Joe was born and raised in Elkland, PA and graduated from Elkland High School in 1969, where he was a multi-sport athlete playing soccer, basketball and baseball. Shortly after, he met his loving wife, Rhonda E (Wilson) whom he married on August 3, 1974. The two would spend the next 48 years together.
