DUBOIS CITY MANAGER ARRESTED FOR OVER $600,000 IN FRAUDULENT TRANSACTIONS FROM PUBLIC FUNDS
HARRISBURG—Attorney General Michelle Henry announced today that the City Manager for the City of DuBois and Executive Director of the DuBois Area United Way, John “Herm” Suplizio, was arrested on charges related to stealing hundreds of thousands of dollars from public accounts.
Suplizio, 62, of Clearfield County, allegedly committed $620,815 in fraudulent transactions, using funds from city bank accounts and the Dubois Area United Way account to pay his personal credit card bills, make political donations, and gamble. The majority of the funds came from accounts for Community Days, an annual summer event presented by the DuBois Volunteer Fire Department, for which Suplizio and his secretary were the sole signatories.
“Suplizio was a trusted public official who should have been acting in the best interests of his community,” said AG Henry. “Instead, he betrayed that trust by stealing hundreds of thousands of taxpayer dollars for his own personal use. This egregious violation of the trust Pennsylvanians put in their officials is disgraceful. Today’s arrest is a reminder that no one is above the law, and that everyone who holds public office in Pennsylvania is accountable to the people.”
A Grand Jury investigation found that, in addition to the fraud, Suplizio used his position as City Manager to enter into contracts with businesses for which he received personal benefits. From 2014-2021, Suplizio also provided false information on his tax returns, paying for numerous charges with public money and claiming those charges as unreimbursed expenses on his taxes.
Suplizio was charged with five counts of Theft by Unlawful Taking; one count of Conflict of Interest; one count of Misapplication of Entrusted Property; and eight counts of Fraudulent Return.
This case is being prosecuted by Senior Deputy Attorney General Summer Carroll. All charges are accusations. The defendant is presumed innocent unless and until proven guilty.
Wilcox was dispatched to Crash on Burning Well Rd.
On March 20 at 11:01 pm. Wilcox was dispatched to Burning Well Rd. for a one vehicle crash. The car went over an embankment and into a tree. The 40 year old driver is still in the vehicle awake and responsive. Air medical has been requested to the Wilcox Ball Field. Rt. 219 was closed for a short time but has been reopened.
Angela M. Tyger, 51, of Theresia Street, St. Marys, PA
Angela M. Tyger, 51, of Theresia Street, St. Marys, PA passed away at home, on March 20, 2023, following a brief battle with cancer.
She was born on February 12, 1972 in St. Marys, a Daughter of Thomas and Mary Laird Squires who survive.
On March 25, 2001, in Las Vegas, she married Robert Tyger, who survives. Together they shared more than 21 years of love and friendship.
Angela was class president and a graduate of St. Marys Area High School, class of 1990, She earned her bachelor’s degree in Mechanical Engineering from Penn State Behrend. Angie was employed for the past several years at SGL Carbon. In her free time, she loved spending time outdoors, especially hunting, fishing, and camping. Angie enjoyed taking trips to the casino to play bingo and the slot machines. She touched the lives of everyone she met, always smiling, and cracking jokes. Angie adored her children, family, and friends.
In addition to her husband and parents, she is survived by 1 daughter; Ann Tyger, and 1 son; Jacob Tyger, both of St. Marys. She is also survived by 2 brothers; Chris Squires of Norristown, and Jason (Cheri) Squires of Altoona, 1 sister; Karen (David) Joshnick, and numerous nieces, nephews, aunts, uncles, cousins, and her beloved dog Dixie.
Angela was preceded in death by her maternal grandparents; Anna and Robert Laird, paternal grandparents; William and Marie Squires, and by numerous aunts and uncles.
A Mass of Christian Burial for Angela M. Tyger will be held on Thursday, March 23, 2023, at 10:00 AM at Sacred Heart Church, 337 Center Street, St. Marys, PA 15857 with Fr. Thomas Curry OSB as celebrant.
Visitation will be at the Lynch-Green Funeral Home on Wednesday, March 22, 2023, from 5:00 PM to 8:00 PM.

