Harrisburg, PA – Pennsylvania State Police announced today the number of firearms purchase denials and subsequent investigations for the second quarter of 2023.
The Pennsylvania Instant Check System (PICS) is used by county sheriffs, chiefs of police of first-class cities, and licensed firearms dealers to determine an individual’s legal ability to acquire a license to carry firearms or obtain a firearm through a purchase or transfer. When an individual attempts to provide false information on a state or federal form, an investigation is initiated, and an investigation referral is sent to a law enforcement agency.
According to Pennsylvania law, a person commits a felony of the third degree if they make a false oral or written statement on any federal or state agency form or willfully present false identification that is likely to deceive the seller, licensed dealer or licensed manufacturer. During the PICS process, some individuals are identified as having an active warrant for their arrest.
In the second quarter, the following investigations were initiated by the PSP Firearms Division and referred to PSP troops, municipal police departments, or the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for further investigation and possible prosecution.

(McKEAN COUNTY, Pennsylvania, July 24, 2023): McKean County District Attorney Stephanie Vettenburg-Shaffer reports that Detectives with the McKean County Detective Bureau along with Officers with the McKean County Drug Task Force and City Bradford Police executed a search warrant on July 23, 2023 at a hotel room at the Quality Inn.

According to the criminal complaint, Detectives learned that Frank Edward Nash (last known address of Bradford) was communicating with an informant working with the McKean County Drug Task Force. The complaint alleges that Nash sold crack cocaine to the informant in a controlled buy.
Detectives obtained a search warrant for the hotel room used by Nash and, after Nash sold crack cocaine a second time to the informant, the Detectives and Officers executed a search warrant at the hotel along with County Detective Bureau K9 “Rigby.”
Upon entry into the room, they found Nash in possession of approximately 40 grams of additional crack cocaine and $3445 cash.
McKean County Drug Task Force Detective Kolin Strawcutter charged Nash with 2 counts of Delivery of a Controlled Substance (crack cocaine) (Felonies), 2 counts of Possession of Crack Cocaine (Misdemeanors), and 2 counts of Criminal Use of a Communication Facility (Felony 3).
DA Shaffer thanked the Detectives and Officers involved in the investigation and execution of the search warrant.
An additional charge of Possession with the Intent to Deliver (Felony) is pending to be added to the criminal complaint due to the amount of crack cocaine Detectives noted in the search warrant.
