Vincent C. Horth Memorial Scholarship established at CRCF

OLEAN, N.Y., January 16, 2023 — Vincent Horth was a “jack of all trades” who excelled in his work as a mechanic and lineman.

Horth, a graduate of Cattaraugus-Little Valley Central School and Jamestown Community College, was known to share his mechanic abilities to help a friend, often working on their cars.

Horth worked as a mechanic locally at Rock City Dodge, Landmark Chevrolet and Allegany State Park. Later he went on to become a lineman for the City of Salamanca BPU.

“As a young teenager, Vince was always busy tearing apart machines and engines and fixing whatever was wrong with them. He didn’t use a manual but would tinker until he figured out a solution of some kind,” said Jeff Horth, Vince’s father. “Vince did very well in school, but his passion was using his mind to come up with an idea and using his hands to solve the problem. After working several years in both the mechanical and electrical fields, he became very good at both.”

When Horth passed away in April of 2022, his family decided to honor his memory through a scholarship.

Crack Sealing Project Continues Next Week in Lycoming and Tioga Counties

Montoursville, PA – Motorists are advised that a crack sealing project will continue next week along state routes in Lycoming and Tioga Counties.

Lycoming County

On Sunday, February 5 through Saturday, February 18, the contractor, Kriger Construction, will be performing crack sealing on the following roadways between the hours of 8:00 PM and 6:00 AM.

  • Route 15 between the Route 15 and Interstate 180 interchange in the City of Williamsport and Route 3026 (Beauty’s Run Road) in Old Lycoming Township.
  • Interstate 180 between Route 2049 (Lycoming Mall Drive) in Muncy Township and the Route 405 interchange in Muncy Creek Township.
  • Route 2014 (Third Street) in the City of Williamsport.

Lycoming and Tioga Counties

On Monday, February 6 through Saturday, February 18, the contractor will be crack sealing on the following roadways during the daytime hours.

  • Route 15 between Buttonwood in Jackson Township and the Tioga County line.
  • Route 15 between the Lycoming County line and the Sebring exit in Liberty Township.

Motorists can expect alternating lane restrictions where work is being performed.  Motorists should be alert, slow down, watch for lane changes, and drive with caution through the work zone.

Kriger Construction, is the primary contractor for this $772,600 crack sealing project.

Montoursville, PA – Motorists are advised that the Park-N-Ride on Route 49, will be closed Monday in Lawrence Township, Tioga County, for a tree removal project.

On Monday, February 6, a contractor for the Army Corps of Engineers will be removing a tree adjacent to the Park-N-Ride on Route 49 near the intersection with Route 15.  Work will be performed between the hours of 7:00 AM and 2:00 PM, weather permitting.  In the event of inclement weather, work will be performed on Tuesday, February 7.

John M. O’SHELL, 60, of Wellsville, NY, died Wednesday, February 1, 2023 in his home.  Born June 21, 1962, in Buffalo, he was the son of Walter and Florence O’Neil Burba.  He was employed by Tonawanda Coke Corporation.  

Surviving besides his life partner, Tammy O’Shell, are:  two children, Helen (William) Cowan and Jonathan O’Shell, both of Wellsville;  three grandchildren, Sophia Cowan, Zoey Lee, and Keegan Lee;  five siblings, Pamela Highman, Cynthia (Don) Woods, Brenda (Michael) Perfetti, Kim Demarco, and Walter Berba;  many nieces and nephews.  

He was predeceased by his parents;  a daughter, Angela;  and a brother, Chester O’Shell.  Services will be private.

It’s February 1st and Community Garden Applications are now available! We’re excited to open the garden gates again this spring for individuals and groups to adopt a free garden plot.

The mission of the Potter County Community Garden is 1) to empower the community to plant, grow and harvest their own produce, 2) to provide education on the value of gardening, 3) to promote community interaction & unity, and 4) to offer solutions to food insecurity.

Applications for the 2023 garden are available at the Coudersport Library, Kaytee’s Market, Hershey’s Market, the Gunzburger Building and the Penn State Extension office. Kenneth F. “Butch” Donachy, 55, St. Marys, PA

Kenneth F. “Butch” Donachy, 55, passed away unexpectedly at home on Tuesday, January 31, 2023.

