Flood Recovery Aid For Townships, Boroughs,And Non Profits
Potter County townships, boroughs and certain non-profit organizations are now eligible for financial support to help with recovery from damages incurred from the remnants of Hurricane Debby on Aug. 9-10. They can receive reimbursement from the Federal Emergency Management Agency (FEMA) for expenses related to debris removal, emergency protective measures, and the restoration and mitigation of disaster-damaged facilities. Local municipal officials have expressed growing concerns about the potential for additional flooding in the event of heavy rainfall or snowmelt, due to infrastructure damage that they have not yet been able to address.
FEMA said that, in general, townships or boroughs are eligible for work conducted on infrastructure that they own or have legal responsibility for maintaining. Private non-profit organizations could qualify for funding if they provide educational, utility, emergency, medical, or custodial care, including for senior citizens or individuals with disabilities, and other essential social-type services to the public.
All applicants are required to register for a mandatory online FEMA applicant briefing. They are scheduled for 9:30 am or 2 pm on Monday, Nov. 18; 10:30 am or 2 pm on Tuesday, Nov. 19; or 6 pm on Wednesday, Nov. 20. Potter County Department of Emergency Services continues to assist those who have been affected, providing additional information or referrals at 814-274-8900.
Meanwhile, the deadline has passed for individual assistance applications. However, in rare cases involving extraordinary circumstances, FEMA may be able to accommodate late requests. Additional information is available at 1-800-621-3362, online at DisasterAssistance.gov, or through the FEMA App on a phone. FEMA has been able to pay for temporary housing, home repairs and other needs caused by the disaster, including:
- essential items such as water, food, medical supplies, prescriptions, infant formula, diapers, personal hygiene items and fuel.
- rental assistance for hotel stays, stays with family and friends, or other options.
- repair or replacement of vehicles, appliances, room furnishings, computers, books, uniforms, tools, and other items required for school or work.
- moving and storage fees, medical expenses and child care.
Finally, U.S. Small Business Administration advises that businesses and other property owners in Potter, Tioga, Lycoming and Union counties may be eligible for both physical and economic injury disaster loans. More information is available at 1-800-659-2955

It is an unfortunate fact that fraud happens everywhere. Property and Mortgage Fraud is one of the fastest growing white collar crimes, according to the FBI.
Monitoring the recording of documents/instruments in your name can help alert you to something that is fraudulent and could cost you one of your most valuable assets, your property.
The Recorder of Deeds office is required to record any document that is presented into their office when all required data is properly executed and payment is received with said document. There is no way for the Recorder of Deeds office to know if the document is fraudulent or not if all the required data is executed properly. Once a fraudulent document is recorded, the criminal may use your name as collateral on a mortgage or even attempt to sell your home to an unsuspecting buyer.
Women’s Giving Circle grants $9,100 to local nonprofits
The Women’s Giving Circle of McKean County (WGC) granted a total of $9,100 to five nonprofit organizations at their annual business meeting on November 6th held at The Wilds Sonshine Factory in Kane. Along with the grant presentations, voting, and awarding of grants, the women enjoyed appetizers, raffles, and a visit to the gift shop. Eddie’s on Main catered the appetizers.

David C. Swanson, 89, of Colonial Heights, Bradford, passed away Wednesday, November 13, 2024, at the Bradford Ecumenical Home.
Born on July 13, 1935, in Gifford, he was a son of the late Oscar C. and Margaret (Cotton) Swanson.
He attended Bradford High School, left school and joined the United States Air Force. He served for two years and was honorably discharged on March 31, 1961. After completing his military obligation, he returned to Bradford and obtained his GED.
On September 12, 1958, in Aiken he married Ardith (Hathaway) Swanson who passed away in 1988. On June 10, 1989, in the Grace Lutheran Church he married Janice (Kime) Swanson who survives.

