Allegany-Cattaraugus-Chautauqua Fund for Women Grant Application Open
Alfred Station, NY, February 4, 2024 – Announcing the open period for grant applications through the Allegany-Cattaraugus-Chautauqua Fund for Women (ACC-FFW). Grant applications, for individual grants, are being accepted through March 15th, 2024. A thorough review of applications will precede award notifications on or around April 30th, 2024.
Grants are awarded based on demonstration of need and applicant explanation of how the money will be used toward continued betterment that facilitates sustained self-sufficiency. The amount awarded may vary from year-to-year, based on the number of applications and funds available, up to $1,000 per grant.
Governor Josh Shapiro Opens Application for Historically Disadvantaged Businesses to Access $10.5 Million in Eligible Funding

Eligible small diverse businesses can apply for funding grants to assist with working capital, inventory, equipment, marketing, and costs to support ongoing operations.
Harrisburg, PA – Today, Governor Josh Shapiro is delivering on a major budget priority, opening the application window for small diverse businesses across the Commonwealth to apply for a total of $10.5 million in federal American Rescue Plan Act (ARPA) funding.
Grants ranging from $2,500 to $10,000 will be awarded to historically disadvantaged businesses that were in operation on or before March 17, 2020, and were impacted economically by COVID-19. All applications submitted between February 5 and February 23, 2024, will be considered for funding.
Joan Marie (Eaves) Fussell Russell, 82, Bradford, PA

Joan Marie (Eaves) Fussell Russell, 82, entered into Glory on Saturday, February 3, 2024, at the Pavilion at BRMC.
Born October 14, 1941, in Starkville, MS, to the late Paul H. and Marie (Sheppard) Eaves.
Joan was a 1958 graduate of East Jefferson High School in Metairie, LA. She attended Louisiana State University at New Orleans before marrying Lt. William R. Fussell, Jr., USN on May 31, 1960.
They were stationed at Naval Air Stations in Corpus Christi TX, Bermuda and Jacksonville, FL, before Joan was widowed at age 23 when Bill was killed on active duty on April 11, 1965. She married William Ezra Russell on June 24, 1966. She lived most of her adulthood as a single mother following their divorce on December 29, 1971. She returned to Louisiana State University at New Orleans and graduated with an Associate of Science Degree in Nursing in 1986 and became a Registered Nurse. She worked in psychiatric hospitals in New Orleans and Houston before retiring from the Texas Department of Criminal Justice Psychiatric Prison Hospital in 1997.
Gloria A. Galentine, 72, of Turtlepoint, PA

Smethport – Gloria A. Galentine, 72, of Turtlepoint, PA passed away unexpectedly, Friday (February 2, 2024) at Bradford Regional Medical Center, Bradford.
She was born July 30, 1951 in Port Allegany, the daughter of Alfred and Artie (Bells) Cochran. On October 26, 1968, Smethport, she married Robert R. Galentine, who survives.
Gloria worked at Sheetz for several years, then at Carlson’s Store in Turtlepoint, and lastly at Northern Tier Headstart as an aide.
She was a member of the Port Allegany Moose Lodge #460, was an auxiliary member of the Port Allegany Legion, and a member of the Birchgrove Mennonite Church. She was proud of being a grandmother and great-grandmother, as her family was her whole world to her.

Richard D. Stewart III, 47, of Maple Grove Road, Friendship, NY passed way Friday, February 2, 2024 at home.
Born on May 8, 1976, in Corning, he was a son of Richard D. Stewart, II and Anita Hoad Parulski. On May 10, 1997, in Bath, he married the former Cristin M. McKenna who survives.
Rich was a graduate of Haverling High School Class of 1994. He later graduated from Houghton College with a Bachelor’s Degree in Biology.
He started working for Friendship Dairies over twenty years ago, and continued on as a Regional Quality Manager for Saputo Cheese USA, Inc.
Rich enjoyed raising horses, cows, goats, and chickens with his wife and daughters. He also enjoyed volunteering with the 4-H program and gardening. Most of all he enjoyed spending time with his family, they were the center of his world.
He had served on the Friendship Central School Board of Education and had attended the Cuba First Baptist Church.

