Alicia Marie Roberts, 45, of Emporium, PA formerly of South Carolina passed away at her residence, Emporium, PA on Tuesday (July 4, 2023) evening after a brief bout with cancer. She was born June 2, 1978 in St. Marys, PA a daughter of William (Cathy) Lyon, Emporium and Debra Palmer Lyon, Emporium.
Alicia graduated from Cameron County High School. She moved to South Carolina where she spent most of her adult life before moving back to Emporium a short time ago. She worked as a receptionist in the hotel industry for many years as well as in home health care.
In addition to her parents she is survived by a sister, Katrina Lynn Wiltrout (William), Emporium; three nephews: Keegen Duby, Bentley and Wyatt Wiltrout; maternal grandmother, Roberta Palmer, Emporium.
She was preceded in death by her maternal grandfather, Donald Palmer; paternal grandparents, William and Irene Lyon.
There will be No Visitation. A Memorial Service will be held at the Barnett Funeral Home, 207 E. Fourth Street, Emporium, PA Friday (July 14, 2023) at 11:00 AM with Rev. Dr. Andrew P. Spore, Pastor, officiating.

North Central PA Regional Planning and Development Commission Seeking Input on Broadband Through Community Meeting
Feedback collected will support Pennsylvania’s broadband expansion planning efforts
Ridgway, PA (July 6, 2023) – The North Central PA Regional Planning and Development Commission today announced a meeting to engage the community in discussions about broadband use and experiences. The meeting will also provide information about the Commonwealth’s work to develop an action plan to ensure equitable, affordable broadband access for all residents, businesses, and communities.
Those interested in participating are invited to join the meeting scheduled for July 20th, 2023, from 10am – 11:30am at the Port Allegany Veteran’s Memorial Inc. at 4743 PA-155, Port Allegany, PA.
Executive Director, Jim Chorney states “Access to broadband is no longer a luxury, but a necessity for every individual and community in the region. It goes beyond connectivity; it is the key that creates opportunities and paves the way for knowledge and economic growth throughout the Commonwealth.”
The North Central PA Regional Planning and Development Commission’s meeting is part of a larger strategic effort led by the Pennsylvania Broadband Development Authority (PBDA). Through a robust meeting series, the PBDA will connect with a diverse array of Pennsylvanians and use the public input to help develop plans to address broadband service needs in unserved and underserved communities. The plans will help ensure everyone has the skills, technology, and capacity needed to benefit from our digital economy.
“Far too many Pennsylvanians lack access to affordable, reliable high-speed internet access or face barriers to accessing the technology necessary to participate in our society and economy fully,” said PBDA Executive Director Brandon Carson. “We are seeking to close the digital divide, and the feedback we receive through community meetings is essential as the Commonwealth develops its Broadband, Equity, Access and Deployment and Digital Equity plans.”
The Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law, authorized a $65 billion investment into broadband to close the digital divide. Pennsylvania is guaranteed a minimum of $100 million and is expected to receive hundreds of millions in additional funding through formula or competitive funding opportunities. The community meetings are critical to the planning process and will help inform Pennsylvania’s path forward when the Commonwealth secures funding and implements the plans.

Resurfacing Project Continues on Interstate 180 in Lycoming County
Montoursville, PA – Motorists are advised that a two-year roadway project continues on Interstate 180 eastbound and westbound in Montoursville Borough, and Loyalsock, Fairfield, and Muncy townships in Lycoming County.
Week of July 9
On Sunday July 9, 2023, through Friday, July 14, 2023, the contractor, Glenn O. Hawbaker, will continue milling the westbound lanes of Interstate 180 starting near the westbound on ramp at the Lycoming Mall and continue westward to Brushy Ridge Road. The contractor will also be paving the westbound lanes from Brushy Ridge to Loyalsock Creek. Motorists can expect alternating lane restrictions where work is being performed. Work will be performed between the hours of 7:00 PM and 2:00 PM, weather permitting.

Motorists should be alert, slow down, watch for lane changes, and drive with caution.
Glenn O. Hawbaker is the prime contractor for this $11.4 million highway resurfacing project. Work on this project includes mill and resurface of over 13 miles of roadway including entrance and exit ramps at Route 87 and the Fairfield Road interchanges, new lighting, guide rail upgrades, drainage, signage, and pavement markings. Additional work the removal and re-epoxy of 16 bridges throughout the project. These bridges span the Loyalsock Creek, Route 87, Fairfield Road, Route 220, Carpenter’s Run, Brushy Ridge Road, Wolf Run, and Muncy Creek. Work on this project is expected to be completed in the summer of 2024, with a winter shutdown in 2023.
Motorists should be alert, slow down, expect delays in travel, watch for lane changes, and drive with caution through the work zone.