Elizabeth A. “Betty” Meacham, 94, formerly of Ford Road, St. Marys, passed away peacefully on Thursday, November 14, 2024, at Penn Highlands Elk with her family by her side.
She was born on January 15, 1930 in St. Marys, a daughter of the late David and Isabelle Krieg Caskey.
Elizabeth married James F. Schatz, who preceded her in death in 1975. In 1978, she married Ronald Meacham, who preceded her in death in 1996.
UPB CRIMINAL JUSTICE CLUB HOSTS 1ST RESPONDERS’ TOURNAMENT TO BENEFIT K9S
Thank you, Criminal Justice Club of Pitt-Bradford! The Criminal Justice Club organized a First Responders’ Basketball Tournament on November 10th. All proceeds benefited the County Detectives’ K9 Unit and the City of Bradford K9 Unit. First Responders from several area municipal police departments, the State Police, volunteer fire departments, FCI-McKean Federal Prison, and many of their family members were joined by Pitt-Bradford students for the tournament.
The event was held at the University’s gymnasium. K9s Rigby and Duke and trainee Coal were on-hand with handlers Officer Dakota Eaton, Sgt. Seth Shephard and Bob and Vicki Rinfrette. District Attorney Stephanie Vettenburg-Shaffer and City of Bradford Police Chief Mike Ward were present as well and accepted the generous donation of the proceeds from Gracie Dixon, President of the Criminal Justice Club, who organized the event.
During a break, spectators participated in a pie-throwing event. Both K9 Units work for the benefit of all of McKean County and strive to operate on donations as much as possible. P. Victor “Hector” Moore, Jr., 70, of Ridgway, passed away on Thursday, November 14, 2024, at Penn Highlands Dubois.
He was born on November 1, 1954, in Ridgway, a son of the late P. Victor, Sr. and Louise Anna Yeager Moore.
In September 7, 2007, he married Lesa Marconi, who survives.

Richard J. Sweeney, 82, of 646 Vermont Road, St. Marys, passed away peacefully with his loving wife by his side Thursday, November 14, 2024 at Pinecrest Manor.
Dick was born January 22, 1942, in Johnsonburg, son of the late Thomas R. and Irene “Helen” Gurney Sweeney. He was a lifelong resident of the area, a graduate of Johnsonburg High School, Class of 1960 and a veteran of the United States Army, where he was a sharp shooter. In 1995, he graduated from IUP Culinary School, where he was affectionately known as the “Legend”. He was a chef at Aiello’s Café, Bambino’s, and the Towne House.
On October 6, 1966, in the St. Mary’s Catholic Church, Dick married Christine J. Sorg. They were blessed to share fifty-eight years of marriage.
CRCF announces 2024 Cattaraugus Gives prizes
November 14 – The Cattaraugus Region Community Foundation is gearing up for its annual day of giving, Cattaraugus Gives, with a prize pool exceeding $21,000.
Scheduled for December 3, Cattaraugus Gives has become a vital initiative to encourage community-wide support for local nonprofits. This year’s prize pool is expected to drive even greater participation and amplify the impact for nonprofits serving Cattaraugus County.
Last year, participating nonprofits raised over $305,000 for their respective causes during the day.

Christmas House Extends Deadline To Sign Up To November 22nd
Volunteers at Christmas House are already at work to help Potter County families celebrate the Christmas season. Christmas House has a long tradition of helping those in need throughout the county by providing Christmas gifts to children and teenagers.
“ Our letters have gone out to school nurses, caseworkers, clergy and others who have provided us with the names of Potter County individuals and families in need in past years,” says Dawn Newton who coordinates the effort. Individuals are also welcome to submit their names by calling Christmas House at (814) 274) 0825 and leaving a detailed message with your contact information or by stopping in our headquarters between the hours of 9:00 a.m. and 12:00 p.m. on Tuesday.
“We’ve extended our deadline to November 22 as the last date to register but want to make every effort to register families for the program so if you know of a family who might benefit, please let them know about our efforts,” Newton says.
An all-volunteer non-profit organization, Christmas House is supported by the generosity of people who recognize the great need in our community. Support comes from monetary donations as well as toys, books, gift cards, hats, mittens – all of which find their way under Christmas trees across the county. “We know funds are tight for many people this season, but we also know the generous hearts of our community. We thank you in advance for your support in keeping a Christmas tradition alive,” says a spokesperson.
This year there is a special need for toys and other gifts that would be welcomed by teens of both genders.

