Wellsville Police arrested Kristopher R. Jablonski, age 30, of Wellsville, charging him with Unlawful Imprisonment 2nd (Class A Misdemeanor) and Harassment 2nd (Violation). The charges stem from an incident that took place on North Brooklyn Avenue on January 4th.
Jablonski was additionally charged with Aggravated Family Offense (Class E Felony), Menacing 2nd (Class A Misdemeanor), Criminal Mischief 4th (Class A Misdemeanor) and Harassment 2nd (Violation), for another incident that took place on North Brooklyn Avenue on January 29th and 30th.
Jablonski was processed and arraigned before Wellsville Village Justice Thompson. Jablonski was released and is due back in Wellsville Village Court on February 20th at 4:30 pm.

Winter Haven, FL.- Wayne Alan Stephen of Wellsville, NY passed away in his home in Winter Haven, FL., on Friday (January 26, 2024) after a long battle with cancer.
Wayne was born August 16, 1960, in Olean, he was the son of the late William N. and Norma (Joan) “Brundage” Stephen. On December 29, 1984, he married the former Lisa Moffatt in Bradford, PA.
Wayne graduated from Portville Central School; he was a member of the “legendary class of 1979”. In 1980, he started the Wayne Companies on a $500 loan. His companies employing nearly 1,000 people through the years. His company, now a corporation providing asphalt, gravel and concrete services, serving NY, PA, Florida and various jobs throughout the USA. The company and the legacy Wayne started will be carried on by his family.
Wayne always said he had no hobbies, but he loved spending time with friends and family. Wayne was a member of the Basilica of St. Mary of the Angels, numerous community clubs and several construction organizations. Wayne was most known for his quick wit, love of life, sparkling blue eyes, and his stand-alone strength and leadership. He also knew wherever he stood, he would be supported by his roots, his team, his family and life partner in business and life, Lisa.

Gloria Jean Sarginger, 68, a resident at Elk Haven Nursing Home, passed away Monday, January 29, 2024 at Elk Haven.
She was born December 9, 1955 in St. Marys, a daughter to the late Albert J. and Margaret Seelye Sarginger. She attended St. Marys Schools.
Gloria was a breath of fresh air to everyone who knew her. She enjoyed shopping, jewelry, and each day was a good day, especially with a can of Pepsi. She will be deeply missed.

Dr. Doris Borchert, Trailblazing Seminary Professor
Doris Ann BORCHERT, 88, a long-time seminary professor and great-grandmother, passed away on Tuesday morning, January 30, 2024, leaving behind her husband of sixty-four years, Dr. Gerald Leo Borchert, 91, a New Testament scholar.
Dr. Doris Borchert served as a Professor of Christian Education and Director of Supervised Ministry at North American Baptist Seminary in Sioux Falls, SD, Northern Baptist Theological Seminary in Chicago, Southern Baptist Seminary in Louisville, KY, and the Webber Institute for Worship Studies in Jacksonville, FL.
A trailblazer in her role as a seminary professor, she served on faculties dominated by males. With her charm, grace, and commitment to her calling, she won over many students wary of a female seminary professor. Her Spiritual Formations classes were always filled quickly, and her students flocked to her office for her wise advice on difficult decisions.
“The story of Esther gives me courage to face things I don’t want to face,” Borchert told a reporter in 1996. “Her biblical witness has been a model for me and has challenged me where I need to be challenged.”
Doris Borchert was a graduate of Eastern College (now University), Eastern Baptist Theological Seminary (now Palmer Theological Seminary), and Andover Newton Theological School where she earned her doctorate. She traveled and taught in over sixteen countries and served the Baptist World Alliance on the Evangelism and Education Commission, and the Christian Education workgroup.

Donna J. SCHOTT, 90, of Galeton, PA, passed peacefully into the arms of her Savior Tuesday, January 30, 2024 in her home surrounded by love.
Born July 31, 1933, in Galeton, she was the daughter of Raymond Dean and Leah Rukgaber Connelly. She was a graduate of Galeton Area High School where she was described with a one-word description “argumentative” and Clown College which launched a much loved spree of parades, balloons and laughs with her beloved Bang Bang.
Donna was a lifelong resident of Galeton, where she devoted herself to family and community. On June 3, 1956, in the First Presbyterian Church in Galeton, she married James W. Schott, who predeceased her on January 5, 1992.
Donna was a member of First Presbyterian Church in Galeton, Order of the Eastern Star, serving as secretary, Past President of Soldiers & Sailors Memorial Hospital Auxiliary, Poco Clowns, Gaines Kitchen Band, Galetones, and BandAid.

Jean P. Bickford, 93, of Warren, OH passed away on January 28, 2024 at Hospice House.
She was born February 6, 1930 in Kane, PA, a daughter of the late Alfred W. Peterson and the late Carrie (Lindholm) Peterson. On October 24, 1951 she married Duane W. Bickford and they spent the next 52 years together until his passing on May 28, 2003.
Jean was a graduate of Smethport Pennsylvania High School, and attended the Bradford Hospital School of Nursing. She went on to work as a registered nurse with Dr. Joseph E. Burns for 32 years.
Jean was a member of St. John Lutheran Church where she sang in the choir, played the organ and was involved with the Prayer Shawl Ministry and WELCA. She was also a member of the Shepherd of the Valley Nursing Home Board of Directors.

