December Meeting Minutes / Ceres Township

CERES TOWNSHIP: The December 2, 2025 meeting of the Ceres Township Supervisors was called to order at 6:00 p.m. with 3 Supervisors, 4 residents, and secretary in attendance. The minutes of the November 11, 2025 meeting were read and approved. The
Blight Program was discussed with information from Laura Lord at McKean County Planning Commission. The Blight program must be applied for by the property owner. It will give up to $10,000 to take down a vacant home or building. The county submits applications twice yearly. If the Township would like to do anything different, a blight ordinance would need to be put in place stating regulations to the property owner with vacant buildings. It was decided that this information would be put in the minutes and anyone who would like to apply can contact the Township or the County Planning Commission for information or to apply for the grant.
Building Permit was approved for 40 x 40 storage building, Sewage Permit was received from SEO for same parcel.
Bus Turn Around Sign has been ordered and will be put up with Children At Play sign when received. New Bus Turn around sign was ordered and will be billed to OV Schools for sign cost reimbursement. Cattle crossing sign from resident has not been received yet.
PSATS UC Comp Group Trust Fund motion made by Greg Maxson, seconded by AJ Plants to not join the UC Comp Group Trust Fund as the rate is understood to be higher than what we are currently paying.
Jared Lapcynski, Penn Dot, received pedestrian bridge and cul-de-sac right-of-way lettelr with questions from resident. Resident also inquired regarding grants for pedestrian walk bridge to be put in. Grants would need to be applied for by the resident to put in a walk bridge and obtain permission from property owners on both sides. At current, there is no signed right-of-way plan. Any right-of-way issue would certainly need to wait until a
right-of -way agreement is signed. There is no pedestrian trail plan in place at current to justify the need for a pedestrian bridge at this point.
Paradise Energy Letter from McNeese Law was received with building assessment application and check for $25.00 for solar field project at 64 Austin Road. Motion made to return application and check with explanation that we have a new application required for solar field projects.
End of Year Meeting is set for December 30, 2025 @ 6:00 p.m.
Organizational Meeting set for January 5, 2026 @ 5:00 p.m. with Regular January meeting to follow.
Auditor’s Meeting set for January 6, 2025 @ 6:00 p.m.
Road Master’s Report Ditches cleaned Lynch Hollow, Kings Run, Newell Creek. Sander and Plow put on GMC truck. All trucks winter ready. The Pick-up truck required tie rod repair and body work. All completed and new inspection obtained.
Public Comment Resident inquired regarding time frame for sewer, if ever, along Barden Brook and inquired regarding small flow system. If sewage service is put in place, it will be 5 to 10 years from now. Resident stated sluice pipes were flattened and clogged on Bradt Hollow. Resident submitted several questions regarding pay, grants, equipment care, waste of funds and other questions. A list of questions and replies may be viewed or obtained at the township any Tuesday, Thursday, or Friday 8:00 a.m. to 4:00 p.m. There are copies of the minutes and the questions in the outside board that may be viewed at any time. A copy of the 2026 budget is available for view or to obtain as well.

The bills for November were reviewed and approved. The next meeting of the Supervisors will be the year end meeting to be held on December 30, 2025, the Organizational meeting will be held January 5, 2026 at 5:00 p.m, regular monthly meeting will directly follow the organizational meetin on January 5, 2025, and the Auditors meeting will be January 6, 2026 @ 6:00 p.m. All meetings will be held at the Ceres Township Building, 12 Barbertown Road.
