Lewis Run Man Arrested For Rape

District Attorney Stephanie Vettenburg-Shaffer reports that a Lewis Run man has been remanded to jail following his arraignment on two separate complaints for charges of Rape, Wiretap Act Violations and other charges. Ray COAST has been charged by Trooper Richard Obermeyer of the Pennsylvania State Police-Lewis Run barracks with committing crimes across a three year period at his home in Lewis Run and within the City of Bradford.
In one complaint, Trooper Obermeyer charges COAST with committing multiple sex acts against a male starting when the male was under the age of 18 over the course of three years.
COAST is charged with Sexual Extortion (5 counts), Rape by Forcible Compulsion (5 counts), Rape by Threat of Forcible Compulsion (5 counts), Involuntary Deviate Sexual Intercourse by Forcible Compulsion (5 counts), Involuntary Deviate Sexual Intercourse by Threat of Forcible Compulsion (5 counts), Sexual Assault (5 counts), Aggravated Indecent Assault Without Consent (5 counts), Aggravated Indecent Assault by Forcible Compulsion (5 counts), Aggravated Indecent Assault by Threat of Forcible Compulsion (5 counts), Indecent Assault Without Consent (5 counts), Indecent Assault by Forcible Compulsion (5 counts), Indecent Assault by Threat of Forcible Compulsion (5 counts), Simple Assault, Terroristic Threats, Endangering the Welfare of a Child, Corruption of Minors, Corruption of Minors – course of conduct of a sexual nature, Furnishing Alcohol to Minors, and Harassment.
By a second complaint, COAST is charged with using a tracking device to stalk the victim. He is, additionally, charged with the Interception of Electronic Communication (wiretap violation relating to tracking device) (2 counts), Stalking (2 counts), Trespass by Motor Vehicle and other offenses. The complaint alleges that the victim reported that he began to see COAST at various locations out of the blue and receive communication from him where COAST would identify the victim’s location without the victim telling him. The victim suspected that COAST was using a tracking device and took his vehicle to a garage where a tracking device was eventually found on the victim’s vehicle.
The complaint asserts that police located video showing COAST at the victim’s vehicle and in the location where the device was located while the vehicle was parked and police were able to track the purchase of the device back to COAST.
COAST was arraigned by Magisterial District Judge David Engman on one complaint regarding offenses charged at his residence and by Magisterial District Judge Richard Luther on the other case regarding offenses charged within Bradford City. Bail was set at $1 million and $250,000, respectively, with a bail condition of no contact with minors, and COAST was remanded to jail being unable to post the bail.