He was born on September 10, 1967 in St. Marys, a son of the late Kenneth Donachy and JudyAnn Wehler Donachy, who survives of St. Marys.

Butch was a graduate of St. Marys Area High School, class of 1986. He worked in the powdered metal industry throughout his life. Butch always loved being outdoors, especially hunting and fishing. He also enjoyed shed hunting, and could often be found shooting trap and skeet. Some of his favorite pastimes were trips to camp with his best friends Brian Ginther and Darren Yanak. He will be remembered for his kindness and always greeting anyone he met with a hello and how are you.

In addition to his mother, he is survived by 3 children; Amy Leuschel and her husband George of St. Marys, Jessica Donachy of St. Marys, and Tyler Donachy of Kersey.

He is also survived by three sisters; LoriAnn (Scott) Colson of Johnsonburg, Colette (Andrew) Mosier of Kersey, and Jennifer (Frank Samick) Donachy of St. Marys, and by one brother; Joseph (Sara) Donachy of St. Marys, as well as by numerous aunts, uncles, cousins, nieces, and nephews.

In addition to his father, he was preceded in death by his maternal grandparents; Fred and Rosella Wehler, and by his paternal grandparents; Gerald and Marjorie Donachy.

A Mass of Christian Burial for Kenneth F. “Butch” Donachy will be celebrated at 11:00 AM on Saturday, February 4, 2023 at St. Marys Church, Church Street, St. Marys, PA 15857 with Fr. Thomas More Sikora, OSB, as celebrant.

Visitation will be at the Lynch-Green Funeral Home on Saturday, February 4, 2023 from 9:00 AM until 10:30 AM.

Kenneth B. Vosler, 71, of Erickson Drive, Bradford, PA

Kenneth B. Vosler, 71, of Erickson Drive, Bradford, PA passed away Saturday January 28, 2023, at Roswell Park Comprehensive Cancer Center in Buffalo after a recurring battle with cancer.

Born on May 19, 1951, in Marietta, Ohio, he was a son of Kenneth and Imogene (Williams) Vosler Jr. In 1998, he married Gayle Tantalo, who preceded him in death March 7, 2021.

Ken lived in several towns during his childhood, ultimately graduating from Westwood High School in 1969. He then enrolled at Rider College in New Jersey, majoring in journalism and competing in Division I wrestling. As a freshman, he went on a 23-match winning streak before suffering a severe knee injury in what would be his final competition.

Despite his journalism degree, he started his professional career at Saratoga Hospital, picking up respiratory therapy skills on the job. He accepted a position in 1978 at Westland Hospital in Detroit. In 1980, he accepted a respiratory therapist position at Bradford Regional Medical Center.

He spent the rest of his career as a fixture at BRMC. Along with his long career in respiratory therapy, he spent several years running the sleep lab. 

Away from work, he had many interests. He liked Great Danes; learning about nature; Western, comedy, and action movies; and following the Giants (football and baseball). He was skilled at paint and pen-and-ink drawings, woodworking, and crossword puzzles. He enjoyed making others laugh, especially with his Halloween costumes.

Survivors include his former wife, Nancy Berlin; two children, Kendra (Steve Schiappa) Vosler of Bradford and Adam (Kristina) Vosler of Hinsdale, N.Y.; two sisters, Jan York-Vossler and Mary Lynn (Jim) Johnson of Mason, Ohio; one brother, John Vosler of St. Louis; four grandchildren, Madeline, Jay, Avery, and Elliott; three nieces; and seven nephews.

He was preceded in death by his parents and his wife.

There will be no public visitation, per Ken’s wishes. His children will announce a celebration of life for family and friends at a later date.

Cecelia G. “Cele” Krise, 85, of Kersey, PA died peacefully at the Dubois Nursing Home on Tuesday, January 31, 2023.

She was born on November 2, 1937, in Kersey, a daughter of the late Francis and Helen Dietz Gahr.

