Flash Flood Warning issued August 28 at 1:41PM EDT until August 28 at 3:00PM EDT by NWS Binghamton NY
DESCRIPTION: At 141 PM EDT, Trained weather spotters reported thunderstorms producing heavy rain in I-86 West bound lane closed in Horseheads.
Between 1 and 2.5 inches of rain have fallen. Additional rainfall
amounts up to 0.5 inches are possible in the warned area. Flash
flooding is already occurring.
HAZARD…Flash flooding caused by thunderstorms.
SOURCE…Trained spotters reported.
IMPACT…Flash flooding of small creeks and streams, urban areas,
highways, streets and underpasses as well as other poor
drainage and low-lying areas.

Elmira, Corning, West Elmira, Southport, Big Flats, Horseheads,
Elmira Heights, Caton, Erin, South Corning, Horseheads North, Pine
City, Breesport, East Corning, Lockwood, Fisherville, Mark Twain
State Park, Tompkins Corners, Newtown Battlefield State Park and
Webb Mills.
INSTRUCTIONS: Turn around, don’t drown when encountering flooded roads. Most flood
deaths occur in vehicles.
