Daytime Closures Start on East Hill Road in Covington Township, Tioga County
Montoursville, PA – Motorists are advised that a portion of Route 2022 (East Hill Road) will be closed daily in Covington Township, Tioga County, for a Cold in Place Recycling project (CIPR).
On Wednesday, May 22, 2024 through Tuesday, May 28, 2024, East Hill Road will be closed between Route 2005 (Williamson Road) and Tally Road while the contractor HRI, Inc., begins work on a CIPR project. Work on this project includes milling of the road, base stabilization, CIPR, drainage improvements, ADA ramps, and paving.
A detour using Route 660, Business Route 15, Route 2027 (Canoe Camp Creek Road), and Williamson Road will be in place while work is being performed. Work will be performed between the hours of 8:00 AM and 3:00 PM, weather permitting.
This $837,952 CIPR project is a partnership project between Seneca Resources and PennDOT, with each partner sharing half the cost. The CIPR process is a type of resurfacing that uses the existing pavement, adding material when necessary, and places the material back onto the road to provide a new surface. The process does not use heat to bond the asphalt together, but rather a specialized oil mix. The newly resurfaced road is left to cure before applying a seal coat or bituminous wearing course to seal the road.