HARRISBURG, Pa. (February 1) – Beginning today, anglers looking forward to Pennsylvania’s popular spring trout season have another tool at their fingertips, as the Pennsylvania Fish and Boat Commission (PFBC) is pleased to make its 2024 adult trout stocking schedule available using the FishBoatPA mobile app and website (Fishandboat.com).
“Even though the calendar says it’s still winter, spring will be here before we know it,” said Brian Niewinski, Director of the PFBC’s Bureau of Hatcheries. “For many people, fishing on the Opening Day of Trout Season in Pennsylvania and the weeks that follow is a tradition that they look forward to all year long. Now that the anxiously awaited trout stocking schedule has been posted, anglers can start preparing by purchasing their fishing licenses, getting their gear ready, and planning their fishing trips.”
The trout stocking schedule is searchable by county, lists the waterways in alphabetical order, and indicates stocking dates, meeting locations for volunteers, and the species of trout that are planned to be stocked at each location. In 2024, Pennsylvania’s statewide Opening Day of Trout Season will be held on Saturday, April 6. A single, statewide Mentored Youth Trout Day will take place on Saturday, March 30.
To prepare for the start of the season, stocking operations are set to begin the week of February 19. Anglers should note that fishing is not permitted on lakes and streams designated as Stocked Trout Waters from February 19 to 8 a.m. on the opening day of trout season, with the exception of the Mentored Youth Trout Fishing Day, unless waters are included in the Stocked Trout Waters Open to Year-Round Fishing program.

Beloved wife, mother, grandmother, and sister
Julie Virginia Pettit, 92, of Cuba, passed peacefully on Monday, January 29, 2024, at her daughter’s (Diana Nicols) home in Ocala, Florida. She had suffered from dementia and rapidly declined after complications from a recent illness and a fall. Hospice of Marion County, Ocala, FL assisted her family during her last days.
The daughter of John and Mary Kryzwa Pockalny, “Julianna” was born at home on February 15, 1931. She was the twelfth of fourteen children. She attended Bedford Corners and Portville Central Schools.

Elizabeth M. Jarrard, 79, of Coudersport, PA passed away on Sunday, January 28, 2024, at her home.
Elizabeth was born on November 2, 1944, in Deland, FL, the daughter of the late Carl and Suzannah (Sawyer) Minkley.
Elizabeth was a teacher for many years and more recently worked in finance as an investor. She is survived by two sons.

“This collaboration is giving our patients superior access to quality stroke specialty care close to home which is very important because time is a critical element of stroke care,” said Gaurav Dighe, M.D., medical director, Stroke Care, UPMC in North Central Pa. “We are harnessing telemedicine technology to enhance and support the local emergency department teams who are already providing exceptional care and can benefit from additional medical expertise in complicated cases. Goal: In partnership with the Potter County Jail Board, retain the Pa. Counties Risk Pool (PCoRP) to conduct a comprehensive risk management review of the county jail and develop a plan to implement recommendations.
CURRENT STATUS: Implementation of recommendations/best practices underway.
3 — Grant Writing/Administration
Goal: To make Potter County more competitive in qualifying for federal, state and foundational grants; to coordinate the pursuit of grants with county departments and agencies, local governments, community organizations, regional agencies and other stakeholders.

4 — Short- and Long-Term Financial/Operational Management Planning
Goal: Engage with the Pa. Dept. of Community and Economic Development to qualify for DCED’s Strategic Management Planning Program and implement consultants’ recommendations.

5 — Update of Human Resources Policies
Goal: Engage a PCoRP risk management specialist to review county personnel policies and a broad spectrum of related issues.

BLACK HOLE ROAD CULVERT REPLACEMENT:
SUMMIT TOWNSHIP, POTTER COUNTY, PENNSYLVANIA
Sealed bids for the Black Hole Road Culvert Replacement project consisting mainly of demolition and disposal of the existing 4’ diameter, 2’ diameter, and 1.25’ diameter culvert pipes, installation of a new corrugated metal pipe arch with headwalls and wingwalls, roadway repair, and associated stream restoration being comprised of scour hole repair will be received by the Summit Township Supervisors, Potter County, Pennsylvania, until 6:00 pm, on February 29, 2024, at the Summit Township Office located at 811 Big Moores Run Road, Coudersport, PA 16915.
The bids will be publicly opened and read at the Summit Township meeting at 6:00 pm on March 5, 2024. Bids should be sealed and clearly marked “Sealed Bids for the Black Hole Road Culvert Replacement”. Plans, specifications, and bid forms may be examined at the office of E & M Engineers and Surveyors, P.C., 24 Derrick Road, Bradford, PA 16701. On January 29th, 2024 at approximately 9:07PM, following a report of a domestic dispute, Cuba Police arrested Conner D. Strong (20) of Cuba, NY.
Strong was arrested on charges of criminal mischief 4th (Misdemeanor), criminal obstruction of breathing (Misdemeanor), unlawful imprisonment 2nd (Misdemeanor) and assault 2nd (Felony).
Strong was processed, placed in front of a Cuba Town Justice and sent to the Allegany County Jail on $10,000.00 bail. Strong is presumed innocent until proven guilty in a court of law.