In January 1959, she married Joe Krise, who preceded her in death on December 5, 1988.

Cele was a graduate of Kersey High School Class of 1956 and a member at St. Boniface Church. She worked many years at Stackpole and later retired from Rebco. Cele was a member of Horton Twp Lions Club and Dagus Mines Legion. She loved playing bingo and cards.

Cele is survived by a daughter, Ruth Gagliardi and her husband Terry of Kersey, a son, Joe Krise Jr. of Kersey, 4 grandchildren: Randon Krise of Kersey, Angelia Green and her husband Kyle of St. Marys, Tricia Krise of Kersey, and Kevin Gagliardi and his wife Tylie of Byrnedale, and 2 great grandchildren, Colton and Audia. She is also survived by 3 sisters: Helen (Marvin) Riddle of St. Marys, Rosemary (Ernest) Mattiuz of Kersey, Penny Thomas of KY, and one brother, Raymond (Diane) Gahr of St. Marys.

In addition to her husband and parents, she was preceded in death by a son in infancy, Amos Krise, and 2 brothers in infancy.

A Memorial Mass for Cecelia G. Krise will be celebrated on Saturday, February 11, 2023, at 10:00 AM at St. Boniface Church, 355 Main Street, Kersey, PA 15846, with Fr. Kevin Holland, Pastor, as celebrant.

Burial will follow at St. Boniface Cemetery.

North Central invites Public to a Transportation Funding Opportunities Round Table

RIDGWAY, PA: The North Central Pennsylvania Regional Planning and Development Commission is hosting a Transportation Funding Opportunities Round Table on the Bipartisan Infrastructure Law and funding opportunities for rural transportation related improvements. The presentation, led by speakers from the Federal Highway Administration and PennDOT, will provide an overview of the Bipartisan Infrastructure Law, funding targeted for rural projects, funding application timelines, Automated Red Light Enforcement (ARLE) Program, Green Light-Go (GLG) Program, and more.

WASHINGTON, Jan. 31, 2023 – Conagra Brands, Inc., a Fort Madison, Iowa establishment, is recalling approximately 2,581,816 pounds of canned meat and poultry products due to a packaging defect that may cause the products to become contaminated without showing any outward signs of contamination, the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS) announced today.

The meat and poultry products were produced between December 12, 2022, and January 13, 2023. The following products are subject to recall: [view spreadsheet] [view labels].

The products subject to recall bear establishment number “P4247” on the product cans. These items were shipped to retail locations nationwide.

Two Rivers Coffee Issues Allergy Alert on Undeclared Peanut Allergen in Peanut Butter Hot Chocolate

Two Rivers Coffee of South Plainfield, NJ is voluntarily recalling its peanut butter single serve hot chocolate pods distributed as “Brooklyn Bean Peanut Butter Cup Hot Cocoa”, “Pingo Peanut Butter Cookie Hot Chocolate” and “Cold Stone Peanut Butter Cup Perfection” in 12 count, 40count, and 100 count boxes produced from January 2021 to November 2022, due to an undeclared peanut allergen in an ingredient from Two Rivers Coffee’s raw material supplier that was not disclosed to Two Rivers Coffee or its licensors. People who have an allergy or severe sensitivity to peanuts may run the risk of serious or life-threatening allergic reaction if they consume these products.

INITIATIVE WILL RESTORE HABITAT ON STATE GAME LANDS

The Pennsylvania Game Commission and Ducks Unlimited (DU) have partnered to improve 1,600 acres of wetland habitats on 61 state game lands across Pennsylvania. The Pennsylvania Wetland Habitat Initiative (PWHI) is a $6 million investment that aims to replace water control structures and improve existing spillways and levees over the next three years at sites in 31 counties throughout each of the Game Commission’s six regions.

“This is the largest conservation initiative Ducks Unlimited has ever been involved with in Pennsylvania, and we are excited to work with the Game Commission to improve wetland habitat statewide,” said DU Regional Biologist Jim Feaga.

