“Hawk” Arrested On Drug Charges in Olean
City of Olean, NY Police Department
Lavelle Sotero A.K.A. ” Hawk,” age 38, of 3281 Rt 16 North, Olean was arrested yesterday on an Indictment Warrant for Criminal Sale of a controlled substance 3rd, ( B Felony ) and Criminal possession of a controlled substance 3rd ( B Felony ) for selling Crack Cocaine.
Sotero was arrested at 554 Martha Ave. and was turned over to the Cattaraugus County Sheriff to await further Court proceedings. The Street Crimes Unit was assisted by our Patrol unit and the Southern tier regional drug task force.
Virgil Canfield Reported Missing

Mr. Canfield has been found safe and sound.
Thank you Facebook! We posted a missing person approx. 5 hours ago in that time the post was shared over 800 times and we had individuals calling from as far away as Washington Pa.
Virgil Canfield has been reported to our department as missing. He was supposed to leave his home in Middlebourne, West Virginia on 08/06/2023 and arrive here in Smethport today 08/07/2023 but never arrived.
He is traveling in his purple Plymouth Prowler.

Pennsylvania State Police Launch Body-Worn Camera Initiative
Colonel Christopher Paris, commissioner of the Pennsylvania State Police, today announced the commencement of a pilot program designed to ensure department readiness for implementing body-worn cameras.
“The public rightfully expects their interactions with police be safe, respectful, and constitutional, and I believe the use of body-worn cameras demonstrates that the Pennsylvania State Police is committed to providing faithful and honest law enforcement services,” said Colonel Paris.
“In addition to providing transparency and accountability, body-worn cameras document evidence in criminal cases and present opportunities to enhance training, just like the mobile video recording cameras we began using in patrol cars two decades ago.”
Colonel Paris said patrol troopers assigned to Troop H, Carlisle will wear the cameras while on duty. As a cost reduction measure, the department uses a shared service model. Eighteen cameras allotted to Carlisle get passed between troopers during shift changes.
The 60-day trial run allows the department to determine best practices and policies and identify any needs for additional equipment or software features. When the pilot program concludes, the department plans to implement body-worn cameras at all of its 87 patrol stations.
The department entered into a five-year contract with Arizona-based Axon to provide body-worn cameras. Carlisle was selected as the test location because its geographic area is representative of the communities served by the Pennsylvania State Police. Additionally, the station is close to the PSP Bureau of Communications and Information Services, the bureau tasked with monitoring the pilot program, in Harrisburg.
Bradford Police Arrest Man on Warrants
Aug 4th, 2023 Description On July 31st, 2023 City of Bradford Police Department located Arthur Kendall on Marion Avenue and arrested him on two separate arrest warrants both in relation to possession of drug paraphernalia.
Magistrate Cercone set bail at $1000.00 and Magistrate Luther set bail on the second warrant for $2,500.00 Kendall did not post bail and remanded to McKean County Jail.

Unwanted Female Had Drugs
On August 3rd, 2023 at approximately 1219 hrs City of Bradford Police responded to the Holiday Inn Express on Tarport Drive for a report of trespassing with an unwanted female on property.
Hotel staff could not wake the female in the room. Officers had additional concern for the females safety and acted up this as a welfare check along with a trespassing investigation.
As the Officers made contact with the female Natasha Lynn Skaggs, 34, there was Cocaine observed in plain sight. Skaggs had warrants for her arrest as well. Officers brought Skaggs to the Police Station and determined she had a large amount of Methamphetamine on her as well and it was being possessed with intent to sell.
Officers charged Skaggs accordingly with Felony Possession with intent to deliver and several related charges. Magistrate William Todd arraigned Skaggs and set bail at $20,000 strait. Skaggs was remanded to McKean County Jail and preliminary hearings are set in the matter.
