District Attorney Stephanie Vettenburg-Shaffer reports that the Duke Center man convicted of Rape of a Child in December has been sentenced at a sentencing hearing before the Judge at the McKean County Courthouse today. Sebastian VANCAMP of Duke Center was previously convicted of 2 counts Rape of a Child (victim under 13) and related charges. Following conviction, pursuant to Pennsylvania Law, he was ordered to undergo an assessment with the Sexual Offender Assessment Board and, following a hearing with the Judge, he was found the meet the definition of a Sexually Violent Predator.
Because the Court’s determination of Sexually Violent Predator status is required to occur before sentencing, the original sentencing date was continued to today. He had also been charged with Child Pornography in a different case. Following his conviction of Rape of a Child, he pled guilty to possession child pornography. At today’s sentencing hearing, VANCAMP was sentenced to 22 years to 44 years plus 3 years of consecutive supervision for 2 counts of Rape of a Child (victim under 13); 2 counts Statutory Sexual Assault; Corruption of Minors; 5 counts of Indecent Assault; and Sexual Abuse of Children (Child Pornography).

ARREST DETAILS On 08/30/2024 at 2106 hours officers were attempting to locate Vikki E. Lee at her home regarding an arrest warrant for failure to appear for a preliminary hearing of DUI charges. Officers did locate Lee at her home and while attempting to arrest her, Lee did kick an officer causing injury in the performance of his duty. Lee was soon thereafter apprehended and remanded to the McKean County Jail. A criminal complaint has been filed for her aggravated assault of a law enforcement officer. (MCKEAN COUNTY, Pennsylvania: August 29, 2024): District Attorney Stephanie Vettenburg-Shaffer reports that the Kane man convicted of Rape and Incest at a jury trial last August has been sentenced to State Prison for his crimes by the Judge.
Brian GAUSMAN, of Kane, was convicted of Rape, Involuntary Deviate Sexual Intercourse, Incest and related crimes. Following conviction, he was required to undergo an assessment by the Sexual Offender Assessment Board who opined that he meets the definition of Sexually Violent Predator under Pennsylvania Law. Upon the receipt of the assessment, the Court held a hearing to determine if GAUSMAN should be classified as a Sexually Violent Predator.

On 08/16/2024 the City of Bradford Fire Engine lost a new Milwaukee leaf blower out of one of the storage compartments when it was making a turn from Chestnut Street on Main Street heading west. Once the firemen noticed the items missing investigators used surveillance camera systems to determine where the item fell out of the truck at.
The Milwaukee leaf blower observed on camera laying in the roadway in front of PNC Bank on Main Street. A white SUV then pulls up and an adult male exited the passenger door and took the leaf blower into his possession.

On August 21st, Officers responded to 6 South Center Street for an assault. The adult female victim reported that she had been assaulted at the High Rise 2 Bushnell Street apartment 502 by her boyfriend Ozzy M. Strait. The female reported Strait had struck her in the face and grabbed her by the throat restricting her airway. The victim had a swollen left jaw, pain, and loss of breath from the incident.
Officers located Ozzy Strait on 08/22/2024 and took him into custody for the allegations. Magistrate Richard Luther arraigned Strait and remanded him to McKean County Jail on $30,000 cash bail. Preliminary hearings are set in the matter.

District Attorney Stephanie Vettenburg-Shaffer reports that, following a two-day jury trial at the McKean County Courthouse, Tuesday HALE, formerly of Bradford, was convicted of crimes related to a staged “kidnapping-for-ransom-of-drugs” plot in the City of Bradford in August, 2023. HALE was charged after the City of Bradford Police received a report from a Bradford man who had received messages – including a staged picture – from his girlfriend’s cell phone stating that his girlfriend had been kidnapped and was being held in a drug-induced state.
The messages further stated that the kidnapped woman would be sexually assaulted if the male did not deliver methamphetamine, crack cocaine, and money to the kidnapper. During the initial investigation, officers were able to locate the allegedly-kidnapped woman. Upon further investigation, the officers learned that HALE and the allegedly-kidnapped woman worked together to stage a fake kidnapping to obtain drugs and money from the male.
HALE was convicted of Criminal Use of a Communication Facility (Felony 3); Solicitation of the Delivery of a Controlled Substance (F); Criminal Conspiracy of Terroristic Threats (Misdemeanor 1); and Attempted Acquisition of a Controlled Substance by Misrepresentation, Fraud, or Subterfuge. Officer Patrick Caskey, Officer Hobie Milliron, and Officer Tyler Blair assisted in the investigation and trial. Officer Joshua Frederoski was the lead investigator and filed charges. Assistant District Attorney Casey Graffius prosecuted the case on behalf of the Commonwealth. Sentencing is set for October 17, 2024 at 10:00 a.m.