The former rail line provides a level trail for walking, jogging, biking, and horseback riding in The PA Wilds. In winter months, cross-country skiing and snowmobiling are also popular.

Beverly J. (Hoak) Mitchell, 96, of Coudersport and formerly of Roulette, PA

Beverly J. (Hoak) Mitchell, 96, of Coudersport and formerly of Roulette, PA passed away on January 30, 2023 at Sena Kean Nursing and Rehab., Smethport.

Born on May 16, 1926, in Roulette, she was the daughter of the late Charles and Ruth (Cutler) Hoak. On January 8, 1946, she married Lloyd E. Mitchell, who preceded her in death on July 17, 2004.

Beverly was a lifelong resident of Roulette, where she was honored as Miss Roulette in 1940. She also played the trumpet in the Roulette Marching Band. Along with her parents, Beverly moved to Philadelphia when she was 17 to work in an aircraft factory during World War II. Additionally, she loved her home, her flower gardens, and her vegetable garden on Trout Brook Road, where she lived for the majority of her adult life. She was also employed at Charles Cole Memorial Hospital. Last but certainly not least, Beverly was a superb pie maker and crocheted extraordinary afghans and baby blankets.

Beverly is survived by two granddaughters, Caroline Ferraiuolo of Coral Springs, Florida, and Melissa Gagnon of Lauderhill, Florida; two great grandsons, Carlo Ferraiuolo and Luca Ferraiuolo, both of Coral Springs, Florida; a son-in-law, Charles Gagnon of Miami, Florida; and many nieces and nephews, including especially close nieces, Connie (Larry) Wykoff, Christie (Frank Granata) Marshall, and Sandra (Barry) Whitman, all of whom reside in Coudersport.

In addition to her parents, Beverly was preceded in death by her daughter, Mona Gagnon; her husband, Lloyd E. Mitchell; many sisters-in-law as well as a brother-in-law; and many dear friends.

Upon Beverly’s request, there will be no visitation or memorial service. Burial will be at the convenience of the family in Lyman Cemetery in Roulette.

Regina M. “Gina” Detsch, 83, of Robin Road, St. Marys, PA passed away at her home on Monday, January 30, 2023, following a lengthy illness with her family by her side.

She was born on August 10, 1939 in St. Marys, a daughter of the late Marinus and Anna Minnick Bobenrieth.

On November 27, 1958 in St. Marys Church, she married the late Joseph F. Detsch, who preceded her in death on June 5, 2003.

Gina was a graduate of Central High School, class of 1957 and was a member of Queen of the World Church. Together with her husband, Gina and Joe planted and cultivated a beautiful garden for many years, which she enjoyed immensely. She always looked forward to trips with her daughters, traveling near and far with her family. In her free time, she enjoyed crafts and reading. Gina took comfort and solace in her home, which knew much love and where she had raised and cared for her family.

She is survived by 7 children; Christine Newell of Kersey, Laurie (Ian) Geitner of Hickory, NC, Carol (Jim “Chip”) Lilja of Kersey, Joanne (Randy) Yost of Maytown, PA, Mary Lee (Alvin) Vollmer of St. Marys, Lisa (Ron) Dippold of St. Marys, Amy (Billy) Dietz of Mooresville, NC; and by her 15 beloved grandchildren, 21 great-grandchildren, and 1 great-great grandchild.
She is also survived by one brother; Wayne Bobenrieth of Port Allegany, and one sister; Julie (Mike) Menteer of Ithaca, NY, as well as by numerous nieces and nephews.

In addition to her parents and her husband, Gina was preceded in death by a son-in-law; Jeffrey Newell, a sister; Diana Detsch, and by a great-grandson.

A Mass of Christian Burial for Regina M. Detsch will be celebrated on Monday, February 6, 2023 at 11:00 AM at Queen of the World Church, 134 Queens Road, St. Marys, PA 15857 with Fr. Jeffery Noble, Pastor, as celebrant.
Burial will be in St. Marys Catholic Cemetery.

Family and friends will be received at the Queen of the World Church on Monday, February 6, 2023 from 10:15 AM until the time of the Mass.

