Scott W. Keiser, 63, of Shinglehouse, formerly of Ceres, NY
“beloved husband, father, Papa, and son”
Scott W. Keiser, 63, of Shinglehouse, formerly of Ceres, N.Y, passed away in his home surrounded by his loving family on Wednesday, November 9, 2022, after a courageous battle with cancer.
Born on Friday, March 27, 1959 in Camp Lejeune, North Carolina, he was a son of William M. and Patricia R. Stafford Keiser. On December 12, 2010 in Shinglehouse, he married Jacqueline L. “Jackie” Frost, who survives.
Scott attended Lewisburg High School, Mansfield University, and Penn State University where he received a certificate in engineering. He honorably served in the US Army from 1976 to 1979 serving as a Track Vehicle Mechanic.
Scott, along with his best friend, James “Jim” Pratt, owned and operated State Line Auto in Ceres, N.Y. For many years, he was employed at Confir Realty in Bolivar until he became ill.
He enjoyed fishing, NASCAR, and tinkering and fixing things. He was an avid outdoorsman. His greatest love was spending time with his family.
Left to cherish his memory are his wife of 12 years; his mother and stepfather, Patricia and Alan Fowler of Olean, N.Y.; nine children: Ryan T. (Mauricio) Keiser and Brandon A. Keiser, both of Olean, N.Y, Beth (Brandon) Freer of Eldred, A.J. (Ashli) Lockwood of Roulette, Michelle (Anthony) Tate of Coudersport, Maria (Floyd Higby) Burdick of Richburg, N.Y., Heather (Chris Witter) Burdick of Little Genesee, N.Y., Henry (Desiree) Burdick of Bolivar, N.Y., and Amanda Nelson of Allentown, N.Y..; many grandchildren; two great-grandsons; a great-grandson due in March; many nieces and nephews; and his cat, Missy.
Scott was predeceased by his father; a brother, Randall T. “Randy” Keiser; a grandson, Landon Lockwood; and a niece, Gracie Ebert.
Family and friends may call from 11am to 1pm on Monday, November 14, 2022, at the Virgil L. Howard Funeral Home, 118 South Union Street, Shinglehouse where a memorial service will follow at 1pm with Richard Lasher, Jackie’s brother-in-law, officiating. Burial will be in Maple Grove Cemetery, Shinglehouse.
Members of the Potter County Honor Guard will accord military honors on Monday.

The regular meeting of the Liberty Township Supervisors was called to order at 8:35 AM by Chairman, Dick Brown. Supervisor Fred Ernst, Secretary Cindy Speeth were present.
REPORTS:
1. 17 ambulance calls for Liberty Township.
2. 6 fire calls for Liberty Township.
3. Secretary’s Report for October 13, 2022 was presented and unanimously
accepted on a motion by Supervisor Ernst and a second by Chairman Brown.
4. Treasurer’s Report for the month of November, 2022 was presented and
unanimously accepted on a motion by Supervisor Ernst and a second by
Chairman Brown. Chairman Brown stated that in the General Fund there were bills paid in the amount of $61,233.90, revenues received in the amount of $10,056.36 and a balance of $108,394.75. There was a balance of American Relief Funds in the amount of $8,682.26 and $250.35. In the State Fund there were bills paid in the amount of $6429.52, revenues received in the amount of $6837.77 and a balance of $81,144.90. In the Sewer Fund there were bills paid in the amount of $0, revenues received of $200 and a balance of $1434.64.
CORRESPONDENCE:
1. Meeting Minutes from Upper Pine Creek Council was presented by Chairman Brown along with an invoice for the 2023 year. On a motion by Supervisor Ernst and a second by Chairman Brown it was unanimously agreed to pay the $150 invoice for 2023.
2. Chairman Brown read a letter from McKean County Planning Commission regarding approval of Postlewait Logging Wood Pellet Plant.
All correspondence was made available to the public.
NEW BUSINESS:
1. Resolution No. 3-22 adopting the annual budget for 2023 in the amount of $489,056.00, total for all accounts, was unanimously accepted on a motion by Supervisor Ernst and a second by Chairman Brown.
2. Resolution No. 4-22 adopting the annual millage for 2023(2.06 mills for the Township, 1.0 mills for the fire department and .5 mills for the ambulance), was unanimously accepted on a motion by Supervisor Ernst and a second by Chairman Brown

UPDATES Governor Wolf thanked poll workers and county election officials for helping their community vote during the November 8 election. Governor Wolf signed 66 bills into law, including decriminalizing the possession of fentanyl test strips to avoid deadly overdoses. As the General Assembly left the Capitol on the last scheduled legislative session day, Governor Wolf expressed disappointment that significant issues were left on the table. Governor Wolf and President Biden visited Fern Hollow Bridge in Pittsburgh to highlight the importance of investing in infrastructure. Pennsylvania’s Rainy Day Fund reached a record high of nearly $5 billion. Libre the dog joined Governor Wolf to celebrate strengthened animal protection laws under the Wolf Administration. Pennsylvanians who qualify for the Property Tax/Rent Rebate Program can apply by December 31, 2022 to receive their annual rebate plus a one-time bonus rebate. United Way Annual Soup Lunch Deadline November 11th
The United Way of the Bradford Area, Inc. will be hosting its Annual Soup Lunch, sponsored by First Energy, on Friday, November 18th at the First Presbyterian Church.
This year, the UWBA will be offering: Broccoli Cheese, Stuffed Pepper and Italian Wedding. Each soup is available for pick-up or delivery between 11am and 1:30pm at a cost of $7 for a 12oz bowl or $10 for a 16oz bowl and includes: crackers, utensils and a dessert prepared by the Zonta Club and Bradford Senior Center.
All proceeds will benefit the UWBA. Barbara J. EHRHART, 73, of Galeton, PA, died Tuesday, November 8, 2022.
Born March 28, 1949, in Wellsboro, she was the daughter of Kenneth and Cora Tinder Walters.
A graduate of Galeton Area High School, she studied cosmetology in Erie. She was employed by Giant Foods in York for 30 years.
Surviving are: a sister, Virginia Cimino; two brothers, Steven Walters and Wayne Walters; nephew, Tony and Julie Cimino and their children, Lauren, Erin, and Braiden; nephew, Mitch Walters; nephew, Marc and Charlene Walters; niece, Heather Walters Linehan and daughter, Norah; and niece, Katie and Tim Hanna and their children, Logan, Eleanor, and Sadie.
She was predeceased by her husband, Gerald Ehrhart.