MANSFIELD, PA – Four members of a Canadian family were victims in a road rage incident that took place along the Route 15 North off ramp Wednesday afternoon, July 5, 2023.
22-year-old Brandon Mullins of Mansfield was taken into custody by local police with guns drawn outside his residence, near Butter’s Home along Route 6 in Mansfield, according to a witness.
Mullins has been accused of firing his gun 3 or 4 times at a blue Telsa on the Beautys Run Road off ramp of the Route 15 northbound lanes in Old Lycoming Township about 2:45 PM, stated police on Wednesday.
The road rage incident occurred in the city, when Brandon Mullins became very angry when he believed the driver, of the Telsa had cut him off in the area of the Route 15 North spur, Detective Segura said.
Mullins was driving the red 2016 Mazda CX5, that police had issued a BOLO for in the shooting incident yesterday. Mullins allegedly ran into the side of the Telsa as the two motorists continued north into Old Lycoming Township, police said.
The Canadian driver immediately called 911 to report the accident as Mullins passed the Telsa carrying the Canadian family, police said.
A short time later, Mullins started to pull over at the Beautys Run Road off ramp, which lead the Canadian driver to think he was stopping to exchange information with him. However, Mullins displayed a gun outside the driver’s side window and then fired the gun multiple times, aiming back at the Telsa, according to an affidavit.
As reported earlier there were no injuries and none of the shots fired hit the Telsa with the family inside. Mullins then pulled back onto Route 15 North and drove away leaving a very shaken family behind.
Police stated they were told that Mullins had been “in Lycoming County for a job interview.”
According to police, the Canadian family was returning home from their vacation, with their two minor children in the Telsa when the incident unfolded.
Police were able to quickly obtain a search warrant for the vehicle Mullins had been driving that day and police towed that vehicle from Mullins’ residence.
According to court records, a handgun was recovered in the red Mazda.
Brandon Mullins was arraigned in front of District Judge Aaron Biichle on charges of aggravated assault, simple assault, recklessly endangering, as well as terroristic threats. Mullins bail was set at $175,000 and he was placed in the Lycoming County Prison.
Wesley L. Fish, age 91, of Knoxville, PA

Wesley L. Fish, age 91, of Knoxville, PA passed away on Tuesday, July 4, 2023 at his home surrounded by family.
Born August 3, 1931 in Blossburg, he was the son of the late William D. and Cecile (Butler) Fish.
Wesley served in the US Army and retired from Corning, Inc., where he was a pipe fitter for many years. He enjoyed traveling, the outdoors, woodworking and refinishing furniture.
He loved spending time with his great grandchildren, who could always put a smile on his face.
Wesley is survived by his loving wife of 67 years, Carolyn A. Fish; children, Kevin and Mary Fish of Knoxville, Wendy and Bruce Cady of Knoxville and Brian and Denise Fish of Tioga; grandchildren, Amber Chamberlain, Wesley Haynes, Amy Donaldson, Patricia Gleason and Courtney Surine; 14 great grandchildren and a sister in law, Loretta Cruttenden.
He was preceded in death by a grandson, Curtis Michael Haynes; great granddaughter, Julia Haynes and his siblings, Roger, Joyce, Alfred, Lee and Ross.
Family will receive friends at the Kenyon Funeral Home, 214 W. Main St., Elkland on Sunday, July 16th from 2:00 – 3:00 PM. A funeral service will be held immediately following at 3:00 PM with Troy Preston officiating. Military Honors will follow.

Althea Jane Bacon, age 76, of Knoxville, PA

Althea Jane Bacon, age 76, of Knoxville, PA passed away at UPMC Williamsport on Saturday, July 1, 2023.
Born April 27, 1947, she was the daughter of Avery and Betty (Tripp) Hall.
She graduated from Elkland High School and retired from the USPS, where she was a rural letter carrier for many years. Althea enjoyed traveling and was a member of the Knoxville VFW Auxiliary.
She is survived by her son, Corrie Bacon and his wife, Kimberly; grandson, Gage Bacon and her dog, Snowball.
She was preceded in death by her parents and a brother, Jimmy Hall.
Private services will be held at the convenience of the family.