Mitchell Peasley Lewis, 70, of St. Marys, formerly of Emporium, PA

Mitchell Peasley Lewis, 70, of St. Marys, formerly of Emporium, PA passed away Sunday, (Jan. 29, 2023) after a long battle with many health issues.

Mitchell was born Oct. 31, 1952 in Hammond, Ind. to June Peasley and Verne Lewis. His family moved to Smethport his senior year, and he graduated from Smethport Area High School in 1971. On Nov. 10, 1973 he married Willie Schwab Lewis, who survives.

Mitch retired from Motor Coils Manufacturing/GE, where he was employed for 38 years. Mitch enjoyed playing and watching sports of all kinds, especially his beloved Cubs. Before his strokes, Mitch could often be found on the golf course or the bowling alley. He enjoyed dining out and always took his family on adventures to amusement parks, ball games and road trips.

In addition to his wife, Mitchell is survived by his two daughters, Heather (Clinton) Szuba and Ashley Armstrong; grandchildren, Morgan Barnhart, Natalee Uber, Fisher Szuba, Tucker Szuba, and Ashton Fowler; sisters, Denise (Cory) Glickman and Debbie (Mike) Enders; brother, Lance (Loretta) Lewis; and several nieces and nephews.

He was preceded in death by his parents; a brother, Dale Lewis; and a sister, Jeanne Southers.

In lieu of flowers, donations can be made in memory of Mitch to the Emporium or St. Marys Ambulance Associations.

The family will hold a drop-in luncheon memorial from 2 to 4 p.m. Friday, Feb. 10, 2023 at Aroma Cafe in Emporium.

Governor Shapiro Signs Executive Order to Improve Commonwealth Licensing, Permitting, and Certification Processes by Establishing Standard Response Times and Money-Back Guarantee

Pennsylvania workers and businesses often wait months to hear back after applying for a license, certificate, or permit. Governor Shapiro’s Executive Order will begin the process of setting standard response times – and if agencies fail to meet those deadlines, applicants will get their money back.

HARRISBURG, PA – Today, Governor Josh Shapiro signed an Executive Order to improve the Commonwealth’s licensing, permitting, and certification processes, beginning a comprehensive review of how long it takes agencies to process applications and how workers and businesses apply online. This Executive Order will help to establish a date-certain for each license, permit, or certificate by which applicants will hear back – if applicants don’t receive a response by that date, the agency responsible will refund their application fee.

The Shapiro Administration is committed to transforming Pennsylvania government to more effectively and efficiently serve Pennsylvanians. Last week, Governor Shapiro launched a new initiative to grow Pennsylvania’s economy and provide faster, more efficient customer service to Pennsylvanians when he created the Office of Transformation and Opportunity – a one-stop-shop for businesses that want to grow in Pennsylvania. Today’s Executive Order builds on Governor Shapiro’s commitment to improving how government works and creating economic opportunity for all Pennsylvanians.

Pennsylvania workers often have to wait months and are forced to navigate inefficient digital systems to receive their professional license, permit, or certification – and Governor Shapiro knows this is unacceptable. The Governor is directing all state agencies, boards, and commissions to compile a catalog of the licenses, certificates, and permits they issue – including the statutory authority governing the length of time they must process applications and the application fee charged by each agency. Commonwealth agencies will have 90 days to send this information to the Governor’s Office, which will then review, analyze, and establish efficient application processing times for all occupational permits or licenses based on agency recommendations. Once those recommendations are put in place, if an agency does not respond to an applicant before the date-certain, the agency will be required to refund the application fee.

ServSafe Food Safety Certification

ServSafe is a certification program developed by the Restaurant Association Education Foundation. The course meets certification requirements for individuals who are responsible for the safe handling of food in restaurants, schools, elder care facilities, lodges, bed and breakfasts, community centers, and other food concessions (organizations or businesses that sell or prepare food on a regular basis). 

This course, taught by Rick Kralj, Penn State Educator, is scheduled for Mondays, March 6 and March 13, 2023 from 9:00 a.m. to 4:00 p.m. at the Education Council’s Coudersport office.
