcher. Days of our Lives was her favorite. She enjoyed going to the beach, ocean, and loved spending time with her family. Jackie was a very caring and loving person, who enjoyed helping others when she was able, and will be missed by many.
She married Drew Sills, in Lillington, NC, and he preceded her in death.
Jacqueline is survived by her children, Tracy Coursey-Fields and husband Jeffrey, and son Dennis Bump; grandchildren, Jada Coursey and Tyler Humes, Justin Coursey and Amanda Cornell, Brianna Coursey and Chris McKenzie, Trey and Dayna Coursey, Gage Scovil, Colin McMillen, Paige Fields, Kaeli Fields, Sawyer Fields, Joshua Bump, Makayla Bump, and Jia Bump; great grandchildren, Jaxson Humes, Ashton Coursey, Levi Coursey, Wyatt Coursey, Cole McKenzie; siblings, Pam and Rod Holloway, Melody and Flip Harrison, and Danny Trace.

After-School Programs at Port Allegany Elementary School

Students at Port Allegany Elementary School have enjoyed several after school programs thanks to local professional photographer and paraprofessional at PAES Elizabeth Valentine. Mrs. Valentine wanted to start some creative driven based afterschool programs for elementary students at PAES. She has a passion for the performing and visual arts and wanted to share her knowledge and show students how to look outside the box and get creative with the world around them. She also wanted to encourage them to explore creativity through photography. Her lessons included hands-on experience with lighting, perspective and color, posing, camera angles, set design and commercial and product photography. Students in 4th, 5th and 6th grades learned their lesson for the week and then went out into the school building and outdoors to experiment with photography. The classes included themes and scavenger hunts as well as photo challenges to make the lessons fun.

Each grade had 12-week sessions with Mrs. Valentine for photography. When the photography sessions ended, the after-school sessions focused on the performing arts(acting). Mrs. Valentine introduced her students to comedy improv, how to explore and channel emotions, to think about life experiences and how to get into a character. Mrs Valentine believes these skills greatly help students gather courage to be in front of people, respect their peers as they perform, think about different life experiences and how to channel them into a positive, healthy outlet on the spot. Also, the acting lessons build self-confidence and emotional awareness and reduce stress as well as giving the students a creative outlet to express themselves, The classes help students to understand how different emotions affect their body language and social and emotional well being through performances. Students were also taught how to apply special effects makeup and as importantly, how to properly remove makeup.
Mrs. Valentine hopes to expand her afterschool programs possibly starting school neswspapers at PAES and PAHS. The current programs have been well received by students, staff and parents who appreciate Mrs. Vaentine’s time and talents. The students had some of their photography featured in the 2023 Elementary Art Show.
Courtney Marie CLARK, 33, of Shinglehouse, PA

Courtney Marie CLARK, 33, of Shinglehouse, PA, died Friday, June 2, 2023 as a result of injuries sustained in a motor vehicle accident.
Born February 8, 1990, in Buffalo, she was the daughter of Jeffrey Clark and Hope M. Cooper. Courtney attended Filmore High School and was a 2008 graduate of Andover Central School. She was employed by Glenn O. Hawbaker as a scale operator and lab technician.
Courtney touched so many people in her short time here on Earth. She was a force of nature in all our lives. She had the most beautiful soul, personality, and smile. Courtney loved her family, friends, and her puppies, Winnie and Tallie, with all her heart.
Surviving are: a son, Zachery Hockenberry of Shinglehouse; her boyfriend, William McDowell of Shinglehouse; her mother, Hope Cooper of Belmont; her father, Jeffrey (Stephanie) Clark of Rushford; a step-brother, Trevor Clark of Belmont; maternal grandparents, James and Sandra Cooper of Belmont; paternal grandmother, Sylvia Clark of Belfast; an aunt, Sherry Cooper of Belmont; many aunts, uncles, cousins, and friends.