Dean “Lee” Taylor, 81, of Glen Hazel Road, St. Marys, PA
Dean “Lee” Taylor, 81, of Glen Hazel Road, St. Marys, passed away at Penn Highlands DuBois on March 18, 2023.
He was born on July 26, 1941 in Ridgway, a Son of the late Howard and Betty Kohlhepp Taylor.
On April 18, 1969, he married Mary Paropacic who survives. Together they shared more than 53 years of marriage.
Dean was an Airforce veteran and a member of the Shiloh Presbyterian Church. He also belonged to the St. Marys Legion and the St. Marys Sportsman Club. In his free time, Dean enjoyed spending time in the outdoors, especially while chopping wood. He also loved going hunting. Dean was a true family man and the best husband, father and grandfather. He was a great athlete and a very gifted basketball player. Dean was a well liked and loved person, and no one ever had a bad thing to say about him.
In addition to his wife, he is survived by 6 children; Barb (Mike) Kronenwetter of St. Marys, Scott (Tonya) Taylor of St. Marys, Dean (Julie) Taylor of St. Marys, Doug (Kim) Taylor of St. Marys, and twins Jessie Taylor of NC, and Jessica (Mike) Martonik of Kane; and by his 12 grandchildren and 10 great-grandchildren. He is also survived by 2 brothers; Philip (Barb) Taylor and Gary (Dawn) Taylor, both of St. Marys, and 1 sister-in-law; Bonita Taylor, and by numerous nieces and nephews.
In addition to his parents, Dean was preceded in death by 1 son; John Taylor, 1 granddaughter; Taylor, 1 great-granddaughter; Kinsley, and by 1 brother; Lynn Taylor.
A memorial service for Dean “Lee” Taylor will be celebrated on Wednesday, March 22, 2023 at 11:00 AM at the Shiloh Presbyterian Church, 217 Washington Street, St. Marys, PA 15857 with Pastor Scott Wiest officiating.
Military Honors will be accorded by the St. Marys Servicemen’s Burial Detail.

Port Allegany Man Convicted of Felony DUI
District Attorney Stephanie Vettenburg-Shaffer reports that, following a jury trial on March 1, 2023 at the McKean County Courthouse, George Stuckey Jr., of Port Allegany, was convicted of Driving Under the Influence (Felony 3). Stuckey was found to be under the influence of alcohol to a degree which impaired his ability to safely drive.
Trooper John Jones of the Pennsylvania State Police-Lewis Run investigated the case. Assistant District Attorney Sarah DuFresne prosecuted the case on behalf of the Commonwealth. The Judge scheduled sentencing for March 30, 2023 at 10 a.m.
St. Marys Area United Way Awards Grant
Elk County- Doug Gaffey, St. Marys Area United Way President presented a $8,650 to Citizens Against Physical & Sexual Abuse (CAPSEA) Executive Director, Billie Jo Weyant and Executive Assistant, Jamie Kline. CAPSEA applied for this grant to support their shelter and emergency shelter needs.
CAPSEA is a non-profit organization that provides a 24-hour hotline, crisis intervention, counseling and ongoing supportive services, shelter, plus permanent housing options to victims of domestic violence and sexual violence in Elk and Cameron counties. Also, CAPSEA provides services to victims of crime in Elk and Cameron counties in accordance with the Pennsylvania Rights and Services Act. All CAPSEA services are free and confidential.
CAPSEA is one of the many partnering organizations that have sought grant money from the St. Marys Area United Way. Over the next couple of weeks, the United Way will continue to notify the public of all the grant recipients and award amounts. The grant funding disseminated in 2023 is as a result of the donations raised during the St. Marys Area United Way 2022 campaign. Funding raised in 2023 will be available for organizations to seek grant funding in 2024.

Frances J. Jones, 80, of Gaines, PA
Frances J. Jones, 80, of Gaines, PA, passed away on Sunday, March 19, 2023, at the Carleton, Wellsboro, PA.
Born June 25, 1942 in Blossburg, PA, she was a daughter of the late Raymond and Letha (Slade) Cole. On June 19, 1957, she married John Jones, who preceded her in death in 2016.
Frances worked at Kane in Galeton for many years and enjoyed hunting, fishing, painting, photography and playing horseshoes.
She is survived by a son, Ronald (Amanda) Jones, TN; four daughters, Tammy Hamberger, Middlebury Center, PA, Cherie (Robert) Vannatter, Mills, PA, Deborah (Kevin) Weagle, Carlisle, PA, and Marcia (Hershel) Holsomback, Middlebury Center, PA; 15 grandchildren; and 19 great grandchildren.
In addition to her parents and her husband, Frances was preceded in death by a son, Rayford Jones, a grandchild, Jimmy Vannatter, and two great grandchildren.