George L. Lewis, 76, of Emporium, PA passed away at Guy & Mary Felt Manor, Emporium, PA on Monday morning (January 22, 2024) following a lengthy illness. He was born April 8, 1947 in St. Marys, PA a son of the late Lawrence and Mary Hornung Lewis.
George graduated from Cameron County High School and served with the US Navy during the Vietnam War. He enjoyed trapping and being with his family.
Bernard (Ben) C. Krieg, Sr., 68, of Grand Valley, PA formerly of Emporium, PA

Bernard (Ben) C. Krieg, Sr., 68, of Grand Valley, PA formerly of Emporium, PA died Monday, January 29, 2024 due to an extended illness at Hamot Hospital surrounded by loved ones. He was born July 30, 1955 in Emporium, PA.
Ben graduated from Cameron County High School in 1973. He retired from the Emporium Borough after 30 years of service. He worked 15 years with the Pennsylvania Game Commission. Ben also worked for various heavy equipment companies in Virginia and North Carolina. Ben enjoyed hunting with his sons and camping with his wife and grandchildren.

I’m sorry it took so long to let everyone know how grateful we are for all the prayers and help that everyone has shown us. How can we ever thank you for all the kindness you have given to us during our time of need.
During the time the fire was engulfing our house Randi Causer came up to see if we were all right. She later told me that when she was leaving, the song, “10,000 Angels” was playing on the car radio and the Lord did send us 10,000 angels. The churches, my postal family and all of you were our angels.
When our son Tom went to see if anything was left, he found our family bible still there. Of course, it was in four pieces, but it was opened to a picture of Jesus with his arms outstretched.
You’ve been a godsend to us and we are blessed to know everyone. I wish we could write all that’s in our hearts. For when I think of all the people that helped and all the prayers that were sent, I can only thank the Lord for the love he has sent to us with/in you.
You have given us hope and shown us how many of God’s children there are. How much this town and everyone else has done for us we’ll never be able to thank you enough. Now that we can see at least a small light at the end of the tunnel, we know that it was only possible through everyone’s kindness and prayers. Our family has been blessed by all of you and we pray to the Lord to protect and bless every one of you.

BLACK HOLE ROAD CULVERT REPLACEMENT:
SUMMIT TOWNSHIP, POTTER COUNTY, PENNSYLVANIA
Sealed bids for the Black Hole Road Culvert Replacement project consisting mainly of demolition and disposal of the existing 4’ diameter, 2’ diameter, and 1.25’ diameter culvert pipes, installation of a new corrugated metal pipe arch with headwalls and wingwalls, roadway repair, and associated stream restoration being comprised of scour hole repair will be received by the Summit Township Supervisors, Potter County, Pennsylvania, until 6:00 pm, on February 29, 2024, at the Summit Township Office located at 811 Big Moores Run Road, Coudersport, PA 16915.
The bids will be publicly opened and read at the Summit Township meeting at 6:00 pm on March 5, 2024. Bids should be sealed and clearly marked “Sealed Bids for the Black Hole Road Culvert Replacement”. Plans, specifications, and bid forms may be examined at the office of E & M Engineers and Surveyors, P.C., 24 Derrick Road, Bradford, PA 16701. Copies of specifications and bid forms may be obtained from the office of E & M Engineers and Surveyors, P.C., for a non-refundable price of $50.00 payable to the Summit Township Supervisors.
There will be a $25 postage fee payable to E & M Engineers and Surveyors, P.C. for mailing bidding documents. Addenda, if any, will be issued to only those persons whose name and address are on record with the owner as having obtained the bidding documents. A mandatory pre-bid meeting will be held on February 12, 2024 at 1:00 p.m. The meeting location will be at the project site near the intersection of Black Hole Road and First Fork Road, Coudersport, PA.
All Bidders are required to attend. A certified check or bank draft, payable to the order of the Summit Township Supervisors or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each bid. A performance bond and payment bond in the amount of one hundred percent (100 %) of the contract as awarded will be required as security for faithful performance of the contract. The successful contractor will be required to comply with all applicable prevailing wage rates, and the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Joann Elenor Harpster, 94, of Emporium, PA