Frederick Joseph Richey, 77, formerly of Delevan, New York, passed away Thursday, November 14, 2024 at Cuba Memorial Hospital’s Palliative Care Unit after a lengthy illness.
Born on November 18, 1946, in Buffalo, he was a son of Frederick James and Elsie Revell Richey.
Joe attended McKinley High School in Buffalo and then enlisted in the United State Navy serving in the Philippines from 1964-67.
He was employed as a truck driver for Rising Sun Express and it was through this job he found his love of traveling and enjoyed seeing all parts of the country. He also enjoyed his motorcycles.

Jack’s son John would appreciate that his wishes and privacy please be respected during this time. He would also kindly request no home visits, gifts of food or flowers.
John said, “I told my dad that when the angels came, they’d bring along his childhood horse Tony, whom as a mischievous kid my dad would hop on bareback and chase girls up and down Brussells Street, right up onto their front porches! I have no doubt that dad once more hopped on Tony and took off, beating the angels back to Heaven!”
It is John’s hope that each of you will find your own meaningful ways to embrace and celebrate the special relationship you had with Jack. Also, that you will each allow yourself the time and space you personally need to move through all the emotions of this incredible life journey.

Rupert C. Pistner, 79, of Morianna Avenue, Bradford, PA
Rupert C. Pistner, 79, of Morianna Avenue, Bradford, passed away Tuesday, November 12, 2024, at the Bradford Ecumenical Home.
Born June 5, 1945, in Bradford, he was a son of the late Bernard J. and Frances L. (Olewinski) Pistner Sr. He was a 1963 graduate from Bradford High School.
After high school, Mr. Pistner was employed at Dresser Manufacturing, and General Electric in Erie. Following graduation Rupert would enlist into the United States Air Force serving abroad. He would then be honorably discharged around 1970.
After his service, he returned to Dresser Manufacturing as a Tool and Die maker, and he retired in 2003. He later worked as an independent contractor at Dresser Manufacturing.
On February 14, 1973, he married Christena L. (Barber) Pistner, who preceded him in death on March 25, 2024.
Rupert was a member of the Union at Dresser Manufacturing, a member of the National Rifle Association and the Stars Aviator Club. He previously drove stock cars at several local tracks including Bradford Speedway and McKean County Raceway.
Surviving are two sons, Jay Pistner, of Bradford, and Gregory C. Pistner, of New Castle, sister, Patricia Tankersly, of Roulette, one brother, Thomas (Jenny) Pistner Sr., of Rixford, and several nieces and nephews.
He is preceded in death by his parents, his wife Christena, of 51 years, and two brothers, Donald R. Pistner, and Bernard J. Pistner Sr.
Family will receive friends on Saturday, Nov. 23, 2024, from 1pm to 2pm in the Hollenbeck-Cahill Funeral Homes Inc. 372 East Main Street, at 2pm, funeral services will be held with Rev. Rick Price, Pastor of the Church of Christ, officiating. Military Honors will be held in Holy Cross Cemetery in Rasselas with the United States Air Force.
Memorial contributions, if desired, may be made to Allegheny Highlands Council of the Boy Scouts of America, or to a charity of the donor’s choice.

As a Trauma Injury Prevention Coordinator at UPMC Williamsport, I see firsthand the impact that preventable injuries have on our community. National Injury Prevention Day, observed each November 18th, is a critical reminder of the importance of safety in our daily lives. At UPMC, we are dedicated not only to treating injuries but also to educating the public on ways to prevent them.
Unintentional injuries are among the leading causes of emergency room visits and hospitalizations, particularly among children, teens, and older adults. These include injuries from motor vehicle crashes, falls, sports, and even firearm incidents. Many of these injuries could be avoided with simple, proactive steps.