BRMC fundraiser reaches $17,000 for fire victims

BRADFORD, PA – Volunteers throughout Upper Allegheny Health System (UAHS) gathered together on the dreary morning of June 23 to host a chicken BBQ fundraiser at Bradford Regional Medical Center (BRMC). The event, which had an outstanding showing, was organized and hosted by BRMC employees to benefit local Bradford fire victims.
Over 400 chicken dinners were served through the team of volunteers with over 260 dinners being pre-ordered the morning of the event.
“It was a great turnout! We didn’t expect anything less from the Bradford community,” said David Monroe, chief administrative officer, BRMC. “We appreciate everyone for their participation and donations to help our neighbors in need.”
The event also included a 50/50, chance raffles baskets donated by BRMC employees as well as a bake sale hosted in the main lobby of the hospital due to the weather conditions.
“We were prepped for 300 dinners but due to the overwhelming positive response from the community we had to prep additional dinners. We want to thank everyone for their patience with delayed pick-ups and the wait time on some orders. It was a learning curve throughout the day for our volunteers who helped with the event,” said Monroe. “Thank you to our employee and community volunteers for their time and coordination in making the event successful.”
The event brought in over $17,000 through sales and donations. A significant donation was made by American Refining Group. Monies raised will be distributed to the families who lost their homes in the May due to a catastrophic fire. Owlett Votes ‘No’ on Budget, Calls Out Shapiro for Turning His Back on Kids in Failing Schools
HARRISBURG – Rep. Clint Owlett (R-Tioga/Bradford) issued the following statement after the state House approved a 2023-24 state budget despite his negative vote.
“Just a few days ago, I was prepared to support this budget, not because I agreed with every single thing in it but because it was going to give students in our worst performing schools a chance to make their lives better.
“Sadly, the governor pulled the rug out from under those more than 207,000 children and their families today when he pledged to line-item veto the $100 million appropriation for Lifeline Scholarships.
“Governing is built on trust. If the bill as drafted and agreed to with the Senate was put up for a vote in the House, it would have passed. The governor bowed to the progressive leadership in the House and is unwisely allowing them to drive the agenda. He speaks about working together, but stabbing the Senate in the back, as stated by one senator, is far from that.
“Where I come from, you actually do what you say you’re going to do. The governor pledged support for lifeline scholarships during his campaign for governor and reiterated that support in budget negotiations with the Senate last week. Today he reneged on that promise. The people of this Commonwealth deserve better.”

Excel I and Excel II Classes Scheduled
The Education Council has scheduled an Excel I (Basic) class and an Excel II (Intermediate) class for Thursdays, August 3 and August 10, respectively, from 1:00 – 5:00 p.m. Classes will be taught by Ron Keeney, Professor in the Computer Science Department at Alfred State College of Technology and will be held at the Education Council’s Coudersport office at 5 Water Street. Four Hinsdale graduates receive CRCF-managed scholarships

OLEAN, N.Y., July 6, 2023 – Four Hinsdale Central School graduates received scholarship awards from funds managed by the Cattaraugus Region Community Foundation to support graduating Hinsdale seniors.
Francisca Childs, Andrew Mulryan and Hannah Sutton each received the Hinsdale Alumni Association Memorial Scholarship for $1,000.
This scholarship established by the Hinsdale Alumni Association, $1,000 each this year, is for a graduating senior of Hinsdale Central School. Recipients must have a grade average of 80% or higher, demonstrate qualities of good citizenship and good character and have definite educational goals.
Childs will attend Washington and Lee University where she plans to study biology/economics. Mulryan will attend Alfred State to study HVAC. Sutton plans to study communications at John Carroll University.
Childs also received the Elodine Swarts Baxter and Lena Conrad Swarts Memorial Scholarship for $1,400.
This scholarship, established in 2016, is for a promising and deserving graduating senior from Hinsdale Central School or a resident of Ischua, NY, regardless of what high school the student attends. The student must demonstrate academic success and involvement in extracurricular activities.
Norman Baxter, a past Hinsdale graduate, established the scholarship fund in memory of his mother, Elodine Swarts Baxter, and his grandmother, Lena Conrad Swarts.
Marissa Adams received the Betty Pappas Scholarship for $800.
The Betty Pappas Scholarship, established through the estate of Betty Pappas, a former Hinsdale teacher and guidance is counselor, is awarded to a student in the graduating class at Hinsdale Central School who will be attending a college or university and has given outstanding service to Hinsdale Central School.
Adams will study graphic design and animation at PennWest Edinboro.