Joann Elenor Harpster, 94, of Emporium, PA passed away at her residence on Sunday morning (February 4, 2024). She was born January 2, 1930 in Emporium, PA a daughter of the late Charles A. and Wilda Ingersoll Schwab Sr. On November 17, 1957 in First Presbyterian Church, Emporium she married Arthur Harpster, who survives.
Joann graduated from Cameron County High School in the class of 1948. She worked at Sylvania before attending Pan-Am airline stewardess school. She then moved to Springfield, VA in 1960, where she worked on the Council at the Pentagon representing men and women in the armed forces, until her retirement in 1987. Upon her return back to Emporium she was involved in Cancer Society, Little Museum and the bloodmobile.

ATV Regional Trail Connector Program Continuing Through 2025
The Department of Conservation and Natural Resources announced it will operate an ATV Regional Trail Connector through the 2025 riding season, following the conclusion of the ATV Regional Trail Connector in 2023.
An ATV Regional Pilot Report shares findings regarding the pilot on the department’s website.
Through collaborations with public and private partners, the pilot offered long-distance riding opportunities and contributed to local economies, while maintaining the many uses and values of the state forest system.
A key finding of the report showed that a multi-jurisdictional authority is necessary to ensure proper staffing, budget, and expertise to address the needs of the trail system. Learn more..
Shapiro Administration Announces Grants for ATV and Snowmobile Projects
Department of Conservation and Natural Resources (DCNR) Secretary Cindy Adams Dunn announced new grant funding totaling $793,800 for ATV-related projects.
Three recipients were awarded grants for projects including trail and trailhead construction and land acquisition for trail development.
“DCNR supports projects that improve upon and expand outdoor recreation opportunities across the Commonwealth, and we are excited to announce funding for this round of ATV projects,” Dunn said. “We look forward to seeing the impact of these projects and encourage worthy projects to apply for the upcoming spring grant round.”
The spring ATV and snowmobile grant applications will be accepted Thursday, February 1 through Friday, March 29.
Funding for these grants comes from the ATV and Snowmobile Restricted Accounts, which are funded through registration fees that riders pay, and support planning, construction, or maintenance of ATV and snowmobile trails and facilities. Learn more…
Penn College hoops teams split, playoff-bound

Pennsylvania College of Technology basketball teams split two United East games to close out the home portion of their regular-season schedules last week, and both are going to the playoffs.

MEN’S BASKETBALL
On Tuesday at Penn State Berks, the Wildcats turned a five-point deficit early in the second half into a seven-point lead. Then they needed a layup with three seconds remaining by Livingston Cross, of Union, New Jersey, to pull out a 92-91 win for a sweep in the two-game season series. Cross and teammate Gavin Barrett, of Roselle, New Jersey, each scored 22 points in the victory, and Landon Reeder, of Montoursville, added 16 points and had a team-high 10 rebounds. Penn College led in points in the paint, 46-28.
Hosting Lancaster Bible College on Saturday, the Wildcats trailed by 15 at the intermission and could get no closer than 10 in the second half of an 89-71 loss. Cross continued his stellar play with a 26-point, 15-rebound effort to record his 12th double-double of the season.
As a result of the merger last summer between the United East and Colonial States Athletic Conference, the top six teams in both the Volt (former UEC) and Skye (former CSAC) divisions qualify for postseason play. The Wildcats will secure the No. 4 seed and host a first-round game with a win in their final two games or a Gallaudet loss.
