Montoursville, PA – Motorists are advised of a lane restriction next week on Route 15 in Bloss Township, Tioga County, for a soil remediation project due to a previous crash.
On Tuesday, October 3, 2023, and Wednesday, October 4, 2023, the contractor will be working on Route 15 between Route 2016 (Arnot Road) and Route 2005 (Bloss Mountain Road). Motorists can expect the right (driving) lane and shoulder to be restricted. Work will be performed between the hours of 8:00 AM and 6:00 PM, weather permitting.
Motorists should expect minor delays, watch for slow or stopped vehicles, and watch for construction vehicles entering and exiting the roadway.

Join the park educator for a short walk in the park as we go over the basics of tree identification, why/how the leaves change color, and enjoy the scenery the park has to offer. Wear sturdy shoes for walking on the trails, and feel free to bring a water bottle and bug spray!
Description: What are the differences between deer and elk? Who arrived in Pennsylvania first? Come to this program and find out, along with learning general facts about each of these mammals. Short talk followed by a movie – feel free to bring snacks and a blanket!

It’s Spirit Week at Port Allegany High School as they prepare for Homecoming 2023, Saturday, September 30th.
Theme for this year’s Homecoming is Disco. Friday activities include the Homecoming Parade at 6 p.m. Lineup is at the Boro Building with the parade route going to Main Street, Arnold Avenue and Mill Street to the football field parking lot.
Following the parade, there will be a bonfire.
The Junior High Homecoming Dance will take place from 7:30 – 9:30 in the Auxiliary Gym at the school Tickets are available at the door at a cost of $5.
Saturday, the Gators will take on the Kane Wolves with kick-off at 1:30. The Port Allegany Marching Gator Band will do a pre-game performance at 1:15. Kick-off will be at 1:30. A ceremony will be held at half-time to introduce the court and crown the King and Queen.
The Grand March will kick off the Senior High Homecoming Dance at 7:00 p.m. where the King and Queen will be presented.
The public is welcome to attend the Grand March from 7:00 – 7:30 p.m.
Homecoming activities are sponsored by the PAHS Student Council.
Department of Conservation and Natural Resources Secretary Cindy Adams Dunn announced the appointment of Alan Johnson as the Park Operations Manager of the Kinzua Bridge State Park Complex in McKean County.
“Alan is a strong, steady leader with a mind for protecting natural habitats and native plants,” Dunn said. “I believe he will be a tremendous asset to the Kinzua Bridge State Park Complex and the surrounding community, and look forward to seeing his dedication in action in this new role.”
Johnson enjoys interacting with park visitors and educating them on the importance of proactive habitat management.
He noted that state parks provide positive examples of native plantings and habitat improvements the public can follow on their own lands, regardless of the size of their property. Read more..
Carl M. Ripley, 75, of Galeton, PA, passed away on Monday, September 25, 2023 at UPMC Wellsboro.
Born September 26, 1947, in Elmira, NY, he was a son of the late Allen and Iva (Draper) Ripley. Carl was a graduate of Elmira Southside High School and was a Veteran, having served in the United States Army during the Vietnam War.
On April 22, 1983 in Coudersport, PA, he married the former Margie Snyder, who survives.
Carl owned and was an agent at Nationwide Insurance in Coudersport and then later, owned Carl Ripley Insurance in Ormond Beach, FL.
Dept 6,14,25,7A(ambulance), Wellsboro hospital medics dispatched for a MVA. Rescue 6-8, Chief 6-20 arrived on scene to find one vehicle, off the roadway, hit a pole and a tree. Rescue crew began to assess the patient for injuries.
Rescue crew did not find any apparent or serious injuries. Due to the mechanism of injury command kept both BLS and ALS responding. Engine 6-2 setup traffic control on the west side of the incident. Rescue 14-8, Chief 14-10 and 20 responded and setup traffic control on the east side of the incident.

Leland “Harry” “Icky” Morse Rouse, 84, and Laura Lillian (Harrington) Rouse, 79, passed away together on September 24, 2023, at their home.
Leland was born on May 16, 1939, in Blossburg, the son of the late Clyde Norris and Nina (Tubbs) Rouse. Laura was born on December 21, 1943, in Coudersport, the daughter of the late Henry D. and Laura (Niver) Harrington. Leland and Laura were married on October 14, 1961, at North Bingham Church and have celebrated over 61 years of marriage together.
They were active in 4-H, Tioga County Fair, the Chatham Twp. Volunteer Fire Department. Leland was also a Chatham Twp. Supervisor for many years. They attended the Little Marsh United Methodist Church for several years.
Leland’s farming days started at an early age when he went to live with John and Sally Bieser on their dairy and sheep farm in Little Marsh. John and Sally became like parents and grandparents to the entire Rouse family.
Laura was an exceptional homemaker who helped raise many children in the Little Marsh area. She also took great care of her lawn and in her recent years, very reluctantly, took on the lawn care supervisory role.
One of their greatest joys was attending events that their children, grandchildren, nieces, nephews, and other neighborhood children participated in. They also looked forward to attending the Tioga County Fair every year where they had been involved for nearly 50 years. Thanks to technology, they were able to stay connected with their family in Montana and Wyoming and loved receiving pictures and videos of their grandchildren and great-grandchildren.
Leland and Laura are survived by daughters: Kelly Rouse (Gail) Doan of Circle, Montana; Tracey Rouse (Bill) English of Wellsboro; Daughter-in-law, Nancy (Rouse) Pautz of Knoxville; grandchildren: Lindsey (Jordan) Vigil, Lacey (Andrew) Helm, Brent English, Chelsie English, Bryan Blackwell, and Chris (Gayla) Blackwell, great-grandchildren: Finley and Weston Vigil, Brady, Eli and Hayes Helm, Maddie and Michael Blackwell, special niece and nephew, Kyle (Courtney) Rouse, Whitney and Lainey Rouse, and Sarah (Nate) Callahan, Laura’s sisters: Evelyn Kellogg, Lucille (Tom) Hoppe, and Kitty (Jim) Panky, Leland’s brother, Clyde “Gene” Rouse, and Leland’s sister, Lorraine Stermer. They were preceded in death by their son, Michael Scott Rouse, and an infant son Timothy Rouse.

Joint Initiative of NARUC, U.S. DOE Will Facilitate the Development of State Planning Roadmaps for Enhanced Gas Infrastructure and Utility Decarbonization
HARRISBURG – Pennsylvania Public Utility Commission (PUC) Commissioner Kathryn L. Zerfuss has been appointed to a newly formed Presidential Task Force on Evolving Gas Infrastructure Planning established by the National Association of Regulatory Utility Commissioners (NARUC) and the United States Department of Energy (DOE).
Launched in July, the new national task force will assist state commissions in developing their own roadmaps related to gas distribution infrastructure planning and future technology investment options to achieve utility decarbonization in the coming decades.
“I am honored to be appointed and represent Pennsylvania on the Task Force on Evolving Gas Infrastructure Planning,” Commissioner Zerfuss said. “State-level decarbonization goals present utility regulators and jurisdictional utilities with new and complex challenges – with many regulators lacking sufficient information to make gas investment decisions within current frameworks.