Dennis K. “Keith” Heckman, 67, Emporium, PA passed away at Penn Highlands Elk, St. Marys, PA on Monday morning (March 20, 2023). He was born March 26, 1955 in Pittsburgh, PA a son of the late Russell and Loretta McBurney Heckman.
Keith was a truck driver for over 30 years. While he was in high school he was a member of the Drum and Bugle Corp. He loved working on his truck and woodworking with his father. He enjoyed camping, boating, watching the Pittsburgh Penguins and snowmobiling when he was younger. Lately he enjoyed sitting outside and talking with people.
He is survived by two brothers, Russell H. Heckman, Jr. (Betty), Morgantown, WV and Gary J. Heckman, St. Marys; niece, Heather Cross and her children: Jaxon and Peyton and nephews, Timothy R. (Crystal) Heckman and their son Clayton and nephew, Gary Heckman, Jr.
He was preceded in death by his parents.
There will be No Visitation. Services will be held privately with the family.

James Roger “Jim” Johnson, 84, of Jamestown, N.Y.
James Roger “Jim” Johnson, 84, of Jamestown, N.Y., passed away Monday morning, March 20, 2023, at his residence. He was born June 29, 1938, in Jamestown, New York, son of the late William F. and Bernice C. (Morgenstern) Johnson.
After his 1956 graduation from Jamestown High School, Jim enlisted in the U.S. Navy and was stationed in Green Cove Springs, Florida. As an electronic technician, he enjoyed his work replacing old antennae with the latest equipment on many ships. When his two-year enlistment was up, Jim remained in Florida working as a plasterer, before finally returning to live in Jamestown, New York.
In 1960, Jim started working at Anderson’s Screw Products. Though he started just by sweeping floors at the machinery plant, his hard work and dedication eventually led him up to plant superintendent. Initially he thought of it as “just a job” but he became fascinated by the intricacies of machining as well as diplomacy of staff management. His job also gave him the opportunity for international travel and annual trips to Chicago for the National Tool Show.
Jim’s hobby of roller skating– starting as a young boy at Midway Amusement Park– led him to the love of his life, Warren native, Barbara Ann Musante.
Jim met Barbara at the Russell Roller Rink in March 1964 and won her over with his sweetness, humor, and devotion. The two married in 1970 and went on to build a house, family, and a happy life together that lasted over 50 years.
Over the years, James and Barbara continued to roller skate, forming a skating community that stayed together long after their regular meeting place—Evan’s Skateland—closed down. Jim was the president of their skating club and continued to arrange Christmas parties and summer picnics.
Jim was very involved in his community, not only as a volunteer fire fighter for the Kiantone fire department, but also as a longtime member of the Kiantone zoning board of appeals, becoming chairman until he stepped down in 2019.
Jim enjoyed participating in weekly biking trips every summer, picnics, dinners, and parties. He loved gardening and carpentry. He was meticulous and very much a perfectionist, making sure everything was exactly the way he wanted it.
After Jim retired in 1999, he started BJ’s Concrete Products, a small lawn and statuary business that continues on with his children and grandchildren at the helm.
Jim will be remembered for his bluntness, his generosity, and his genuine smiles – unless you were asking him to smile for a photo.
Surviving are his beloved wife of 53 years, Barbara Johnson, his four children, Dawn (Steve) Carutis of Westfield, Dan Johnson of Randolph, Cynthia (David) Zuech of Gerry, Jennifer (John Booth) Johnson of Brooklyn, and six grandchildren: Jessica Johnson, Jamie Johnson, Zachary (Lainy Cofer) Zuech, McKenzie Zuech, Alyzza Zuech and Zoe Zuech.
Jim was preceded in death by his older brother, Philip W. Johnson, older sister, Barbara A. (Johnson) Meeker and his parents, William F. and Bernice C. (Morganstern) Johnson.

Laura K. Kelly, 83, of Warren, PA and formerly of Tidioute, PA, died at the Rouse Home, Youngsville, PA., on Friday, March 17, 2023, after a brief illness.
She was born December 5, 1939, in Punxsutawney, PA. to the late Thomas M. and Elva R. Buterbaugh Kirkwood. She was a resident of Tidioute, PA. for 55 years and a 1958 graduate of Tidioute High School. Laura was employed with the Blair Corporation for 28 years as a seamstress retiring in 1999. She was a former member of St. John’s R.C. Church, Tidioute, PA. and a member of Holy Redeemer R.C. Church, Warren, PA. She was a member of the Tidioute Veterans of Foreign War Club Ladies Auxiliary. She was an avid reader. She is remembered for always putting her family at the center of her life, she loved being a wife, mother and grandmother.

Robert D. “Bob” Sherwood, 69, of Shinglehouse, PA
“beloved father, grandfather, brother, and uncle”
Robert D. “Bob” Sherwood, 69, of Shinglehouse, PA passed away surrounded by his loving family on Saturday, March 18, 2023, in UPMC Cole, Coudersport, after a short illness.
Born on Tuesday, June 2, 1953 in Coudersport, he was a son of Merville D. Jr. and Patricia D. Pease Sherwood. On January 14, 1984 in their home, Bob married the love of his life, Barbara J. “Barb” Colburn, who passed away on September 1, 2015.
Bob was a graduate of Oswayo Valley High School in Shinglehouse and further studied to be an electrician. At the age of 18, Bob started working at the former Clark Brothers in Olean as an electrician. He retired after more than 30 years of service. In 2015, he went to work for the Community Blood Bank based in Erie as a courier.
Bob was a member of the Shinglehouse United Methodist Church, a life member of the Shinglehouse Volunteer Fire Department where he was a past president. Bob enjoyed electronics, hunting and fishing. One of his greatest enjoyments was an annual trip or sometimes twice a year trip to Disney World and Lancaster. While in Lancaster his favorite restaurant to visit was the Shady Maple Smorgasbord and browsing through the Kitchen Kettle Village of Shops in Lancaster.
Bob’s greatest love was the time he spent with his beloved wife, Barb, and the rest of his family, especially his children and grandchildren.
Left to cherish his memory are a son, Bruce Daniel (Wendy) Whitman of Millport; a daughter, Amy L. Salada of Shinglehouse; nine grandchildren, Levi D. Whitman, Sarah J. Smith, Christopher A. Smith, Kennedy A. Whitman, Paige R. Prince, Lindsey A. Chappell, Kaci L. Chappell, Sawyer Robert Prince, and Chase A. Whitman; two great-grandchildren, Zoey L. Smith-Greene and Hunter A. Smith; his brother and best friend, Richard S. “Dick” Sherwood of Shinglehouse; a son-in-law, Patrick “PR” Prince of Millport; a lifelong friend, Patrick Ahl of Philadelphia; and many nieces and nephews, including a special niece, Kristy L. (Dustin) Good of Shinglehouse; a grandniece, Makenzie T. Good; and a grandnephew, Mason R. Good.
In addition to his parents and his beloved wife of 31 years, Bob was predeceased by a daughter, Shelly A. Prince, who passed away on May 12, 2018; a son, Paul Stanley Whitman, who passed away on June 19, 2008; and two sisters, infant Carol L. Sherwood and Debra K. Sherwood, who passed away on March 18, 2006.
Family and friends are invited to attend graveside funeral services at 1pm on Saturday, March 25, 2023, in the Maple Grove Cemetery, Shinglehouse with the Rev. Trula Hollywood, Bob’s cousin and pastor of St. Paul’s Episcopal Church in Owego.

Dennis Lee Adams, 54, of Graham, NC, formerly of Genesee, Pa.

Dennis Lee Adams, 54, of Graham, NC, formerly of Genesee, Pa., passed away in his parent’s home surrounded by his loving family on Saturday, March 18, 2023, after a short battle with pancreatic cancer.
Born on Tuesday, February 11, 1969 in Wellsville, N.Y., he was a son of Gordon D. and Joanne Brooks Adams.
Dennis was a professional truck driver driving from coast to coast. He loved his family and his dogs who traveled with him in his truck. He loved coming back home to visit, camp, and hang out with friends and family.
Left to cherish his memory are his parents of Genesee; four siblings, Duane G. (Carmelia “Carm”) Adams of Genesee, Howard D. Adams of North Bingham, Jerry A. Adams of Genesee, Matthew J. Adams of Graham, NC, and Barbi J. (Steven) Daniel of Liberty, NC; two nieces, Elizabeth Adams and Alexis Adams; four nephews, Jeremy (Katelyn) Adams, Michael Adams, Timothy Adams, and Justin Adams; an uncle, Robert Brooks of Shinglehouse; and several cousins. He will also be greatly missed by his close friends, Henny and Maureen Haines.

Potter County Education Council and Tri-Co Connections Continue Partnership for Seniors 2 Seniors Program
The Potter County Education Council, Tri-Co Connections, the Potter County Human Services Area Agency on Aging, and our local school districts are continuing to team up to implement a county-wide program called Seniors 2 Seniors. This program is teaching basic computer skills, digital literacy, and cybersecurity to senior citizens so that they have the skills and knowledge to utilize the many benefits of high-speed Internet, which can include: Staying connected to friends and family; Sending and receiving emails; Using search engines to navigate the Internet; Utilizing telemedicine (healthcare from home); Using on-line banking; and Shopping from home (for items not available in the local area).
As a part of this program, local high school students volunteer to provide on-site support to each of the adults who participates in the course. The area high school students are a logical resource to support the senior citizens as they learn about the Internet since this generation of students has grown up with technology as a part of their daily lives. They are a true “tech savvy” population and can provide valuable support to older adults who are learning to navigate and use new technological skills and information.
The Seniors 2 Seniors technology course is being offered at each of the four senior centers in Potter County on a six-week rotating schedule, meeting on Wednesdays (following the school districts’ calendars), throughout the 2022-2023 school years. The course will meet at the Ulysses Senior Center on Wednesdays, April 5th – May 10th from 12:45 – 2:15 p.m.

USDA Seeks Applications for Grants to Build Community-Oriented High-Speed Internet Networks for People in Rural Areas
WASHINGTON, March 20, 2023 – U.S. Department of Agriculture (USDA) Rural Development Under
Secretary Xochitl Torres Small today announced that USDA is accepting applications for grants to build
community-oriented, high-speed internet networks for people in rural areas.
The Department is making up to $79 million in grants available under the Community Connect program.
Recipients may use the funds to establish high-speed internet networks that will foster economic growth and
deliver enhanced educational, health care and public safety benefits.
Grant recipients must agree to provide high-speed internet service at community-serving institutions free of
charge for up to two years. These institutions include schools, libraries, fire stations and other public safety
sites.
Eligible applicants are state and local governments, Federally recognized Tribes, nonprofits, for-profit
corporations and limited liability companies. USDA does not provide funding directly to individuals under this
program.
All applications must be submitted electronically by 11:59 a.m. Eastern Time on June 20, 2023, to

McKean County Juvenile Probation Placement Specialist Wanted

ANNOUNCEMENT: McKean County Juvenile Probation Placement Specialist
PAY RATE: $39,643.50 ($20.33/hr.)
37.5 hours per week
The Placement Specialist position performs duties and responsibilities consistent with the requirements of the Pennsylvania Juvenile Act, Rules of Juvenile Court Procedure, Principles of Balanced and Restorative Justice, and Juvenile Justice Evidence-Based Practices. The mission and purpose of the Juvenile Act mandates that youth who commit delinquent acts be provided “programs of supervision, care and rehabilitation which provide balanced attention to the protection of the community, the imposition of accountability for offenses committed and the development of competencies to enable children to become responsible and productive members of the community.”
The Placement Specialist is responsible for working with youth in court ordered placement and community aftercare settings to ensure community safety, accountability to crime victims, compliance with conditions of supervision and court orders, and competency program participation. Responsibilities further include employing evidenced-based practices which may include screens/assessments, interventions, and treatment approaches that have been demonstrated by research to work most effectively to reduce recidivism with juvenile offenders. Assisting crime victims, as well as, supervision of offenders will occur in the placement facilities, office, school, home and community settings and at times will require non-traditional work hours (nights and weekends), travel and on-call responsibilities.
A bachelor’s degree which includes an academic background of 18 credits in the behavioral and/or social sciences with a minimum of 1 year in probation, or any equivalent combination of acceptable education and experience working with at-risk youth or victims preferred. Successful completion of New Probation Officer Orientation classes will be required during probationary period. Must complete forty (40) hours of training annually. Applicant must hold a valid driver’s license, pass pre-employment drug screening, be able to obtain criminal record and child abuse clearances as well as successfully complete any additional Human Resources requirements. As a condition of employment, employee must attend the County Probation and Parole Officers’ Firearm Education and Training Commission Basic Training Academy and upon successful completion carry a firearm in the performance of duties.
